Afghanistan
217th Corps of the Afghan military to be inaugurated in coming weeks: Khalid
And all of them able to read, wrote, and cipher at a second or fourth grade level? I’ve lost track of the current target for soldierly literacy.
[KhaamaPress] The acting minister of defense Asadullah Khalid has said that the 217th Corps of the army will be established in coming weeks.

Speaking during a security conference in RS compound in northern Balkh province, Khalid said considering the vast swathes of territory in the north and large population living in northern provinces, the leadership of the government and defense institutions have reached to a conclusion that the existing forces are not enough to provide proper security to people.

Khalid further added that the 217th Corps of the Afghan military will be inaugurated as per President Ashraf Ghani
...former chancellor of Kabul University, now president of Afghanistan. Before returning to Afghanistan in 2002 he was a scholar of political science and anthropology. He worked at the World Bank working on international development assistance. As Finance Minister of Afghanistan between July 2002 and December 2004, he led Afghanistan's attempted economic recovery until the Karzais stole all the money. ..
’s order in coming weeks.

He also added that the leadership of the ministry of defense considers segregation of duties and changes should be incorporated in leadership and opinion to lead the war in the North.

In other parts of his speech, Khalid reiterated that the enemies have plans and programs for war and preparing to further intensify conflict to gain more privileges in peace talks.

Emphasizing that the current year will be a difficult year in terms of security, Khalid said the armed forces should not only suffice in preventing turbans to control more areas but the hideouts of the enemies should be eliminated in offensive operations.

Million protesters march against Algeria’s Bouteflika
[PRESSTV] About one million people erupted into the streets of Algiers on Friday to demand the resignation of President Abdelaziz Bouteflika
... 10th president-for-life of Algeria. He was elected in 1999 and is currently on his third or fourth term. Maybe it's the fifth....
, coppers at the scene said, in the biggest demonstration since unrest erupted six weeks ago.

In at least one location, police opened fire with tear gas and rubber bullets, chasing and beating demonstrators, after youths hurled stones at them, a Rooters journalist said.

The huge turnout came days after the military called for the long-serving leader's removal to end a growing political crisis.

State TV showed protests in several other cities as well.

The protests have been largely peaceful but have put pressure on the army to stabilize the country.

While many people are against Bouteflika and his shrinking inner circle, they also reject the army's intervention in civilian political life.

"Street pressure will continue until the system goes," said student Mohammed Djemai, 25, as hundreds of riot police kept an eye on the protests and helicopters flew overhead.

"We have only one word to say today, all the gang must go immediately, game over," said Ali, a merchant, as other protesters shouted "the people want the fall of the regime".

Families stood on balconies above the streets cheering the marchers -- Algerians of all social classes, including journalists, doctors, teachers and homeless people.

The crowds shared out dates and water and bought ice cream from street vendors.

Top UAE minister urges strategic shift in Arab-Israel ties; boycott was mistake
We’ll see more of this sort of thing when President Trump is reelected, especially because Israeli polls are apparently now predicting that Bibi Netanyahu will come out of the election in two weeks with a few more Knesset seats than he went in with.
[IsraelTimes] The Arab world’s boycott of Israel decades ago was a ’very, very wrong decision,’ Minister of State for Foreign Affairs Anwar Gargash says.

A senior United Arab Emirates minister on Wednesday called for a "strategic shift" in Israel-Arab ties, saying that Arab world’s decades-old decision to boycott the Jewish state had been a mistake.

"Many, many years ago, when there was an Arab decision not to have contact with Israel, that was a very, very wrong decision, looking back," UAE Minister of State for Foreign Affairs Anwar Gargash told the UAE-based newspaper The National in an interview. "Because clearly, you have to really dissect and divide between having a political issue and keeping your lines of communication open."

Britain
Senior Tories concerned about Gove’s views on Muslims: Lady Warsi
[PRESSTV] Sayeeda Hussain Warsi, the former co-chair of the Conservative Party and Britannia’s first Moslem to serve in cabinet, has said she is fearful of the idea of Michael Gove becoming prime minister. Some view Gove as an "Islamophobe" due to his anti-Moslem views.

In an interview with The Guardian on Friday, Warsi, a member of the House of Lords, said she and other senior members of the Conservative Party are concerned about Gove’s views on British Moslems.

On Wednesday, British Prime Minister Theresa May announced she was prepared to step down before the next phase of Brexit negotiations. Gove, the secretary of environment, is among the leading candidates to replace May.

Lady Warsi said any party that elected Gove as a leader "has got major problems."

