#2 Arrest the perpetrators for endangering interstate transport (or something along that line), give them a warning and a heavy fine for a first time offence, and publicize heavily. That will take care of the idiots, and put the whole set into a keep an eye on data base in case they are bad guys instead of mere fools.

Much like driving drunk, it doesn't matter why, the mere doing is an offence.
