group founder and ex-supreme leader, Mullah Mohammaer Omar, regarding the deadly attack January in Kabul city, reveals deep rift among the Taliban group leadership.

The authenticity of the letter cannot be independently verified but it carries an official tamp of the Taliban group with the official designation of Mullah Yaqoob as the deputy Taliban chief for the military affairs.

The letter states that the attack near Jamhoriat hospital with an ambulance has not only resulted in massive civilian casualties but resulted into depiction of a negative image of Taliban on domestic and international level besides resulting into reduced support to the movement.

Mullah Yaqoob states in his letter that the current Taliban supreme leader Sheikh Mullah Haibatullah Akhundzada

According to Mullah Yaqoob, the attack was carried out based on the instructions of Haqqani network leader, insisting that he has always rejected such attacks that results into growing hatred among the people regarding the Taliban group.

He suggested that the Taliban leader Mullah Akhundzada should refrain from such attacks in the future results more into the defamation of the Taliban as compared to the benefits the group gains from such attacks.

The Taliban group had claimed the responsibility for the attack which left more than 100 dead and hundreds more maimed.

The group called the attack a major breakthrough claiming that heavy casualties were incurred to the police forces after the jacket wallahs managed to infiltrated through several check posts in the city to conduct the attack.

This is not the first reports have emerged regarding internal rift among the Taliban leadership after the confirmation of the death of the group’s supreme leader Mullh Omar.

However,

a front man for the Taliban group Qari Yousuf Ahmadi blames the intelligence circles for the circulation of the letter although the Afghan officials have not commented in this regard so far.

Major fire at Yemen’s Hodeidah port destroys aid supplies
[ENGLISH.ALARABIYA.NET] A fire broke out at the Houthi-controlled Yemeni port of Hodeidah early on Saturday, destroying warehouses filled with cooking fuel and foodstuffs, port workers said.

According to eyewitnesses, the fire engulfed five warehouses belonging to the World Food Program, in the area of Kilo 7 in the Houthi-controlled city of Hodeidah, stressing that the stores contained various aid and food items, including cooking oils and other materials.

"We believe American troops should stay for at least the mid-term, if not the long-term," he said.

Prince Mohammed said the US military presence is the last effort stopping Iran from continuing to expand influence with regional allies.

The presence of the troops, which have a remote base at Deir Ezzor in eastern Syria, will also allow Washington to have a say in Syria’s future, the crown prince said.

"If you take those troops out from east Syria, you will lose that checkpoint," Prince Mohammed said. "And this corridor could create a lot of things in the region."

There are currently about 2,000 US troops working with Syrian Democratic Forces to re-capture territory from ISIS.

The crown prince’s remarks came just hours after Trump told a cheering crowd in Ohio that US troops will soon be pulled out.

"By the way, we’re knocking the hell out of ISIS," Trump said. "We’re coming out of Syria very soon. Let the other people take care of it now, very soon. Very soon, we’re coming out."

During the interview, the crown prince also said he believes that Syrian Hereditary President-for-Life Bashir Pencilneck al-Assad

EU calls for probe into Gaza protest
[DW] The EU has followed the UN and called for a probe into the deaths of 15 Palestinian protesters in Gaza. The EU's Federica Mogherini said a continuation of "peace talks towards a two-state solution" is needed.

"The EU mourns the loss of life … The use of live ammunition should, in particular, be part of an independent and transparent investigation," Mogherini said in a statement. "While Israel has the right to protect its borders, the use of force must be proportionate at all times," she continued.

