#1 What Fred said. And then send in the Marines, on their way to somewhere else more interesting. That was what it took to quell the booming kidnap/slave trade the Berbers took such pleasure in, some centuries back.

#2 The only plan that really works is to kill or arrest everyone associated with the kidnappers. Go and put the family into protective custody and cut their comms. Then go after all the know associates of these idiots, I mean down to the trashman. It wont be long before word gets out that if you help you will die. Soon the kidnappers will be isolated and on the run. Worked for killing Pablo, would work here too.

#3 The only way you can deal with fanatics and psychopaths and get results is if you perform an action that hurts THEM personally. They are incapable of feeling empathy. That is what Pres. Reagan did when he bombed G'Daffy in the 80s and killed his daughter, IIRC. G'Daffy kinda cooled it for a while. Some of the fodder, I believe, won't even respond to heavy actions, but the instigators and leaders will.

You do not reason with terrorists, kidnappers, and other psychopaths. Look what happened to the Israelis when they did.

BTW Yemen was known as Arabia Felix by the romans, sort of where Sinbad would provision up before heading to the spice islands.Supposed to be rather pleasant compared to elsewhere.
