#2 If Russia or any other country decided to take decisive action against the pirates at, say, 201 miles away from shore. who would arrest them? Why don't they get these maruders outside of territorial waters and sink 'em. No survivers necessary. There is no effective international enforcement on the high seas. Am I wrong?
