As bad as Hitler was, he was the first Nazi leader to be elected and was not to be assassinated by Time Travelers, because Hitler was the first of leaders to manage to lose WWII. During the final stages of The Siege of Berlin, Hitler's personal guard, and Hitler himself, were captured along with mysterious ancient scripts.

These scripts were deciphered by The Brotherhood of Nod, and through Kane, Stalin was advised to begin a resurrection program of these Teutonic Believers of the Damned so that, one day, if need be, a reconstituted hard core of Nazis would be re-birthed and used as-needed.
