#4 The problem is that when law enforcement is seen as not enforcing the law fairly, private citizens act on their own (or together in lynch mobs). Rule of law protects criminals at least as much as it does the law-abiding.

Federal Criminal Laws Related to Mass Transportation Systems Code section 97. 18 U.S. Code section 1991 – Entering train to commit crime: This statute makes it a crime to willfully and maliciously trespass upon or enter a railroad train, car, or locomotive with the intent to commit murder or robbery.

What's happening in the railyard is more likely classed as burglary, and as it probably isn't being done by white supremacists, Oath Keepers or white teenage boys crossing state lines, feds ain't innerested.
