#2 It seems like attacks are slacking off. I can't confirm it, but I believe the death toll is decreasing, even for Iraqis. The "insurgency" does just enough to keep people on edge, but not enough to get people angry enough to eliminate them. It's almost like "Hey, we're still here, pay attention to us" instead of actually trying to change people's minds about things or intimidate them into surrendering.