[Debka] The US liquidates its two main Mid East air bases at Incirlik and Al-Udeid

Plans to speed up the transfer of the big US CENTCOM base in Qatar to Saudi Arabia were approved by President Donald Trump and Saudi Crown Prince Muhamed bin Salman when they met at the White House on Tuesday, March 20. This is an earthshaking event for the Middle East, which far transcends US-Saudi relations, say DEBKAfile’s military sources.
They also disclose that, despite repeated denials, the Trump administration is in the process of another momentous move, packing up its air force and quitting Incirlik in southern Turkey, the biggest air base in the region.
The two moves are interconnected. Turkish President Tayyip Erdogan has become an avid supporter of the Emir of Qatar, Tamim bin Hamad Al Thani, who is locked in a feud with the Saudi rulers. Turkey recently established a large military base in the oil emirate. The Saudi Crown Prince and his ally, the UAE ruler Sheikh Zayed bin Sultan Al-Nahyan, are close friends and President Trump’s leading allies in the Gulf region. The two Gulf rulers view the Turkish president and Qatari emir as arch-foes.

The relocation of the two US bases stems additionally from the sharp reduction in fighting against ISIS in both Iraq and Syria. There is therefore less need for US air force operations in those parts. The US facilities and aircraft based in Incirlik are already being shifted to bases in East Europe, our military sources report. The Pentagon is also looking at Andravida in southern Greece as a replacement for Incirlik.

US installations are being shipped out of Al-Udaid in Qatar to the Prince Sultan Air base in central Saudi Arabia near Al Kharj, which lies 77km south of Riyadh. Fifteen years ago, this base was the main US air force hub for the oil-rich Gulf region, home at times to more than 60,000 US service personnel. When the US invaded Iraq in 2003 and captured Baghdad, the Saudi rulers insisted on the evacuation of US troops. Now they are returning.
The relocation of the two big US air bases in the Middle East is bound to shake up the region’s strategic dynamic. American soldiers are now in place to defend the Saudi kingdom. This will no doubt convey a clear message to Iran that the Trump administration has the back of the royal regime in Riyadh.

Benazir Bhutto Malala Yousafzai returns to Pakistan
[Rooters] Nobel Peace Prize winner Malala Yousafzai visited her birthplace in Pakistan’s Swat Valley on Saturday, bursting into tears as she entered her childhood home for the first time since a Taliban gunman shot her in 2012.

The 20-year-old told a family friend she planned to return home after completing her education at Oxford, where she is reading for a degree in politics, philosophy and economics.

Roads were blocked off in the town of Mingora as Yousafzai, known universally by her first name, flew in by military helicopter with her parents and brother.

Security was tight around her former home, now rented by a family friend, Farid-ul-Haq Haqqani, who has kept the young woman’s room intact with her books, school trophies and luggage.

“I asked her when are you permanently coming back and she said ‘God willing, when my education is completed, I will God willing come back to Pakistan.’”

He added that Malala chatted in her room with four friends from her school days in Swat, while her parents greeted neighbors who dropped by - since the security detail would not allow her to go to other houses or even up on the roof of her home.

Malala has been visiting Pakistan since Thursday, her first trip home since she was shot and airlifted abroad for treatment. The government and military have been providing security.

This month, a new girls’ school built with her Nobel prize money opened in the village of Shangla in Swat Valley.

US blocks UN resolution condemning Israel for deaths in Gaza clashes
[IsraelTimes] Scrapped Security Council draft urges investigation into IDF response, reaffirms 'right to peaceful protest'

The United States on Saturday blocked a draft UN Security Council statement urging restraint and calling for an investigation of festivities on the Gazoo-Israel border, diplomats said.

Kuwait, which represents Arab countries on the council, presented the proposed statement, which called for an "independent and transparent investigation" of the violence.

The draft council statement also expressed "grave concern at the situation at the border." And it reaffirmed "the right to peaceful protest" and expressed the council’s "sorrow at the loss of innocent Paleostinian lives."

The Israeli military on Saturday night identified 10 of the 16 people reported killed during violent protests along the Gazoo security fence as members of Paleostinian terrorist groups, and published a list of their names and positions in the organizations.

The draft statement was circulated to the council on Friday, but on Saturday the United States raised objections and said it did not support its adoption, a Security Council diplomat told AFP.

