#8 Part of the problem is that people are trying to scare everybody: "ICE is going to deport anyone with a Hispanic surname", "ICE is going to go into schools and carry out kids", "Kids are going to go home from school and find their parents gone", etc.
At this point, most of those arrested and deported are those who have committed other crimes - rape, robbery, murder.
