"This strengthens our determination to cooperate more closely with our partners to confront the terrorist threat," she said. "The EU is determined to mobilise all the tools it has to fully support Tunisia in the fight against terrorism and reforming the security sector."

Police general, conscript to be tried over concealing evidence in killing of female protester
[Al Ahram] Egypt's public prosecutor on Tuesday sent to trial a police general and a conscript for concealing evidence in the fatal killing of a leftist female protester during a peaceful rally in central Cairo, a judicial source said.

The move came a day after another police officer was charged over the shooting of 32-year-old Shaimaa El-Sabbagh, whose death in January sparked a public outcry after photos of her bleeding to death circulated online.

The prosecutor said in a statement that the pair, including a major general who the led forces that dispersed the protest, will be tried over charges of denying seeing the suspect while shooting El-Sabbagh.

The source said the charges might be punishable by up to a year in jail.

Court actions are scarcely taken against members of security forces amid accusations by critics that police act with impunity. The interior ministry has repeatedly denied such accusations, asserting it respects human rights

El-Sabbagh was rubbed out in January as police dispersed a peaceful march of leftists marking the fourth anniversaryof the 2011 uprising. The protesters were planning to place a wreath at the nearby iconic Tahir Square to commemorate the killing of demonstrators during the revolt.

Also on Wednesday, judicial sources said a police officer was referred to court after he confessed to shooting dead a member of the now-banned Moslem Brüderbund last month following a row at a hospital.

The Islamist had been taken there for treatment after he was shot by police as he allegedly tried plant a bomb in a northern district of Cairo.

Korea, U.S. Inch Toward Open Discussion of THAAD
South Korea and the U.S. will discuss the controversial deployment of Terminal High-Altitude Area Defense system by the U.S. Forces Korea during regular defense talks in Washington in April, an official here said Wednesday.

The two-day session attended by senior defense officials "will handle all defense issues involving the two countries," a Defense Ministry official said. "It's likely that they'll also discuss the THAAD, albeit unofficially."

The biannual vice-ministerial-level meeting coordinates various bilateral defense bodies. But the ministry said the THAAD deployment is not officially on the agenda.

The U.S., however, has already scouted seven candidate sites where a THAAD battery could be placed. The likeliest site is Pyeongtaek, the new home of USFK headquarters.

The fiction that the two sides have yet to discuss the matter is wearing increasingly thin. Gen. Martin Dempsey, the chairman of the U.S. Joint Chiefs of Staff, is visiting South Korea late this month to meet his South Korean counterpart Adm. Choi Yoon-hee. And U.S. Secretary of Defense Ashton Carter and Secretary of State John Kerry are expected here next month.

Seoul is unlikely to abandon its policy of strategic ambiguity because China is against the THAAD deployment and putting equal pressure on Seoul as the U.S.

A spokesperson for the U.S. State Department reacted irritably to the question of Chinese objections on Tuesday. Asked why China is opposed to THAAD placement in South Korea, Jen Psaki said, "I would ask the Chinese Government that question."

Asked again, she said, "I'm not going to speak on behalf of the Chinese Government."
You don't even speak on behalf of the U.S. government...
She was speaking after Daniel Russel, the assistant secretary of state for East Asian and Pacific affairs, said the previous day, "I find it curious that a third country would presume to make strong representations about a security system that has not been put in place, and that is still a matter of theory."

Russel was reacting to Chinese Assistant Foreign Minister Liu Jianchao, who said it "would be appreciated" if Seoul took the position of neighboring countries into account.

The THAAD form the core of the U.S. missile defense aimed at containing China in the region, but Seoul and Washington insist their famously undiscussed deployment here would only aim to counter the threat from North Korea.

"We have not formally consulted with South Korea on THAAD deployment, and no decisions have been made on a potential deployment to the Korean Peninsula," Psaki claimed.

