Lot's of data 'noodling' by Russia and US Military & Scientists before reporting, I'd guess.

Had to make sure the Duchy of Grand Fenwick hadn't acquired nukes and was lobbing them on Paki rockets.

Unnoticed? Hah! Back in the day, a flash suspected of being a nuke test was detected by a satellite (Vela?) over South Africa. Monitoring is likely much more sophisticated now.
