#1 Tijuana Estuary - known local problem for a few decades now. I might suggest the Imperial Beach Community might like the status quo as it keeps the tourists, surfers, and developers at bay. The solution is to stop having Baja Mexicans manage and operating the pumping stations - they are proven not capable of it.
