#4 It sounds like the king and some in the royal family were really shaken by Al Qaeda's war on foreigners within the kingdom. Education is being updated and made somewhat less hate-filled, clerics required to toe the line... A generation from now their most ambitious young men and women may not need to go abroad to learn the things they need to be employable, and stay abroad because they are seduced by a more open society (not to mention the possibility of marrying someone not their first cousin!).
