does not agree with the Marine Corps general nominated to be America's next top uniformed commander that Russia poses an existential threat to the United States, a front man said on Friday.

On Thursday, Marine General Joseph Dunford told politicians weighing his nomination to be chairman of the Joint Chiefs of Staff that Russia presented the greatest threat to US national security.

"If you want to talk about a nation that could pose an existential threat to the United States, I'd have to point to Russia," Dunford said. "And if you look at their behavior, it's nothing short of alarming."

US State Department front man Mark Toner said Kerry did not share the assessment, even though Russia's actions in Ukraine posed regional security challenges.

"The secretary doesn't agree with the assessment that Russia is an existential threat to the United States, nor China, quite frankly," Toner told a regular news briefing when asked about Dunford's remarks.

"You know, these are major powers with whom we engage and cooperate on a number of issues, despite any disagreements we may have with them," he said. "Certainly we have disagreements with Russia and its activities within the region, but we don't view it as an existential threat."

Kurdish militants to attack dam sites, saying Turkey violated ceasefire
[EN.ZAMANALWSL.NET] Kurdish militants will attack Turkey's dam construction sites in the mainly Kurdish southeast, the group said in a statement late on Saturday, another blow to a fragile peace process meant to end a three-decade insurgency.

The Union of Kurdistan Communities (KCK), the Kurdish militants' umbrella political group, on Saturday issued a statement saying that Turkey's construction of military outposts, dams and roads for military purposes had violated the ceasefire.

"The Turkish state took advantage of the ceasefire conditions not for a democratic political resolution but to gain an advantageous position in preparation of war by building dozens of guard posts, roads for military purposes and dams in order for a cultural genocide," the statement said.

The Kurdistan Workers Party (PKK) launched a separatist armed struggle in 1984 before moderating its goal to improving the rights of Turkey's roughly 12 million Kurds.

President Tayyip Erdogan, who has boosted Kurdish cultural rights during more than a decade in power, began peace talks with Ocalan in 2012, risking nationalist wrath.

"The Kurdish movement has decided to not to accept this treatment any more, and to mobilize all means necessary, including the guerrilla forces, to stop the construction of all dams," it said.

In a June general election, the pro-Kurdish Peoples' Democratic Party (HDP) passed a 10 percent election threshold for the first time and gained 80 seats in Turkey's 550-seat parliament.

However, Erdogan's ruling AK Party, running a single party government for 13 years, failed to get a simple majority. He mandated Prime Minister Ahmet Davutoglu to form a government last week.

Coalition talks will start on Monday. A possible coalition with the right-wing Nationalist Movement Party (MHP) would be likely to scupper a peace process with Turkey's Kurdish minority, something Erdogan sees as part of his legacy.

Gul urges 'more realistic' foreign policy

's former President Abdullah Gul has called for the country to pursue a "more realistic" foreign policy, in one of his most significant political interventions since leaving office, reports said Sunday.

Gul cofounded the ruling Justice and Development Party (AKP) with Erdogan. But tensions between the two men have been an open secret since Gul handed over the presidency to Erdogan in August 2014.

"To be frank, I think it would be beneficial to review our policies in the Middle East and the Arab world with a more realistic approach," the Dogan news agency quoted Gul as saying at the post-dinner speech in Istanbul.

"Another big development is promised in the region and if a great chaos emerges we could be faced with surprises that we never considered before," he added.

Gul said Turkey needed to go back to being an "inspiration" in the region and develop its relations with all the countries, including current foes like Egypt.

Commentators have criticized foreign policy under Erdogan for being overly ambitious, with Ankara seeking to make Turkey the central power of the Middle East as under the Ottoman Empire.

However from Egypt to Israel, Turkey has poor relations with many countries in the region and has tricky ties with the West. It has also so far failed in its aim to oust Syrian Hereditary President-for-Life Bashir Pencilneck al-Assad

State has not turned over 2 Benghazi-related emails to Congress
The State Department has not turned over to congressional Benghazi investigators an email exchange between Hillary Clinton and top aides who were prepping the former secretary of state to discuss the 2012 terrorist attack with a U.S. senator.

The House Select Committee on Benghazi has confirmed to POLITICO that it does not have copies of two Sept. 29, 2012, emails between Clinton and her top policy staffer Jake Sullivan, chief of staff Cheryl Mills and spokesman Philippe Reines.

The emails -- which surfaced last week in a State Department response to a Freedom of Information Act lawsuit brought by a conservative group -- also mention the talking points for Susan Rice, then U.S. ambassador to the United Nations, according to a description of the messages in court documents.