Asked what she thought about the idea of Gove replacing the current prime minister, she said, "I just don’t even want to imagine it. I’ve sat in too many meetings, I’ve done everything from rolling my eyes, to thinking, gosh, thank God he’s not prime minister."

Warsi said there were other senior Conservative politicians who also had serious concerns about him. "I’m not the only one to raise concerns about Michael. Ken Clarke has spoken about it, even his friends close to him. Even David Cameron
... has stated that he is certainly a big Thatcher fan, but I don't know whether that makes me a Thatcherite, which means he's not. Since he is not deeply ideological he lacks core principles and is easily led. He has been described as certainly not a Pitt, Elder or Younger, but he does wear a nice suit so maybe he's Beau Brummel ...
has spoken about concerns about the way he views the world and the way he views certain communities."

Following the 2005 London tube and bus bombings, Gove wrote a highly controversial book, Celsius 7/7, in which he railed against Moslems. He stated that "a sizeable minority" of Britannia’s 1.8 million Moslems held "rejectionist Islamist views."

Chairman of New Zealand's biggest mosque says Mossad behind Christchurch massacre, NZ Islamic Fed prez disagrees

The Times of Israel adds:
A Muslim community leader in New Zealand dismissed claims by the head of the country’s biggest mosque that Israel’s Mossad intelligence agency was behind the killing of 50 Muslims at two Christchurch mosques.

Mustafa Farouk, president of the Federation of Islamic Associations of New Zealand, referred in his statement Thursday to remarks made on March 23 by Ahmed Bhamji, chairman of the Mt. Roskill Masjid E Umar mosque.

“Recent comments by an individual do not represent the views of the Muslims of New Zealand,” Farouk said.

Europe
Germany's Ambassador to U.N. compares Israel to Hamas
The German Bild paper published on Wednesday a scathing editorial accusing the country’s UN Ambassador Christoph Heusgen of betraying Chancellor Angela Merkel’s security pledge to Israel by comparing the Jewish state to the terrorist organization Hamas

The editorial authored by Filipp Piatov, in the country’s top-selling paper, took Heusgen to task for comparing Israel’s security measures against Palestinian terrorists with Hamas rocket attacks.

In response to Heusgen’s statement that "Civilians must live without fear of Palestinian rockets or Israeli bulldozers," the Bild journalist wrote: "After 130 missiles in a week, pure malice. Murderous rockets are not bulldozers, the Israeli government is not a terrorist militia."

U.S. Ambassador and sanctions cause drop in German-Iran trade
[JPost] An assertive anti-Iranian regime policy by the US Ambassador to Germany and American sanctions targeting the Islamic Republic of Iran's economy caused a 9% decrease in German exports to Iran in 2018.
Plus, Iran's own currency is losing value - fast
According to Ulrich Nußbaum, a State Secretary at the Federal Ministry for Economic Affairs and Energy, German exports plummeted from 3.15 billion Euro in 2017 to 2.7 billion Euro in 2018.

The German weekly Die Zeit first reported on the drop in German exports to Iran. The governments of Germany, France and the United Kingdom created a financial mechanism called Instex to circumvent US sanctions against Iran. Nußbaum said Instex is "at this time in the phase of being operationalized."

Major German banks such as Commerzbank and Deutsche Bank have declined to conduct business with Iran because of exposure to US sanctions. As a result, according to an early March article in the Hamburger Abendblatt, for companies in the German state of Lower Saxony this presents a "big challenge." The paper wrote "since November virtually no transfers of funds from Iran to the house banks of the Lower Saxony companies have taken place."

German terror cell allegedly attempted failed attacks
Oh? Fascinating.
[DW] Austrian authorities say an alleged Iraqi terror "cell" planned and carried out attacks on German train lines. Investigators now believe there may have been more than two attempts to derail trains.

An Iraqi man accused of attempting to derail high-speed trains in Germany
...that would be the carefully unnamed father of five who was granted asylum in Germany Austria twenty years ago, after he had received military training under his beloved Saddam Hussein. He’d been working in Germany for a security company guarding soccer stadiums and supermarkets, and was caught when they traced the printer of the pro-ISIS notes he left at the derailment sites...
may have carried out more attacks than previously thought, Sherlocks said Friday.

The investigation into the alleged terror attacks is widening after the 42-year-old Iraqi and his wife
...who also, one notes, does not have a name...
were jugged
Drop the gat, Rocky, or you're a dead 'un!
in the Austrian capital Vienna on Monday, followed by two more Iraqis arrested in the Czech Republic on Thursday.
...who are also nameless, though The Local reports one is a man of 30 and the other is a woman of 27...
The main suspect in jug in Vienna is accused of placing steel wires across the tracks of the high-speed rail lines between Nuremberg and Munich in October and in Berlin in December. Nobody was injured in the attempts to derail the trains.

