[The Hill] The FBI on Monday verified confessions provided by convicted murderer Samuel Little and certified him as the most prolific known serial killer in U.S. history, according to the bureau.
Authorities have verified 50 of the 93 killings Little, 79, has confessed to and are seeking help to confirm the unverified confessions, the FBI said Monday. Little has confessed to killings ranging from 1970 to 2005.
"For many years, Samuel Little believed he would not be caught because he thought no one was accounting for his victims," said Christie Palazzolo, an analyst with the FBI’s Violent Criminal Apprehension Program. "Even though he is already in prison, the FBI believes it is important to seek justice for each victim‐to close every case possible."
Little evaded justice by maintaining a nomadic lifestyle and targeting sex workers and drug addicts, knowing that their murders would be less likely to be investigated. Many of his victims’ deaths were initially believed to be the result of overdoses.
Little was already serving three consecutive life sentences after his conviction for killing three Los Angeles-area women, and he pleaded guilty to killing another in Texas when he made the confession last year. He was extradited to Texas last year after pleading guilty to killing Denise Christie Brothers in 1994 and will likely spend the remainder of his life there.

[BBC] Kansas police have arrested one of two men suspected over a bar shooting that left four dead, while a manhunt continues for the second shooter.
Javier Alatorre was arrested in Kansas City, Missouri, on Sunday, police said.
The second suspect, Hugo Villanueva-Morales, remained at large and was "considered armed and dangerous", police said.
Both men were charged with murder for allegedly shooting nine people after a dispute at a bar on Sunday.
Kansas City Missouri police took Mr Alatorre into custody on Sunday afternoon, with the assistance of agents from the FBI and federal bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
Bond was set for both men at $1m (£811,000) each.
As the hunt for Mr Villanueva-Morales continued, police warned citizens to not approach him and instead call authorities with any information about his whereabouts.

It comes as shocking footage emerged allegedly showing hundreds of shackled and blindfolded Muslim prisoners being transferred in Xinjiang, western China. UN experts and activists say at least one million ethnic Uighurs and other Muslims are held in the detention centres in Xinjiang.
China describes them as 'training centres' helping to stamp out extremism and give people new skills. But the escaped women and local rights groups say attempts to curb the Muslim population - using methods such as rubbing chilli paste on women's privates - are common.
Student Ruqiye Perhat, who was arrested in Xinjiang in 2009 and spent four years in prison before fleeing to Turkey, told the Washington Post: 'Any woman or man under age 35 was raped and sexually abused.'
And others who have fled the camp more recently claimed the rapes had become more systematic than in normal prisons. The camps' guards would 'put bags on the heads of the ones they wanted' before dragging the women outside and raping them through the night.
In one case, a human rights activists claimed there had been seven instances of women forced into having intrauterine devices implanted. And it was claimed women who were pregnant when they were arrested were made to have brutal abortions. Gulzira Mogdyn, 38, who fled to Almaty, Kazakhstan, told of the gruesome way officials cut her open and ripped out her fetus without anaesthetic.
Others have previously said the Chinese guards would also medically experiment on them ahead of planned organ harvesting.

Germany, La Belle France and Britannia have called for a closed-door UNSC meeting on Tuesday to raise the issue of North Korea’s test last week of a sea-launched ballistic missile.
The trio claimed that the North’s missile test had been a "serious violation" of UN resolutions. The discussion at the 15-member council was requested by Germany with the support of Britannia and La Belle France.
Addressing a small group of news hounds at Pyongyang’s UN mission, the North Korean diplomat warned that raising the issue "will further urge our desire to defend our illusory sovereignty."
"We know well that the United States is behind impure moves of the UK, La Belle France and Germany," Kim said, adding that Washington and its followers "should bear in mind that if they raise the issue of our self-defensive measures at the UN Security Council meeting in this moment, it will further urge our desire to defend our illusory sovereignty."

In tense testimony before the House Permanent Select Committee on Intelligence (HPSCI) on Friday, the inspector general for federal spy agencies refused to disclose why his office backdated secret changes to key whistleblower forms and rules in the wake of an anti-Trump whistleblower complaint filed in August, sources told The Federalist.
As The Federalist reported and the Intelligence Community Inspector General (ICIG) confirmed, the spy watchdog secretly changed its whistleblower forms and internal rules in September to eliminate a requirement that whistleblowers provide first-hand evidence to support any allegations of wrongdoing. In a press release last week, the ICIG confessed that it changed its rules in response to an anti-Trump complaint filed on August 12. That complaint, which was declassified and released by President Donald Trump in September, was based entirely on second-hand information, much of which was shown to be false following the declassification and release of a telephone conversation between Trump and Ukrainian President Volodymyr Zelensky.
Michael Atkinson, the intelligence community inspector general, told HPSCI lawmakers during a committee oversight hearing on Friday that the whistleblower forms and rules changes were made in September, even though the new forms and guidance, which were not uploaded to the ICIG’s website until September 24, state that they were changed in August. Despite having a full week to come up with explanations for his office’s decisions to secretly change its forms to eliminate the requirement for first-hand evidence and to backdate those changes to August, Atkinson refused to provide any explanation to lawmakers baffled by his behavior.

Cmdr. Jesus "Manny" Cordero, who was relieved of command as the head of Naval Computer and Telecommunications Station Sicily last fall, refused to take responsibility for even minor infractions when investigators began looking into several complaints against him, according to a command investigation and endorsement letter, obtained by Military.com through a Freedom of Information Act request.
Vice Adm. Timothy "T.J." White, who relieved Cordero of his duties in September 2018, said the commander made "repeated, vigorous and obvious false statements" during an investigation into his behavior. Those actions severely compromised Cordero's integrity and judgment as a leader," White wrote in a Sept. 27, 2018, relief letter.
White then warned Cordero against contacting any member of his former command or taking "any action in retaliation against any member of NCTS Sicily, or any other member as a result of the relief."

Dick’s announced a halt to "assault-style rifles" two weeks after the February 14, 2018, Parkland high school shooting.
On April 17, 2018, Breitbart News reported that Dick’s was destroying its "assault-style rifle" inventory, rather than returning the firearms to their manufacturers. Fox News quoted a spokesperson from Dick’s saying, "We are in the process of destroying all firearms and accessories that are no longer for sale as a result of our February 28th policy change. We are destroying the firearms in accordance with federal guidelines and regulations."
During his October 6, CBS News appearance, CEO Ed Stack said the company ended up destroying $5 million worth of "assault-style rifles."
Stack also admitted the Dick’s gun control stance has resulted in "a quarter of a billion [dollars]" in loses. But Stack does not regret the gun control stance. Rather, he is considering taking the company even further down the gun control path.
As of right now, 100 Dick’s stores no longer sell guns of any kind. Stack is thinking about expanding that policy so that no Dick’s store sells a gun.

At $500 a pop that's 10,000 rifles. It's estimated there are around 5,000,000 ARs in civilian hands, and I'm sure Ruger, S&W, Springfield Armory and a couple dozen other makers are ready to pick up the slack.

[MichiganCapitolConfidential] State Rep. Gary Eisen, R-St. Clair Township, introduced House Bill 4975, which would revoke governmental immunity from lawsuits arising from injuries sustained on government property where guns are banned. Eisen is also the sponsor of House Bill 4976, which would make a government, business or individual that designates a property a gun-free zone responsible for the safety of individuals who enter it.
Eisen said the intention was to require a business or government that enforces a gun-free policy to take responsibility through measures like hiring security guards.