[Hurriyet Daily News] Police raids across Greece last week smashed an international people trafficking ring that made $8 million in profit from smuggling Syrian migrants via maritime routes from The Sick Man of Europe Turkey

The group also smuggled victims from Greece to other EU Member States through a range of methods, and was involved in the production and distribution of forged travel documents and their trading to other organized criminal groups, Europol said in a written statement.

French comedian found guilty over anti-Charlie Hebdo joke
[ARABNEWS] A French comedian was found guilty on Wednesday of condoning terrorism by posting a joke on his Facebook account after Islamist attacks in Gay Paree that killed 17 people in January, but escaped a possible jail sentence.

The Gay Paree court sentenced Dieudonne M'bala M'bala to a suspended sentence of two months in jail. He had risked up to 7 years in prison and a potential 100,000 euro ($106,000) fine.

Dieudonne, who has repeatedly been fined by the courts for hate speech, wrote on Facebook just days after the attacks that he felt "like Charlie Coulibaly."

That was a play on the ubiquitous "I am Charlie" slogan of solidarity following the attack against cartoonists at Charlie Hebdo

Dieudonne, who was not in the court on Wednesday, has been found guilty seven times for slander or anti-Semitic statements, while his shows have been banned in some cities as a threat to public order. His lawyer declined comment.

Hillary Clinton's E-Mail Was Vulnerable to 'Spoofing'
Hillary Clinton didn't take a basic precaution with her personal e-mail system to prevent hackers from impersonating or "spoofing" her identity in messages to close associates, according to former U.S. officials familiar with her e-mail system and other cyber-security experts.
Brilliant: she could send stuff to other world leaders and if called on it say that someone 'spoofed' her. Brilliant...
This vulnerability put anyone who was in communication with her clintonemail.com account while she was secretary of state at risk of being hacked. Clinton said at the United Nations last week that there were no security breaches of her personal e-mail server, which she used to send and receive more than 60,000 professional and personal e-mails. But former cyber-security officials and experts told us that there were gaps in the system.

According to publicly available information, whoever administrated the system didn't enable what's called a Sender Policy Framework, or SPF, a simple setting that would prevent hackers sending e-mails that appear to be from clintonemail.com. SPF is a basic and highly recommended security precaution for people who set up their own servers.

Killed KESC chief on Altaf Hussain's orders, Saulat Mirza claims

Mirza's execution has now been postponed for 72 hours.

Mirza said he was an MQM worker and received direct orders from MQM leader Babar Ghauri to assassinate KESC chief Shahid Hamid.

"I was summoned at Babar Ghauri's house where I took Altaf Hussain's orders via telephone. Altaf Hussain would usually pass on instructions through Babar Ghauri," alleged Saulat Mirza.

Speaking to ARY News, MQM Chief Altaf Hussain said, "Without any proof or evidence, Saulat Mirza's statement will not have any effect on the party."

Hussain termed the allegations a conspiracy against MQM.

Babar Ghauri speaking to Geo News dismissed Mirza's statement as a "fable" and denied having given any order for a murder.

Police to employ non-Muslims to protect own worship places
[DAWN] The police on Tuesday announced the recruitment of 50 youths from different minority groups for the security of churches, temples and gurdwaras in the lovely provincial capital.

The announcement was made after Hindus and Christians met officials of the Gulbahar cop shoppe on Tuesday.

Participants discussed the current security situation in the city, especially in light of the recent attack on Lahore churches.

They examined the security of local worship places of minorities and exchanged suggestions for the maintenance of law and order.

The participants agreed to enhance security of worship places in the lovely provincial capital.

Plea against cleric's acquittal in Azam Tariq case dismissed
[DAWN] The Islamabad High Court (IHC) on Tuesday rejected an appeal against the Shia Ulema Council leader Allama Sajid Naqvi's acquittal from the charges of abetment in the murder of outlawed Sipah-e-Sahaba chief Maulana Azam Tariq.

A division bench, comprising Justice Noorul Haq N Qureshi and Justice Shaukat Aziz Siddiqui, upheld the November 27, 2004, decision of an anti-terrorism court (ATC) exonerating Allama Naqvi along with Amanullah Seyyal.

