VICE removes images adding smiles to Khmer Rouge victims
[NYPOST] Cambodia condemned images published by US media group VICE featuring newly colorized photographs of the Khmer Rouge "killing fields" victims, saying the images were an insult to the dead because some mugshots had been altered to add smiles.

VICE removed the article and photos later on Sunday, saying they did not meet its editorial standards and it was investigating.

The artist behind the work, Matt Loughrey, declined to comment.

In the article published on Friday, Loughrey said his project to colourise images from the notorious Tuol Sleng prison, or S-21, aimed to humanise the 14,000 Cambodians executed and tortured there.

DR Congo's President Now in Full Control of Government
[All Africa] President Félix Tshisekedi has named a new cabinet, two months after the appointment of Prime Minister Sama Lukonde.

This team of 56 ministers - 41 men and 15 women - is his first cabinet after the collapse of the coalition with former president Joseph Kabila's 'Front Commun pour le Congo' (FCC). The new team that President Tshisekedi calls "the warriors" is tasked with reviving the Congolese economy. It is also expected to address insecurity, particularly in the eastern provinces of the DRC.

The new cabinet will have to be vetted by the National Assembly before Prime Minister Lukonde presents his government's programmes. He said his government's priorities will be security, health, education, justice, agriculture, fisheries and livestock, economy, the electoral process, infrastructure, and the digital economy.

Ukraine's Unconventional Warfare Plan To Resist A Russian Invasion
[Koffee Company] KYIV, Ukraine — Should Russia invade, a national network of Ukrainian irregular military units is prepared to wage a protracted, guerrilla resistance campaign.

Ukraine’s Territorial Defense Forces comprise about 100,000 reservists and civilian volunteers assigned to 25 brigades scattered across the country — at least one unit is assigned to each of Ukraine’s 24 regions, or oblasts. These unconventional forces fall under the Ukrainian military’s chain of command.

With the Russian military massing on its frontiers, Ukraine has activated the Territorial Defense Forces in its southern regions. According to Ukraine’s armed forces, those units conducted exercises along the Black Sea coastline and the border with Russian-occupied Crimea to resist an amphibious landing force and "to combat subversive-reconnaissance groups and other hostile forces and irregular armed formations."

Ukrainian Operational Command South — which includes the Vinnytsya, Kirovohrad, Mykolaiv, Odesa, and Kherson oblasts — controls five territorial defense brigades. Each of those units is tasked to defend its respective regional territory and impede the advance of a Russian invasion force so that regular Ukrainian units have more time to maneuver. In theory, the territorial defense brigades can mobilize for combat within one to two days.

[Washington Examiner] The Federal Emergency Management Agency will provide families with up to $9,000 to cover part of the costs to hold funerals for families whose loved ones died of COVID-19.

The agency tasked with natural disaster response began accepting applications for financial assistance from families on Monday. If selected to receive the funds, families will have to provide a record of funeral expenses and the deceased person’s death certificate that confirms they died of COVID-19. The maximum amount that a family can be reimbursed for a single funeral is $9,000.

Pentagon develops MICROCHIP that goes under a person's skin and detects COVID-19
[Examiner via Right Scoop] The Pentagon has developed an actual microchip that can detect COVID-19 after it’s implanted underneath the skin:
DC EXAMINER — Pentagon researchers developed a microchip that can be inserted under the skin to detect COVID-19 infection before a person begins showing symptoms.

"It’s a sensor," said Dr. Matt Hepburn, an infectious disease physician and retired Army colonel. "That tiny green thing in there, you put it underneath your skin, and what that tells you is that there are chemical reactions going on inside the body, and that signal means you are going to have symptoms tomorrow."

The technology was developed by the Defense Advanced Research Projects Agency, a top-secret unit launched during the Cold War era that studies emerging technologies and how they can be applied for use in the military.

The chip is already in use inside the Pentagon:

epburn said that the microchip has only been used inside the Defense Department and can detect a COVID-19 infection before an individual has the potential to spread the disease to other service members.

"We challenge the research community to come up with solutions that may sound like science fiction," Hepburn said.

Hepburn likened the microchip to a "check engine" light on a car, alerting the user of a positive COVID-19 infection and directing him or her to take a test to confirm the result.

"We can have that information in three to five minutes," Hepburn said. "As you truncate that time, as you diagnose and treat, what you do is you stop the infection in its tracks."
DARPA scientists believe the technology will be critical to stopping outbreaks among service members, who often are forced to be in tight quarters together for long periods of time.
