...They do, and on a daily basis. That's an important reason we're over there: as much to keep the South from going North as vice versa. The ROK knows perfectly well the level of superiority they hold over the DPRK, and for decades their military leadership has believed that they would likely be far better off taking the initiative for the time and place than letting the Kims decide it.
