Kabul hosts first trilateral summit between Afghanistan, India and China
Working around Pakistan.
[KhaamaPress] The first trilateral summit between Afghanistan, India, and China was convened in capital Kabul on Saturday.

The Ministry of Foreign Affairs of Afghanistan in a statement said the summit was chaired by deputy foreign minister Edris Zaman and was attended by the Ambassadors of India and China.

The statement further added that Mr. Zaman described both India as historic and good neighbors of Afghanistan and emphasized that more focus should be made on training the civilian and military staff as well as demining, energy, agricultural development, transport, regional connectivity, joint trade chamber between the three countries and other areas which have high economic priority for the three countries.

The Ambassadors of India and China hailed the Ministry of Foreign Affairs leadership for hosting the first trilateral summit and added that their countries are prepared to cooperate in the mentioned sectors.

In first since 2014, Egypt allows Palestinians to exit Gaza for Mecca pilgrimage
[IsraelTimes] Officials say 800 visas granted to Gazooks are the first since Cairo launched military offensive against jihadists in restive Sinai.

Some 800 Paleostinians crossed Sunday from the Gazoo Strip into Egypt on the initial stage of a pilgrimage to Mecca, the first time since 2014 Egyptian authorities have granted visas for such trips.

The pilgrims left at around dawn and were to be met by buses on the Egyptian side to bring them to Cairo’s airport, from where they would fly to Mecca in Soddy Arabia

Fifteen Gazooks among the 800 were not authorized to cross, according to a Paleostinian security official at Rafah, without providing the reasons.

Security sources on the Egyptian side of the Rafah crossing confirmed it was the first such permission for the Moslem umrah pilgrimage since the start of Egyptian military operations in northern Sinai in 2014.

Umrah is the lesser pilgrimage to Mecca that can be completed throughout the year, as opposed to the annual hajj pilgrimage.

Around 2,500 pilgrims are authorized annually to leave Gazoo via Egypt for the hajj, one of the five pillars of Islam that Moslems must undertake at least once in their lifetime.

The Rafah crossing with Egypt is the only one out of Gazoo not controlled by Israel. For a substantial part of the past decade, Egypt has kept the crossing closed, but reopened it 10 months ago.

In January, Egypt briefly shuttered Rafah over a spat between Hamas, the well-beloved offspring of the Moslem Brotherhood, and Paleostinian Authority border officials. After PA withdrew its employees, Hamas and other Gazoo-base officials said that promised them the crossing would reopen on a regular basis in the near future.

According to reports in Hebrew-language media, Egypt last month offered Hamas to permanently reopen Rafah if the Gazoo rulers reined in festivities with Israeli troops.

Around 300 travelers use the Rafah crossing in either direction on a daily basis, according to figures dating to December provided by Israeli NGO Gisha.

UK's Hunt says Yemen peace process 'could be dead within weeks'
[AlAhram] British foreign secretary Jeremy Hunt said on Sunday that a grinding of the peace processor in Yemen's main port city "could be dead within weeks" without more committed effort from both sides.

The agreement to implement a troop withdrawal in Hodeidah, a lifeline for millions facing famine, by Jan. 7 was intended to clear the way for wider negotiations to end the four-year war but progress has been slow.

"We are now in last chance saloon for the Stockholm grinding of the peace processor," Hunt said in a statement during a visit to Yemen.

"The process could be dead within weeks if we do not see both sides sticking to their commitments in Stockholm."

Germany to strip 'Islamic State' fighters' citizenship
[DW] Germany's Interior Ministry and Justice Ministry have reportedly agreed on a proposal to expatriate IS fighters. Interior Minister Horst Seehofer has tried to link the legislation with broader citizenship reform.

Germany's governing coalition has agreed to strip fighters of the "Islamic State" (IS) militant group of their citizenship, according to German outlets Suddeutsche Zeitung, NDR and WDR.

The new law would apply to jihadists who are of age, have a second nationality and take part in future battles as part of IS. It would not apply to IS fighters who are currently imprisoned.

Germany's Nationality Act already includes a similar rule for dual nationals who join "the armed forces or a comparable armed unit" of another country without the permission of the German Defense Ministry.

The new legislation would expand the Nationality Act to apply to someone who "takes part in combat operations abroad for a terrorist militia," which is defined as an "armed paramilitary organization" that violates international law in order to "establish new state or state structures."

Islamic State Fighter Got Medical Treatment in Sweden, Then Returned to Fight

fighter Khaled Shahadeh is said to have not only returned to Sweden from the Middle East for medical treatment, but was able to return to the battlefield afterwards.

The 28-year-old is one regarded as a particular threat to Sweden should he return to the Scandinavian country yet again, Expressen reports.

