#4 on a serious note, this is probably a manufactured incident so China can say no when the US asks for help in dealing with Nork's ~~ICBM~~ satellite shot..... just to see what stones the current admin has.

No, the area the USNS Impeccable was operating in is near the PLAN's main submarine base. The Chinese did pretty much the same thing to the USNS Nathaniel Bowditch a few years back.
