In a $2.3 trillion bill, $25 million isn’t even a rounding error, and it was part of the price President Trump and Senator Mitch McConnell paid to get the honourable Speaker of the House to agree to what they needed. Recall that her going in bid was $2.5 trillion in spending, of which $35 million was for the Kennedy Center, and which included non-monetary sugar plums for unions and other traditional Democratic party clients.
