#1 They are a member of the EU since 2004, for whatever that's worth. And as Lex pointed out yesterday there is a lot of e-banking -- much of that is Russian, Ukrainian, and all sorts of other folks that want their ~~money-laundering~~ *cough* business kept private.

#2 Legal business too. All trades on the Russian exchanges are handled through Cyprus entities. Legal, transparent, efficient, above-board.