ADDITIONAL INCIDENTS UNDER INVESTIGATION
In a new development on Friday, authorities in the southern German state of Bavaria said they were now investigating two additional attempts to derail trains on the Nuremberg-Munich line around Allersberg using wood and steel wedges placed the tracks, dpa news agency reported.

"We assume that there were three incidents at different times at the same site," a spokesperson from the Bavarian state criminal office told dpa, referring to Allersberg.

The spokesperson said the attempts to derail the trains failed due to the faulty construction design of the wedges placed on the tracks.
Really, it’s quite mortifying to be told that no one noticed one’s terrifying terror attacks.
In a separate development, Der Spiegel magazine reported that Austrian authorities discovered night vision goggles and a drone at the Vienna residence of Iraqi man.

SUSPECTED TERROR CELL
The man detained in Vienna has admitted to carrying out the attacks, but has denied any terrorist motive. His wife has denied involvement.

Austrian authorities say an "Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
" flag and Arabic writings found near the scene of the attacks indicate a suspected terrorist motive.

Austrian Interior Minister Herbert Kickl said Thursday that the two suspects detained in Prague "formed a cell" with the man detained in Vienna. A Czech court has ordered the terror suspects to be extradited to Austria.

#1  ...that would be the carefully unnamed father of five who was granted asylum in Germany twenty years ago, after he had received military training under his beloved Saddam Hussein.

He's a 'recognized refugee' in Austria, not in Germany. According to some initial reports he came to Austria 20 years ago. Newer reports indicate that he's lived in Austria only since 2012.

I wonder if he and his accomplices actually have acquired dozens of fake identities during Merkel's refugee flooding. They've had the opportunity in any case.

The Grand Turk
Wiretaps: Turkey Aided Passage of Militant ISIS Terrorists Into Syria
[Free Beacon] A cache of wiretaps originating in Turkey appear to show the government of President Recep Tayyip Erdogan aiding the passage of militant fighters tied to the ISIS terror group into and out of Syria, according to new reports that are raising questions about Turkey's commitment to its military alliance with Washington, D.C.

The wiretaps are said to show Erdogan's government working alongside ISIS fighters, despite its public rhetoric in support of the American campaign to decimate the Islamic terror group.

Turkey's alliance with the United States has been stressed for some time, as Erdogan continues his anti-Israel rhetoric and a series of policies that have strained relations between the Trump administration and Ankara.

The wiretaps shine light on what experts have described as Turkey's private efforts to aid ISIS and create further havoc in war-torn Syria.

"A review of hundreds of secret wiretap records obtained from confidential sources in the Turkish capital of Ankara reveals how the Islamist government of President Recep Tayyip Erdogan has enabled‐and even facilitated‐the movement of foreign and Turkish militants across the Turkish border into Syria to fight alongside jihadists in the Islamic State of Iraq and Levant," according to a report published by the Investigative Journal, a long form reporting portal.

Nine Banks Win Dismissal Of Iran Terrorism Financing Lawsuit
[Jpost] A US judge has dismissed a lawsuit seeking to hold nine large European banks liable for allegedly providing banking services to Iran that enabled holy warriors to conduct 55 attacks against US armed forces in neighboring Iraq.

In a decision on Thursday, US District Judge Laura Taylor Swain in Manhattan said the banks' alleged misconduct was too far removed from the attacks, which occurred from 2003 to 2011, to support civil liability under federal anti-terrorism laws.

The US Department of State has designated Iran a state sponsor of terrorism since 1984.

India-Pakistan
APG dissatisfied over Pakistan’s compliance with commitments
[DAWN] Expressing dissatisfaction over Pakistain’s inadequate compliance with global commitments, the Asia-Pacific Group (APG) ‐ a regional affiliate of the Financial Action Task Force (FATF) ‐ has flashed contradictory situations and poor coordination among stakeholders fighting money laundering and terror financing as top takeaways of three-day mutual evaluation.

No official word was available from the APG or the government on the conclusion of the on-site mutual evaluation, but in background discussions officials involved in the process mostly shared pessimism.

Informed sources said the visiting delegation highlighted many contradictory positions. For example, the Pak side was confronted with the statement that mosques and religious institutions were not involved in terrorism, but data showed most of the punishments and fines imposed on those collecting donations and delivering speeches around mosques and related systems.

Yet, there was no indication, based on official account, that any of those punished had any link with Al Qaeda or organizations accused by India of cross-border terrorism or other proscribed organizations (POs). As such, it did not impress the APG inspectors as to what was the point for actions against such people.