Shahadeh went to fight for the Islamic State in Syria, but the ISIS fighter returned to Sweden after being injured in the shoulder during a battle, according to his father.

After coming back to Sweden, Shahadeh’s injury was treated by Swedish medical professionals ‐ after which he once again departed the country and headed back to Islamic State controlled territory to fight for the terror group.

Thomas Lindén, Chairman of the Medical Association’s Ethics and Responsibility Council, defended the medical treatment given to the Islamic State radical, saying: "We provide care to the poor and the rich, we provide care to murderers who are in prison."

"If it is so that you should punish people then other bodies in society may do so. Health care should not be part of the punishment apparatus," he claimed.

'Kashmir an internal matter': India rejects OIC resolution
[DAWN] India's Ministry of External Affairs on Saturday rejected a resolution on Indian atrocities in Indian Kashmiree adopted by an Organisation of Islamic Cooperation (OIC) ministerial meeting in Abu Dhabi, terming the matter an "internal" issue.

According to the Foreign Office (FO), OIC member states in a resolution adopted by the 46th session of the Council of Foreign Ministers, "reiterated that Jammu and Kashmire remains the core dispute between Pakistain and India and its resolution is indispensable for the dream for peace in South Asia."

Washington wants to know if Pakistan used US-built jets to down Indian warplane
[AlAhram] The United States said on Sunday it was trying to find out if Pakistain used U.S.-built F-16 jets to down an Indian warplane, potentially in violation of U.S. agreements, as the stand-off between the nuclear-armed Asian neighbors appeared to be easing.

Pakistain and India both carried out aerial bombing missions this week, including a clash on Wednesday that saw an Indian pilot shot down over the disputed region of Kashmire in an incident that alarmed global powers and sparked fears of a war.

#1  ...Well, the piece of wreckage from the Slammer (AIM-120C5 missile) that the Indians found was kind of a dead giveaway. And it looks like the PAF managed a first in any event: the first F-16 lost in air-to-air combat. Nice going.

The IAF had some problems this go-around too, but on the whole they turned in a thoroughly professional and highly competent performance. The Paks just managed to utterly embarrass themselves yet again, especially with their Baghdad Bob-style updates (the Indians really didn't say much until the Paks would open their big mouths...and then the Inidans would show evidence that they were full of it. Well played on their part.).

Syria takes part in first Arab meeting since 2011
[IsraelTimes] Syria has attended a meeting of Arab states today for the first time since its conflict broke out in 2011, marking another step towards the country’s political reintegration into the region.

Syria’s parliament speaker, Hammouda Sabbagh, traveled to Amman for an Arab inter-parliamentary meeting.

In rare visit to Iraq, Abbas offers Palestinian ‘expertise’ to help rebuilding

[IsraelTimes] Palestinian Authority President Mahmoud Abbas said on Sunday that he had offered Palestinian “expertise and companies” to help Iraq with their post war reconstruction, the official PA news site Wafa reported.

Abbas, who is making his first visit to Iraq in several years, made the offer at a press conference alongside Iraqi Prime Minister Adel Abdul Mahdi in Baghdad.

The PA president said Palestinians were ready to help rebuild Iraq, which has suffered major material losses in armed conflicts over the past 17 years, with “Palestinian expertise and companies,” the report stated, without elaborating.

The Palestinians sometimes sponsor limited international aid projects. For instance, the PA Health Ministry recently sent a delegation of 16 doctors to Venezuela to provide medical care to locals there.

It is not clear how much resources Ramallah, which is heavily cash-strapped, could provide to help rebuild Iraq. The Palestinians are themselves very reliant on international assistance.

Abbas is slated to fly to Jordan on Monday and then return to the West Bank.

Separately, several senior Palestinian officials on Sunday denied reports that Abbas would soon visit Syria and meet Syrian President Bashar Assad.

Iran’s increasing role in Iraq’s electricity infrastructure as US waiver runs out
[Rudaw] Tehran wants to play a strategic role in rebuilding the electricity infrastructure in Iraq over the next three years despite US sanctions, Iranian Energy Minister Reza Ardakanian told an Iranian news agency on Sunday.

Successive Iraqi governments have been unable to provide 24-hour electricity to the public since the 2003 war. Blackouts are a daily occurrence across Iraq and the Kurdistan Region and have become a soaring source of resentment.

"Right now, we are planning to play an important role in rebuilding the Iraq electricity sector in the framework of a three year plan," Reza Ardakanian told Tasnim news agency on Sunday. "In the last visit to Tehran by the Iraqi electricity minister, we signed memorandum of understanding, and as far as we are aware, the agreement to continue providing electricity to Iraq from Iran will continue for another year."