In the days after the Sept. 11, 2012, attack that left four Americans dead, Rice had blamed the tragedy on an anti-Muslim video. Hill Republicans would subsequently accuse the Obama administration of misleading the public about how security at the U.S. compound broke down.

State would neither confirm nor deny that the emails had been withheld, other than to refer to the court filing, which argues certain agency deliberations are exempt from disclosure.

#3  Our fragile domestic political system has certainly not been ignored by those forces within our government who work so diligently to achieve global 'regime change.' The use of "executive privilege" or it's selected media friendly variants, has become little more than a cover for action.

As odious and despicable as the Beest may be, she does not labor alone. No one with political and intelligence community connections 'inside the bubble' could be unknowing of the facts. Political parties have become a media myth for prole consumption. The entire Washington establishment is corrupt, both sides of isle.

'Military takes over Imambargah case investigation'
[DAWN] Zain Shah is very worried. The caretaker of an imambargah that has been the target of two suicide kabooms, he continues to fear a third.

"We have not received any direct threats from anyone," he tells Dawn but adds that "the local police have told me that the threat levels are very high and that we should be on our guard."

With a furrowed brow, the old man in a white shalwar kameez gets ready to say his prayers, as he talked to Dawn.

Qasr-e-Sakina, killing two people and injuring several others.

The damage could have been a lot worse had the bomber managed to make his way inside, but he was stopped by the two guards who bit the dust but averted a greater tragedy.

The imambargah is located at the junction of the Islamabad Expressway and Kuri road in Shakrial.

The first attack on the imambargah happened in December 2009. The caretaker's fears become more palpable when he revealed that he had no information about any progress in the investigation of the attack.

Shah said so far he had not been summoned to court, asked to testify or been approached by the investigating authorities.

All he knows is that the investigation has reportedly been taken over by the military authorities and the police are no longer working on the case.

As the complainant in the FIR of the attack -- registered in Shahzad Town Police Station -- he had approached the police a number of times to ask them for an update, "but each time I get told that the military is investigating the case."

"The police give us the same answer each time; that they will update us when they hear something from the military. But there has been no progress in all these weeks. How can I feel safe when I know those people are still out there," he asked, rhetorically.

Shah said so far he had not been summoned to court, asked to testify or been approached by the investigating authorities.

It is pertinent to mention that the day after the incident a protest was held, blocking the Expressway. This increased the pressure on the law enforcement agencies and resultantly the investigation was transferred to the intelligence agencies.

This is not surprising. In a number of high-profile cases which either caused excessive fatalities or where the target was an important personality, the traditional response is to establish a joint investigation team because it becomes an act of terrorism. Such teams depend on the information and capabilities of the intelligence agencies rather than the police. Such as joint investigation teams were established after the district court attack, blast in fruit and vegetable market etc.

As a result, the police have not much to offer. A police official requesting anonymity said in the past different sections of Tehrik-e-Taliban Pakistain (TTP) claimed the credit for various attacks. For instance, a TTP splinter group, Ahrarul Hind, grabbed credit for an attack on the Islamabad High Court in March 2014. But, he added that the TTP or any of its splinter groups did not claim the imambargah attack.

"The attack on imambargah Qasr-e-Sakina looks like a continuation of the sectarian killings in Pakistain. And, like other sectarian cases, the arrest of the culprit seems difficult," he said.

Khurram Shahzad Qureshi's father Ghulam Hussain was one of those who lost his life while stopping the suicide attacker. Khurram told Dawn that his 63-year-old father would come to pray at the imambargah and was volunteering as a guard on that fateful day. Like Shah, Qureshi also said he would not feel safe until the criminal mastermind behind the two attacks on Qasr-e-Sakina was brought to justice. "As long as the perpetrators and criminal masterminds are on the lam, there will always be the chance of another attack," he said.

Fate of Islamabad's anti-terror force hangs in balance
[DAWN] More than six months after the National Action Plan (NAP) was finalised, the Islamabad Police is still struggling to get the green signal for the special anti- terror force for the federal capital.

Of the 20 points listed for implementation under NAP, number eight aimed at establishing a 'special anti-terrorism force'.

With this aim in mind, the Islamabad police had proposed a strong contingent of 1,000 highly trained personnel to fight terrorism in the capital.

Sources in the Islamabad police told Dawn that the file for the establishment of the anti-terrorism police force had made its way to a senior government functionary for approval.

"The file was forwarded to the ICT administration and the Chief Commissioner's office forwarded the file to the interior ministry and now it is with the Planning Commission," the officer said.