Indian missile mistakenly hit its own chopper during confrontation with Pakistan
“Whoops! Stop that, Ravi, it tickles!”
[ALMASDARNEWS] India’s air defence missile of Israeli-origin may have shot down its own Mi-17 V5 military chopper, following an alert on 27 February about 25 Pak fighter jets hovering over the border area that separates the two countries, reports the Indian daily The Economic Times.

The incident had occurred a day after the Indian Air Force (IAF) avenged the 14 February Pulwama Death Eater attack by a Jaish-e-Mohammed (JeM) Death Eater along the Jammu ‐Kashmire Highway on a CRPF troop convoy in which over 40 personnel were killed and many others left maimed.

The Mi-17 V5 helicopter lifted off from Srinagar airfield at 10:00 a.m. local time for a routine mission. The helicopter crashed around 10:10 a.m. near Jammu and Kashmire’s Budgam district. All six Indian Air force (IAF) personnel on board were killed in the crash, a leading Indian daily reported on Friday citing the initial report.

The investigation’s focus is to determine "if multiple layers of safeguards meant to protect assets from friendly fire failed and how systems need to be improved to prevent any such incident in future", it reported.

The Indian authorities maintain that the IAF strike was carried out against suspected terror infrastructure operated by JeM, the Pakistain-based terrorist organization that grabbed credit for the Pulwama attack.

A day after the Indian side launched the air strike in Balakot (in Pakistain), the two nuclear-armed nations engaged in an air clash, a first in five decades. According to reports, at least 25 fighter jets from the Pakistain Air Force tried to breach the border for a strike on military targets.

A slow moving target like the Mi-17 V5 helicopter could be mistaken for a low flying armed UAV homing into an air base, said the media report citing sources.

UN asks states to crack down on terror financing
[DAWN] The UN Security Council ordered countries worldwide to step up the fight against terrorism financing on Thursday by ensuring they have laws that make it a serious crime to fund terrorist acts.

The council unanimously adopted a French-drafted resolution that was the first stand-alone measure dedicated specifically to countering the financing of terrorism. The resolution calls on all states to "ensure that their domestic laws and regulations establish serious criminal offences" to prosecute those who collect funds or provide economic resources to terrorist organizations.

The binding resolution was drafted under chapter 7 of the UN Charter, which means it can be enforced with sanctions.

UN counter-terror chief Vladimir Voronkov told the council that the measure "comes at a critical time" as recent attacks have shown that terror groups have access to financial flows through legal and illegal means.

The resolution urged countries to establish financial intelligence units to strengthen efforts to counter terrorism financing and to share information on their investigations.

Marshall Billingslea, president of the Financial Action Task Force (FATF) which combats money-laundering and terror financing, said less than a fifth of countries were applying laws that prosecute suspected terror financiers as criminals.

Billingslea said the resolution would also contribute to halting ransom payments for kidnappings by terror groups, which have become a major source of funding.

"States must not allow hostage-takers or bandidos forces of Evil to benefit from ransom payments," Billingslea told the council. "This is crucial, in particular as kidnapping for ransom has become the major funding source used by the remnants of ISIS around the world," he told the council, referring to the bully boy Islamic State

Syria-Lebanon-Iran
Report: U.S. Golan Move Raises Lebanese ‘Concerns’ over Shebaa Farms
[AnNahar] Leb’s position on the US decision to recognize Israel's illusory sovereignty over the occupied Syrian Golan Heights was not limited to resentment, but also raised fears that this decision would include the Lebanese occupied territories of Shebaa Farms, which Israel considers as part of Golan, Asharq al-Awsat newspaper reported Friday.

Shebaa Farms are located on the border between Leb and the occupied part of Golan. It has a strategic geographical location as it links northern Israeli settlements and occupied Golan.

Lebanese concerns stem from the fact that when Leb claimed its right to get back Shebaa Farms and Kfar Shuba following the Israeli army’s withdrawal from southern Leb in 2000, the United Nations
...boodling on the grand scale...
replied that it was a land linked to Golan, reported the daily.

Israel occupied these farms in 1967. But prior to 2000, there was a Lebanese-Syrian dispute over whether the farms belonged to Leb or Syria due to overlapping land and lack of official delineation between the two countries.

But after the liberation of southern Leb and the Israeli withdrawal, Syria declared without formal documentation that Shebaa Farms belongs to Leb. Hereditary President-for-Life Bashir Pencilneck al-Assad
Supressor of the Damascenes...
said in January 2006 that Shebaa Farms were Lebanese, but stressed that "the demarcation of the border will be after Israel withdraws from this area."

