#4 Mullen has been there a number of times for consultations and I for one believe that is negotiation to allow SF's in-situ for weapons security and possible repositioning. Obama only has to know that the pros have a plan and are ready to implement. He doesn't need to formulate policy or even make hard decisions. All he has to do is tell Gates and all to make sure they are secure. At least this is what I was dreaming for last night:)
