#2 Probably both - the Iranians probably got a basic 'tank in a box'.

But they didn't get the really cool stuff, like the armor. Likely they also had to provide their own engine and power-train, and the "electro-optical fire control system, a laser rangefinder, and a ballistic computer." they got buying from either China, ex-Soviet satellites, or on the black arms market.

they can intimidate lightly armed protesters but even a Hummer with a few automatic guns would do the second task better than a tank

Given the current trends, one can assume that Iran will use them in an expeditionary role eventually.

Aside from that, the more likely reason is defense, with possible export applications.

The issue frequently NOT discussed (often overlooked) about armor is it's huge logistical tail. It's not like jumping in your F-150 in Atlanta, topping off your fuel tank, and being in Henderson, KY seven or eight hours later.

#9 Iraq can be reached via maritime transport. Same with Yemen, Lebanon, Syria, etc.

As I said, it'd be in an expeditionary capacity if they're used outside of Iran, with the associated support and transport assets. Definitely not in a 'blitzkreig' thunder-across-the-fields capacity.

In living memory they were invaded by the armored forces of Iraq. Their armored units fought quite well (per Cordesman) despite being the hollowed out leftovers from the Shah's old professional army.