After Trump’s recognition of Israel's illusory sovereignty over the Golan, Lebanese officials issued a series of opposing positions, most notably President Michel Aoun
...president of Leb, a wholly-owned subsidiary of Hizbullah
...Party of God, a Leb militia inspired, founded, funded and directed by Iran. Hizbullah refers to itself as The Resistance and purports to defend Leb against Israel, with whom it has started and lost one disastrous war to date, though it did claim victory...
...

who described the day when the US decided to give Israel that right as the "Black Day.".

However,
a hangover is the wrath of grapes...
Lebanese officials did not see any reason to consider the recent US decision to include Leb’s occupied territory, said the daily.

A Lebanese official told Asharq al-Awsat on condition of anonymity: "No one mentioned our land to declare its annexation to Israel. Therefore, the official Lebanese positions were limited to criticizing the move because it affects Syria and its lands. Our occupied territories were never part of Golan."

On the other hand, Head of Institute for Near East and Gulf Military Analysis -Inegma Riad Kahwaji told Asharq al-Awsat: "As long as Shebaa Farms, the Kfar Shuba Hills and the village of Ghajar are for Israel a territory belonging to Golan, most of which were occupied in 1967, the American recognition of its illusory sovereignty over Golan automatically means its illusory sovereignty over its territories including occupied Lebanese territories."

Kahwaji added: "What makes things worse is the absence of clear documents and maps that determine where Golan begins and where it ends. The Syrians have always wanted to keep things ambiguous. There was an oral position by Assad that Shebaa Farms and Kfar Shuba Hills are Lebanese territory, but the Syrian government refused to submit anything in writing accompanied by maps and documents."

He told the daily that "Lebanese maps prove that Shebaa Farms are Lebanese lands occupied by the Syrians in the 1950s, and when Israel occupied the Golan Heights and that part of land the file turned into a Syrian-Israeli file and Israel is dealing with these territories as occupied Syria."

Kahwaji did not rule out the possibility of a military reaction, saying: "If they decide to open the Golan front, there will be a great Israeli reaction. We do not rule out the fact that the American-Israeli move was meant to drive this reaction as a prelude to a military action," he said "Let us wait and see how things develop."

[ALMASDARNEWS] The US State Department says the administration is preparing to redraw all government maps of Israel and the surrounding region to include the Golan Heights as a part of Israel, a department spokesperson told VOA Persian on Thursday.

The new maps will be "consistent" with the recent change in US policy, which recognises the occupied Syrian territory of the Golan Heights as a part of the state of Israel, the spokesperson said.

This was confirmed by Brian Hook, the US special representative for Iran, who also said the State Department would "redraw" the maps and publish them "as soon as they are ready", The Times of Israel reports.

At the time of publication, the US State Department world map, which is said to be updated on a "daily basis," still shows the Golan Heights as part of Syria. The CIA Factbook map of Israel, published on the Library of Congress website, is also yet to be updated.

Israel captured the Golan Heights during the 1967 Six-Day War, officially annexing the area in 1981. The US did not officially recognise the annexation at the time but turned a blind eye to the move. On Monday, Trump signed a presidential proclamation unilaterally recognising the contested territory as a part of Israel, sparking condemnation from the UN, and from the Security Council in particular.

At a Security Council session Wednesday, most speakers denounced the move, pointing towards a UN resolution that called the Israeli annexation of the region "null and void and without international legal effect."

Russia accuses militants of preparing new chemical weapons provocation
[ALMASDARNEWS] Russia’s Permanent Representative to the United Nations
...an organization originally established to war on dictatorships which was promptly infiltrated by dictatorships and is now held in thrall to dictatorships...
Vasily Nebenzya said Hayat Tahrir al-Sham
fighters were allegedly planning for another staged chemical attack on Syrian soil with the help of Syria Civil Defence (SCD), popularly known as the White Helmets.

Nebenzya made the remarks at a United Nations Security Council meeting in New York City on Wednesday.

Nebenzya also fired back at the US over "its double standards" in misrepresenting the situation in al-Hol refugee Camp and that of Baghouz, recently proclaimed liberated from self-proclaimed Islamic State

(IS, formerly ISIS/ISIS) by the US-backed coalition.

"The civilian population is dying as the result of the coalition strike on Baghouz in Deir ez-Zor. We never heard anyone say let us freeze the situation in that area despite the fact that is what led people to go to al-Hol."

Permanent Representative of the US to United Nations Jonathan Cohen had earlier expressed concern over the humanitarian situation in al-Hol camp asking for Russia’s aid in facilitating the delivery of aid to Syrian people.

The Security Council meeting was called upon by Syria to discuss the US President Donald Trump