Zakat must not land in wrong hands: govt
[DAWN] Information Minister Pervaiz Rashid has advised people to pay Zakat and charity to institutions which save lives and not to those producing jacket wallahs.

Addressing a ceremony held here on Sunday to mark the 18th foundation day of Sundas Foundation, he said while giving charity during Ramazan it was imperative for people to ensure that it landed in the hands who spend it on purchasing medicines rather than those making suicide jackets and spreading hate and extremism.

"Knowledge spreads love and brotherhood and the institutions which preach prejudice, mas­sacres and suicide kabooms do not deserve any charity. It is necessary to ensure that our charity does not go into wrong hands," he said.

The minister said that the services of institutions like Sundas Foundation were commendable because they had been working to save life and not to destroy it. "It is a virtue to preserve life." He said the people suffering from thalassaemia and haemophilia were braver than "us and deserve our respect and admiration".

Lakhvi was released from Rawalpindi's Adiala Jail in April this year, after a court ordered dismissal of detention orders issued against him by the Okara DCO on March 14.

India condemned Lakhvi's release deeming it an "insult" to the victims of the 26/11 Mumbai attack. Lakhvi is among the seven persons charged with planning and helping carry out the 2008 Mumbai attacks.

At the time of the attacks, Lakhvi was believed to be the operational head of the banned Laskhar-e-Taiba (LT) that has been accused by India of carrying out the attacks in India's financial capital.

During the meeting with Modi, Sartaj said, Nawaz also sought information on the progress made on the Samjhota Express trial.

"July 10, 2015 was a very important day in the diplomatic history of Pakistain," said the adviser.

Aziz said SCO took a unanimous formal decision to admit Pakistain (and India) into the organization.

"The process has been launched and after formalities are completed like ratification of SCO documents, Pakistain will become a full fledged member of the SCO."

He said the organization can play an important role in shaping a conducive regional environment that would bring peace and prosperity to all SCO members.

"Dialogue is important, but the subject has to be clear. Terrorism is our first priority. If Pakistain is not serious, then what is the benefit of holding talks? There has been no useful cooperation so far," said Shashi Tharoor told news hounds here.

He was in the city to address a seminar on 'Soft Power of India', organised by FICCI FLO.

Speaking at the event, the former Union minister welcomed the Modi government's initiative to promote Yoga at the international level, but said that "running after a world record" was unwarranted.

He also said that the BJP-led government should take a hard stand on such statements by the party's leader which reflect narrow-mindedness.

"Some people want to pretend India is a Hindu country, but can India be acknowledged without the poetry of Ghalib, qawwali or cricket?" he asked.

On the Lalit Modi controversy and Congress's demand for the resignation of Union Minister Sushma Swaraj and Rajasthan Chief Minister Vasundhara Raje, he said it was extremely unusual that there was no action against the duo.

Under UPA rule, leaders were asked to resign over allegations, he said. Tharoor said that the legal process should continue and the issue should not be forgotten.

Stalling Completed - Historic Iranian Agreement!
Well, at least the stalling phase is completed.
Both Rouhani and Iranian Foreign Minister Mohammad Javad Zarif referred to the dispute over Iran's nuclear program as an "unnecessary crisis". Zarif said the deal was "not perfect for anybody'', but that it was the "best achievement possible that could be reached".
Didn't we say that about the 1994 North Korean deal? That turned out well...
Obama, who is trying to persuade a skeptical US Congress of the benefits, said it would oblige Iran to:
o remove two-thirds of installed centrifuges and store them under international supervision
o get rid of 98% of its enriched uranium
o accept that sanctions would be rapidly restored if the deal was violated
o permanently give the International Atomic Energy Agency (IAEA) access "where necessary when necessary"

Sanctions relief would be gradual, Obama said, with an arms embargo remaining in place for five years and an embargo on missiles for eight years.

Separately, the IAEA and Iran said they had signed a roadmap to resolve outstanding issues.

In a televised address, Obama insisted the deal would make the world "safer and more secure", and provided for a rigorous verification regime. "This deal is not built on trust - it is built on verification," he said.
Trust but verify. Who said that, Champ?
Immediately afterwards, Rouhani gave his own televised address, in which he said the prayers of Iranians had "come true".

He said the deal would lead to the removal of all sanctions, adding: "The sanctions regime was never successful, but at the same time it affected people's lives.' After 12 years, world powers had finally "recognized the nuclear activities of Iran", he said.

#2  This is a serious $hit sandwich that is going to take major cleanup. All who voted for Mr. Obama have their hands dirty.

