#1 Offer them "religous precincts" around those two cities, where sharia is the law. Outside, you get secular courts. It'll make 'em a magnet for nutcases, but that's their problem...

It might not work for the loooooooong term, but at least it would keep the fundies under control for a time. Any time thay threaten to take over, the Kurds and Sunnies can join together to stare down the worst of them.