Alim Tariq, a brother of Maulana Azam Tariq, had filed the appeal through his counsel Basharatullah Khan against the two Shia leaders' acquittal in the murder case.

Zulfiqar Abbas Naqvi, the counsel for Allama Naqvi, argued before the court that no charge against his client was proved before the ATC, which led to his acquittal.

Alim Tariq had filed another appeal against the acquittal of two other persons - Mudassar Ali and Mohammad Ali - who were tried in the ATC for their alleged involvement in the murder of Azam Tariq.

Basharatullah Khan argued before the IHC that the two accused were tossed in the clink

The IHC bench admitted the appeal and issued notices to the two accused and adjourned the hearing to a date to be fixed by the court office. "During the raids, militiamen, volunteer fighters and Iraqi security forces looted possessions of civilians who fled fighting during the onslaught on Amerli, burned homes and businesses of the villages' Sunni residents," HRW said.

HRW said that many of the villages targeted in the raids were ones that IS jihadists had either passed through or used as bases to attack Amerli.

"Iraq can't win the fight against (IS) atrocities with attacks on civilians that violate the laws of war and fly in the face of human decency," its deputy Middle East and North Africa director, Joe Stork, said.

"Militia abuses are wreaking havoc among some of Iraq's most vulnerable people and exacerbating sectarian hostilities."

IS spearheaded an offensive last June that overran large areas north and west of Baghdad, sweeping security forces aside.

Reeling from the assault, Baghdad turned to Popular Mobilisation units -- paramilitary forces that are dominated by pre-existing Shia militias.

The units have played a key role in the fight to drive IS back, but relying on such groups further entrenches them in Iraq, giving them an expanded power base that will be difficult to dislodge.

Shiite militias: Iran is our main source of weapons
[RUDAW.NET] Iran is the main provider of weapons, ammunition and supplies for Shiite militias working with the Iraqi Army in the fight against ISIS, a spokesperson for the Shiite groups has said.

"The weapons and ammunition the Iraqi army and PMF [People's Mobilization Forces] use in the fight against ISIS in Salahadin province have been provided by Iran without limits or conditions," said Ahmad Asadi, the PMF spokesperson.

Iran has also reportedly dispatched advanced missile systems to Iraqi army bases in Salahadin province to help retake areas still controlled by ISIS.

The Shiite-led government of Iran has been actively involved in Iraq's security issues since ISIS snuffies overran parts of the country seeking to create a Sunni-Islamic caliphate.

Iran's Quds Force under the leadership of Qassim Sulaimani has been backing Shiite militias in the ongoing attack on ISIS-held Tikrit and other operations against the turbans.

Sulaimani has been reportedly directing tens of thousands of Shiite fighters battling ISIS in Iraq since last year.

After years of blocking U.N. efforts to pressure Israelis and Palestinians into accepting a lasting two-state solution, the United States is edging closer toward supporting a U.N. Security Council resolution that would call for the resumption of political talks to conclude a final solution peace settlement, according to Western diplomats.

The move follows Israeli Prime Minister Benjamin Netanyahu’s decisive re-election Tuesday after the incumbent publicly abandoned his commitment to negotiate a Palestinian state — the basis of more than 20 years of U.S. diplomatic efforts — and promised to continue the construction of settlements on occupied territory. The development also reflects deepening pessimism over the prospect of U.S.-brokered negotiations delivering peace between Israelis and Palestinians.

