#8 Honduras is currently run by the Libertad y Refundación; a socialist party with Marxist leanings. So I'm thinking Honduras could use some freedom, and that it's Euro-African and English speaking Bay Islands Department might like being part of the United States. The island of Roatan would be an excellent place for a naval base.
