#3 Think internal power and positioning struggle. They gamble the outside world isn't going to do anything, so it's a display of one faction showing it can do something another faction is afraid or more rationale in not doing. Like kids harassing an animal or old lady, egging each other on to do something more across the line as they sort out their hierarchical lower primate positioning.