Unlike other oil producing Gulf states, Iraq burns more than 60 percent of its associated gas which is equivalent to 196,000 bpd of crude oil. To deal with the recurring blackouts, Baghdad has relied on

As a whole, Trump sanctioning approach in trying to bring down Iran energy export to zero has ran afoul. Washington has given two exemptions to Iraq one 45 days in November and the other a 90 day waiver in December which will run out this month for Iraq to stop importing gas from Iran to use in electricity generating plants.

The Iranian minister Ardakanian said that Iran is the best option for the neighboring countries dealing with shortage of electricity: "Over the last years, we have imported over $6 billion of electricity to Iraq, and we have received over $5 billion and we have reached arrangements for the rest of the payment and god willing there will be no complications."

Iraq imports 900-1,300 MW of electricity from Iran per year, according the US Information Energy Agency (EIA). "From 2006 to 2016, distribution losses averaged 42% of total electricity supply," EIA detailed.

Iraq produces 16.9 GW of electricity, but is capable of producing 26.2 GW, added EIA. The Iraqi electricity minister blames "mismanagement" by his predecessors for a lack of funds which will not allow Baghdad to sign multi-billion dollar deals with Siemens or General Electric to update the power grid.

The Kurdistan Regional Government previously has imported electricity from Iran to deal with its constant power shortages but now plans to utilize the natural gas produced in the region to generate more electricity.

However,
a poor excuse is better than no excuse at all...
that stopped five years ago.

since 2014 because of the financial crises but also because the KRG wants to rely on its own resources," Mohammad Amin Hawramani , an advisor at the KRG electricity ministry, told Rudaw English.

Dana Gas, an Abu Dhabi based natural gas company that operates the Khor Mor field in the Kurdistan Region, provides natural gas to local power plants in the region to generate electricity. The company said in a press statement in November that it has increased its natural gas production by 30 percent and "will soon supply a new plant in Bazian [Sulaimani province]..." in addition to two other plants.

Iraqi Prime Minister Adil Abdul Mahdi will face a challenge this summer when electricity consumption soars with temperatures hovering around 50 Celsius. Abdul-Mahdi says he is prioritizing services in his government.

Local and international rights agencies have repeatedly highlighted poor living conditions both at refugee camps and at Islamic State-held areas. IS murderous Moslems had regularly executed civilians attempting to flee their havens. Officials have also occasionally pointed out that refugees were reluctant to return home due to the severe damage to infrastructure.

In December 2017, former Iraqi prime minister Haider al-Abadi declared final victory over the terrorist Islamic State group three years after the Death Eater group captured about a third of Iraq’s territory.

Israel bans senior Islamic cleric, colleagues from entering Aqsa Mosque

Israel has banned several Islamic officials appointed by Jordan from entering the Temple Mount in Jerusalem following festivities between Paleostinian worshipers and Israeli police in recent weeks.

The site, the Jews’ holiest, is referred to as the Noble Sanctuary by Moslems, who consider it the third-holiest place in Islam.

Salhab said police informed him the ban was because of his role in opening a gate that has been closed by Israeli court order since 2003. Last month, thousands streamed into the closed-off section during Friday prayers.

Jordan’s Religious Affairs Minister Abdel Nasser Abu Albasal condemned the Israeli decision as "a new escalation" meant to disrupt the council’s work. Police last week also briefly detained Salhab, which led to a strong condemnation from Jordan.

The Gate of Mercy, or Golden Gate, on the eastern side of the Temple Mount, was sealed by Israeli authorities over 15 years ago because the group managing the area had ties to Hamas, the braying voice of Islamic Resistance®, and the Waqf was carrying out construction work Israel deemed illegal and which officials believe has led to the destruction of antiquities from periods of Jewish presence in the area.

In mid-February, Jordan enlarged the Waqf’s council from 11 members to 18. For the first time, Paleostinian Authority officials and religious leaders were installed in the body, which has historically been made up of individuals close to the Jordanian monarchy.
A subsequent Times of Israel article adds:
Israel has barred Sheikh Abdel Azim Salhab, head of the Waqf religious authority that runs the site, from Al-Aqsa Mosque for 40 days and his deputy for four months.

Shamima Begum, 19, left London with two school friends to join IS when she was 15 but now wants to return to the UK with her newborn son. Her British citizenship was revoked last month on security grounds.

The fate of Begum, who was found in a detention camp in Syria last month, has illustrated the ethical, legal and security conundrum that governments face when dealing with the families of Death Eaters who swore to destroy the West.

Citing an interview with her husband Yago Riedijk, the BBC reported he had fought for IS but had surrendered to a group of Syrian fighters and was being held in a Kurdish detention center in north-eastern Syria.

The BBC said Riedijk now wants to return to the Netherlands with his wife and son.

"She seemed in a good state of mind," he said of when he first met her. "It was her own choice. She asked to look for a partner for her, and I was invited. She was very young ... she chose to get married and I chose to marry her."
