#3 Personally, I think a lot of the answer will be found in Baghdad itself. Sunni and Shia live cheek by jowl. Middle class areas and slums are close together. Factions within factions.

Effective Iraqi predominent control over their own capital city would be a big moral plus for the whole country.

As I understand it, this is still about 6 months away.