Yusef al Mahmoud, spokesperson for the PA government in Ramallah, said that Washington’s and London’s opposition to a resolution condemning Israel "turns them into accomplices in the horrific massacre committed by the Israeli occupation army against our defenseless people."

Mahmoud accused the US and Britannia of displaying "bias in favor of oppression and suppression." He claimed that the Friday protests were "peaceful marches and demonstrations" to mark the 42nd anniversary of Land day.

The Israeli government alone, he charged, was "directly responsible for this dreadful massacre, which resulted in 16 deaders and hundreds of maimed."

The Security Council held a closed meeting on Friday night to discuss the festivities along the Gazoo-Israel border, despite a request from the US and Israel to postpone deliberations for Saturday due to Passover holiday eve.

The Hamas, always the voice of sweet reason, terror group, for its part, expressed "regret" over the Security Council’s failure to issue a resolution condemning Israel.

The group condemned the US for thwarting the move at the Security Council and accused Washington of being "fully biased" in favor of Israel and "encouraging Israel to commit more violence and terrorism against Paleostinian civilians."

Germany accepts 500 more Yezidi women and girls freed from ISIS: MP
[Rudaw] ERBIL, Kurdistan Region ‐ As part of a program established between the Kurdistan Region and Germany, 500 Yezidi women and girls once held captive by ISIS will be sent to the European country, a Yezidi MP in the Iraqi parliament said.

Vian Dakhil, the only Yezidi in the Iraqi parliament, claimed many of the women and girls have been relocated by runaway ISIS fighters to other Iraqi provinces, including Baghdad.

During the first phase, 1,200 Yezidi women were sent to Germany. After going through rehabilitation programs, the former captives are free to decide whether they would prefer to stay in Europe

"In the second phase, 500 Yezidi girls and women, freed from ISIS will be sent to Germany," Dakhil told Rudaw.

She claimed that some of the Yezidis have been transferred by ISIS fighters to other Iraqi cities, including the capital.

"ISIS is present inside Baghdad. Some of the kidnapped girls and women have been transferred to Baghdad and other Iraqi provinces," she claimed.

She claimed that Yezidis are still being bought and sold in Syria and Turkey.

Asked by Rudaw whether any budget had been allocated to pay ransoms, she said "the Iraqi government earmarked three billion dinars in ransom to help return the Yezidi women and girls. Except for that, no other amount has been allocated."

Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani established an office in 2014 to help rescue the Yezidis kidnapped by ISIS. More than 3,000 Yezidis have been rescued, according to the KRG.

More than 6,000 members of the religious minority were taken captive by ISIS when they swept through northern Iraq, committing genocide against the Yezidis. Nearly half of the abductees remain unaccounted for.

Peshmerga says PKK has not left Sinjar, raising tensions with Iraqi forces
[ALMASDARNEWS] A representative of the Peshmerga, the Kurdish military forces in Iraqi Kurdistan, told Sputnik that claims by the Kurdistan Workers Party (PKK) about having retreated from Sinjar were actually a ruse.

In Iraq, the issue of the PKK leaving Sinjar is still on the agenda. A number of key political and military figures, including an Iraqi army front man, an al-Hashd al-Sha’abi militia representative, and Prime Minister of Iraq Haider al-Ibadi, have said that the PKK has completely retreated from the Sinjar region near the northern border of Iraq, with government forces and Peshmerga units taking their place.

Xelil Shirvan, a Peshmerga representative in Sinjar, told Sputnik that the PKK has not, in fact, leave the area.

"The PKK leadership claimed it left Sinjar, but in reality it is not so. They made this statement to confuse the citizens of Sinjar and prevent a Ottoman Turkish attack in the area. There are still some 500 snuffies of the PKK in the Sinjar mountains. In addition, there are some 2,000 Yazidi fighters of the Sinjar Resistance Forces, which is a division of PKK, despite having a different flag," Shirvan said.