It'll be interesting to see what happens when:
1. PM Netanyahu decides to take matters into his own hands.
2. Obama VlaJar issues "go" codes to the US Military to wall off Israeli preventive action forces.
3. Many US Military commanders are, somehow, unavailable to receive said codes.

-its true that the IAEA will get good access to DECLARED sites but for undeclared sites where the IAEA suspects activity, there is a multiple step process to determine access that could easily takes over 2 months

After eight months in which she was often incommunicado, stirring rumors that she had fallen captive, Israeli media feted Gill Rosenberg's sudden return on Sunday. But she may still face a legal reckoning for her unauthorized travels.

The 31-year-old former Israeli army volunteer said the lessons of the Holocaust drove her to help protect the Kurds and other Middle East minorities menaced by Islamic State advances.

"I think we as Jews, we say 'never again' for the Shoah, and I take it to mean not just for Jewish people, but for anyone, for any human being, especially a helpless woman or child in Syria or Iraq," Rosenberg told Israel's Army Radio on Monday.

"But in the past few weeks I think a lot of the dynamics have changed there, in terms of what's going on in the war. The Iranian involvement is a lot more pronounced. Things changed enough that I felt that it was time to come home."

Rosenberg started out with Kurdish YPG guerrillas in Syria before moving to the Dwekh Nawsha, a Christian militia in Iraq. Both countries are formally at war with Israel, which bars its citizens from traveling there. Iran is among regional powers sending forces to battle Islamic State in Iraq.

The Israeli internal security agency Shin Bet said it questioned Rosenberg after she landed in Tel Aviv. It did not elaborate on whether she would face criminal charges, but an Israeli justice official told Rooters it appeared unlikely.

Rosenberg's native Canada, from which she emigrated alone to Israel, had also urged her to get out of Syria. The Canadian embassy in Israel did not immediately comment on her return.

U.S. authorities could pose more of a challenge, however.

in Israel over an international phone scam and extradited to the United States, where she served time in prison. Yahel Ben-Oved, one of her lawyers, said Rosenberg won early release in 2013 on condition that she remain paroled either on U.S. or Israeli soil.

"I believe she may have violated this by going to Syria," Ben-Oved told Rooters. "This could be a problem for her."

U.S. officials said they were looking into the case.

Rosenberg declined a Rooters request for an interview, saying she would speak to foreign media later in the week.

Rooters sources familiar with the YPG and Dwekh Nawsha confirmed that Rosenberg had served with both.

"We were, like, under 2 km (1 miles) from Daesh (Islamic State) the whole time, for the most part," Rosenberg told Army Radio. "There were some pretty major firefights, but, you know, a lot of it was just holding lines."

She said she was ordered to keep quiet about her Israeli citizenship while with the YPG, a militia with a historically pro-Paleostinian leaning.

"The Kurds love Israel. They love Israel and they love the Jewish people. But among the ranks of the YPG there's also local Arabs and other people that might not be such big fans of Israel," she said.

Syrian army issued new wanted list includes 21000 defectors

Defections reach Assad's family: leaked document
[EN.ZAMANALWSL.NET] A leaked document from the archive of the Syrian regime showed that in 2015, the Syrian regime reported 686 defected soldiers and officers, most of them were of relatively high ranks, as almost 53% of them were sergeant and first sergeants, and dozens of commanders.

Moreover, many of them were from very known Alawite families, even from the Assad (Hazem and Moeen), the Makhlouf , Bashar's mother family(10 officers and soldiers) and the Shalish, Bashar's aunt family, (4). Other well known Alawite families like Ismael (31), Deeb (17), Jdid (13), Saqer (13), Haifa (3), Dweri (4) Bilal (4), Rawaa (3), and others.

The ranks of defected officers varies as 225 of them were ground forces commanders, 7 landing commanders, 24 scout commanders, 23 tanks' commanders, 15 commanders of cannon group.

Activists said Assad's main mission now is to rebuild trust. Some Alawites social media activists called for a new man to protect them.

Last two months marked humiliating deafest on Assad's forces inflicted by rebel groups as well the Alawite villages have been a clear target for constant shelling by Fatah Army what sparked a state of fear and panic amid its people.

National Defence militia despised and humiliated by Syrian regime: leaks

The commander of the National defence forces mentioned that his members were humiliated and sworn at and accused of being thieves with all the National Defence forces as well.

The National Defence commander begged the intelligence branch to free his members without mentioning any accountability to Dawriyat's members for their acts and humiliating his member, which indicate the type of relationship between the two sides, in which the intelligence suppress and scorn the national defence forces.
