#3 It's not that bad. The blimp stays a long way off and looks down at an angle, well out of small arms range. Even just a few hundred feet in the air, on a clear day you have a 50 mile observation range.

In Iraq, about every major installation had either a 50' or 100' tower, and they can see bad guys coming from miles away.

#5 The US was testing one of these when I was in South Carolina. The blimp was off the coast of the US, about halfway between the Bahamas and Miami. They caught quite a few drug transfers on tape. Don't know what happened to the program after that.