He also underscored that there are rising tensions between Iraqi government forces located in Sinjar and several Peshmerga units.

"There are rising tensions between the Iraqi army and units under the command of Kasim Shisho, the commander of the Peshmerga in Sinjar. The Iraqi army intended to take Sherefedin ‐ a major center of the Yazidi population in Sinjar. However,
some people are alive only because it's illegal to kill them...
Peshmerga forces under Shisho’s command stood up against it and stated their readiness to protect Sherefedin. This was the reason for rising tensions," he said.

Trump freezes more than $200 million in funds for Syria recovery efforts
[AlArabia] The White House has instructed the State Department to freeze more than $200 million in funds earmarked for "recovery efforts" in Syria, The Wall Street Journal reported Friday.

The report -- which came a day after Trump declared in a speech that the US would be quitting Syria "very soon" -- is another indication the president wants to disengage from the country.

Syrian Army to officially launch southern Syria offensive
[ALMASDARNEWS] The Syrian Arab Army (SAA) will be officially launching their southern Syria offensive in the coming weeks, a military source told al-Masdar News this evening.

According to the military source, most of the Syrian Army units that participated in the East Ghouta offensive will now partake in the operations in southern Syria.

The source added that the primary objectives will be to secure the main highway from Dara’a to Damascus and retake the al-Quneitra Governorate from the jihadist rebels.

The Syrian Army has offered to reconcile with the rebel forces in Dara’a; however, the latter has rejected all of the government’s offers.

The U.S.-backed Syrian Democratic Forces captured Alexanda Amon Kotey and El Shafee Elsheikh in January in eastern Syria, and they are currently being held in the north of the country by Kurdish forces.

Their cell became notorious for capturing, torturing, and murdering Western hostages, including American journalists and aid workers, and was seemingly led by the infamous ’Jihad John’ ‐ real name Mohammed Emwazi.

Now, in an interview with the News Agency that Dare Not be Named from captivity, they spoke of their membership of Islamic State, but denied membership of the brutal execution cell.

Elsheikh, from White City in west London, called the allegations "propaganda" and another called the killings "regrettable".

They argued that press stories about ’the Beatles’ were fabricated and used as a pretext to have them killed ‐ as ’Jihadi John’ was in a dronezap. "No fair trial, when I am ’the Beatle’ in the media. No fair trial," Elsheikh said.

He claimed the British government’s decision in February to strip them of citizenship was "illegal", exposing them to "rendition and torture", Elsheikh said, "being taken to any foreign land and treated in anyway and having nobody to vouch for you".

"When you have these two guys who don’t even have any citizenship... if we just disappear one day, where is my mom going to go and say where is my son," he added.

Asked about the beheadings of American journalist James Foley and other victims, Kotey said many in Islamic State "would have disagreed" with the killings "on the grounds that there is probably more benefit in them being political prisoners".

"As for my position, I didn’t see any benefit. It was something that was regrettable," he added, before blaming Western governments for failing to negotiate and offer ransoms.

Terrorist Decision Making in the Context of Risk, Attack Planning, and Attack Commission
[TandFOnline] ABSTRACT

Terrorists from a wide array of ideological influences and organizational structures consider security and risk on a continuous and rational basis. The rationality of terrorism has been long noted of course but studies tended to focus on organizational reasoning behind the strategic turn toward violence. A more recent shift within the literature has examined rational behaviors that underpin the actual tactical commission of a terrorist offense. This article is interested in answering the following questions: What does the cost–benefit decision look like on a single operation? What does the planning process look like? How do terrorists choose between discrete targets? What emotions are felt during the planning and operational phases? What environmental cues are utilized in the decision-making process? Fortunately, much insight is available from the wider criminological literature where studies often provide offender-oriented accounts of the crime commission process. We hypothesize similar factors take place in terrorist decision making and search for evidence within a body of terrorist autobiographies.