For decades, Democratic and Republican administrations have resisted a role for the U.N. Security Council in dealing with the Middle East crisis. They have argued consistently that an enduring peace can only be achieved through direct negotiations between the parties. Israeli leaders have also strongly opposed giving the world body a greater role in bringing about a deal.
That we've had a bipartisan agreement is all the more reason for Obama to go his own way. He's broken many other longstanding bipartisan understandings, so this is just one more.
However, the prospect of direct negotiations appeared to evaporate with Netanyahu’s pre-election declaration that he would never allow the creation of a Palestinian state. The comment completely reversed the Israeli leader’s previous support for an independent Palestine as part of a permanent peace deal between the two sides.
Again, it takes two to negotiate. When one is digging tunnels and firing off rockets, it's hard to talk peace...
The deliberations over the future of the U.S. diplomatic efforts are playing out just weeks before the Palestinians are scheduled to join the International Criminal Court, a move that is certain to heighten diplomatic tensions between Israel and the Palestinians.
Since the Paleos will use the ICC as a weapon, and the ICC will let them do so...
On Wednesday, the Palestine Liberation Organization’s top diplomat in the United States told Foreign Policy the Palestinians would move forward with plans to use the ICC to try to hold Israel accountable for alleged war crimes during last summer’s war in Gaza. (Israel says it worked hard to avoid civilian casualties, of which there were many, and blames Hamas militants for taking shelter in populated areas.)

Ilan Goldenberg, a former member of the Obama administration’s Mideast peace team, told FP that Washington might be inclined to support a Security Council resolution backing a two-state solution as an alternative to the Palestinian effort to hold Israel accountable at the ICC.

“If it was done, it could protect Israel from a worse outcome,” he said.
As opposed to standing firm, honoring our longstanding bipartisan agreement, and protecting Israel from any bad outcome at the UN...
Under this scenario, the United States would seek guarantees from the international community to hold off on ICC activity in exchange for a Security Council resolution outlining international standards for a final peace agreement between the Israelis and Palestinians.

“The Israelis will probably resist and say this is a bad idea, but they could also be convinced that this is better than the alternative,” said Goldenberg.
Why is it better for the world to use the ICC as a bludgeon to hammer the Israelis into a "peace" agreement that will be violated instantly by the Paleos and that will undermine Israel's existence?
The window for this type of U.N. initiative is small. U.S. officials are unlikely to act during the contentious Iran negotiations, which are set to end in late June, Goldenberg said. But the administration will not want to wait until the 2016 presidential race kicks into high gear, as any Democratic nominee would likely advise the White House against upsetting the party’s influential pro-Israel supporters.

“Don’t expect anything to move until the summer,” said Goldenberg.

European and Arab governments, including France and the Palestinians, will likely want to move more quickly at the United Nations.

The Palestinians had been pressing the U.N. Security Council for months last year to adopt a resolution demanding that Israel end its occupation of Palestinian lands within three years. But the United States vetoed the Palestinian initiative. U.S. Ambassador to the U.N. Samantha Power called it “unbalanced” because it failed to take into consideration Israel’s security concerns.

had also been pushing for a separate resolution, which calls for the resumption of political talks between Israelis and Palestinians in order to conclude a comprehensive peace settlement. In December, U.S. Secretary of State John Kerry warned Paris and other European governments that the United States would block the resolution if it were put to a vote before the Israeli election.

But one European diplomat said that there was “a broad understanding” at the time “that this was something that could be revisited post-election.” So far, U.S. talks with European allies have taken place in Washington and other capitals. There have been no substantive talks in New York among Security Council members.

France, however, recently renewed its appeal to the United States to consider taking up the issue before the council, according to diplomats familiar with the matter.
Makes me wonder just what is in this for the French -- more arms contracts? Commercial relations? A promise to get the banelieus under control?
The United States, according to the diplomats, gave no firm commitment. But the administration indicated that it was willing to consider action in the council once a coalition government is put into place.

“I think they probably just want to see how it pans out,” said one U.N.-based diplomat. “But certainly the message we got back in December was that they might be able to show more flexibility after the election.”

Security Council diplomats say there remain significant differences between the U.S. approach and that of France. “There are discrepancies between the U.S. and European positions but I think they will bridge them soon,” said an Arab diplomat. “The key elements are the same: a framework for a peaceful solution that leads to the establishment of a Palestinian state … plus guarantees for Israel’s long-term security.” The United States is unlikely to hit Israel or the Palestinians with punitive measures if they fail to comply.

