#1 It is the first responsibility of government to provide for the protection of one's self, one's family, and one's property. When government fails to provide that security it is no longer legitimate. When government inhibits you from doing so it is despotic.

But when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security.

#2 SCOTUS long ago ruled it's not the responsibility of the police to keep you safe. When seconds matter, the police are only minutes away.

All that said, the police are hellbent on taking a Minority Report approach to your rights.
