#1 I hope the POTUS State of The Union 'surprise announcement' is that he's reducing the 48 U.S.– Mexico border crossings and 330 ports of entry.

Along with that the establishment of army Forward Operating Bases (FOBS) along the border to augment law enforcement. Throughout history, most 'invasions' are dealt with by a soldier with a rifle. In this, a soldier facing south.

Just a few preliminary steps toward the declaration of a National Emergency. Who knows, perhaps the declaration of a National Emergency will become unnecessary.