In the wake of Israel’s election, U.N. and Israeli officials exchanged sharp words after U.N. spokesman Farhan Haq called on the new Israeli government to halt “illegal settlement-building in the Occupied Palestinian Territory.”

In response to the statement, Ron Prosor, Israel’s ambassador to the U.N., snapped back: “If the U.N. is so concerned about the future of the Palestinian people, it should be asking … why Hamas uses the Palestinian people as human shields.”

Archrival Herzog shuns Netanyahu after loss
[Iran Press TV] Isaac Herzog, who competed and lost against Benjamin Netanyahu in Israel's parliamentary elections, has said he would not join the current prime minister in the next coalition regime.

Herzog contested the Tuesday elections on the center-left Zionist Union party's ticket, menacing Netanyahu (pictured below), who represented the ruling Likud party in the race. Syrian opposition urges probe into alleged chlorine attack

Hisham Marwa, vice president of the Syrian National Coalition, called for an on-site UN investigation as soon as possible.

In a statement released late Tuesday, he also demanded that the Security Council enforce a recent resolution condemning the use of toxic chemicals such as chlorine in Syria. That measure also threatens military action in case of further violations.

Iran's deal should be subject to UN approval: Source
[Iran Press TV] A final deal between Iran and the P5+1 group of countries on Iran's nuclear program should be endorsed under the Chapter VII of the United Nations
...an organization conceived in the belief that we're just one big happy world, with the sort of results you'd expect from such nonsense...
Charter, a source close to the talks between the two sides says.

According to the source on Wednesday, if Iran and its opposite sides in the negotiations want to strike a binding comprehensive accord, they should try to obtain the required approval from the United Nations, so that the terms of the agreement could not be violated in the future.

The unidentified source said putting the deal under a UN oversight and have it approved by a UN Security Council resolution is the "main request of the Islamic Theocratic Republic of Iran from its negotiating sides."

He added that such a move by the Security Council would also guarantee the removal of the unfair sanctions which were imposed on Iran under the terms of Chapter VII of the UN Charter.

"A resolution [by the Security Council] under Chapter VII will naturally be a part of the comprehensive solution," he said, adding that if the final deal is not adopted as a UNSC resolution, "it would be useless and would fail to change the system set up by previous Chapter VII resolutions."

The official denied that Iran's insistence on the issue had anything to do with a recent letter by some Republican senators, who tried to sabotage a potential deal on Tehran's nuclear activities.

Syrian, Iraqi Christians plead for international assistance, get squat

They spoke in two Beirut churches where they lined up to receive food baskets and other humanitarian assistance from a non-profit organization called In Defense of Christians (IDC), whose mission is to protect Christians in the Middle East.

"We used to live like kings in our land, our sons had free education; we had everything. Look at me now," cried a small, middle aged woman from Tel Nasri, a predominantly Assyrian village in Syria's northeastern Hassakeh province, standing on the side of a road with two new mattresses and a food basket she had just collected.

IS overran a cluster of Assyrian villages in Hassakeh last month, taking at least 220 Christians hostage. Around 25 have been released since, but the fate of the remaining captives is unclear.

The bully boyz who control about a third of Iraq and Syria have also targeted cultural heritage sites in territories they control in northern Iraq, looting and damaging the ancient city of Hatra and bulldozing the historic city of Nimrud as well as other important sites from the once-mighty Assyrian Empire.

The woman from Tel Nasri, who spoke on condition of anonymity for security reasons, said she fled to Leb last week with her two children, leaving behind her husband to guard the house. "I ask for nothing except for Lebanese authorities to help us with the rent," she said.

Thousands of Christians have trickled into Leb in recent years from Iraq and Syria after being forced by IS to choose between leaving, facing death or paying a traditional tax on no-Moslems. At least another 240 Assyrian refugees have who arrived since the late-February IS attack on Christian villages in Hassakeh province.

Alexi Moukarzel, IDC representative in Beirut, said Christians are being pushed out of their land and their "identity is being broken." He said his organization was distributing 4,000 food baskets for 2,500 families, and called for major international action in support of the refugees.
