States under Socialist-Democrat control will allow riots, looting, arson, rape, murder and even refuse to use the National Guard to restore civil order, in order regain control to win elections.

But once they have control.
Their rioters, looters and ... must behave. Or suddenly the Socialist-Democrat Leadership well become concerned and will use the National Guard.
Heck, they will even go so far as to allow the Police to do their jobs within certain Political Agenda limits.
