KABUL (Reuters) - A Taliban suicide blast in the center of Kabul killed at least 10 people and wounded more than 40 on Thursday, destroying cars and shops in an area near the headquarters of Afghanistan’s NATO force and the U.S. embassy, officials said.
The Taliban claimed responsibility for the attack even as the insurgents and U.S. officials have been negotiating a deal on a U.S. troop withdrawal in exchange for Taliban security guarantees.
"At least 10 civilians have been killed and 42 injured were taken to hospitals," said Nasrat Rahimi, a spokesman for the interior ministry.
Video footage and photographs posted on social media showed several cars and small shops torn apart by the blast at a checkpoint on a road near the NATO office and U.S. embassy. Police cordoned off the area.
Witnesses said the suicide bomber blew himself up as many people were standing nearby or crossing the road.
Besmellah Ahmadi said he suffered minor wounds and sought shelter in a shop.

The United States Africa Command conducted the airstrike in coordination with the Federal Government of Somalia targeting an al-Shabaab terrorist in the vicinity of Jilib.
The director of operations at US Africa Command, US Army Major General William Gayler said in a statement, "We continue to place pressure on terrorist networks at the same time our Somali partners are making progress on the ground."
"These strikes certainly disrupt the network and remove gunnies from causing further harm," he further added.
The US Africa Command said that strikes near Jilib disrupt al-Shabaab’s freedom of maneuver.
According to the current assessment of US Africa Command, no civilians were maimed or killed as a result of this airstrike.

Gunmen have shot and killed two Somali government soldiers in separate attacks in the capital, according to the sources.
Al-Shabaab has claimed responsibility for the killings through a statement posted on its affiliated websites.

According to NDTV, Mattu was placed under house arrest after returning from Delhi, where he had gone for medical treatment. The report added that the mayor's movement had previously been restricted following the Indian government's decision to unilaterally revoke Article 370 of its constitution, which granted special autonomy to occupied Kashmir.
Prior to being placed under house arrest, in an interview with NDTV on Monday, Mattu had said that "while there may not be any bodies littering the streets of Kashmir", it would be "highly unrealistic" to assume that it had returned to normal.
"Containing a sentiment in the aftermath of a radical decision by enforcing a clampdown doesn't mean that the situation is normal. The Bharatiya Janata Party (BJP) government's policy of detainment seems to be a purely operational one," he was quoted as saying.
"There are still a lot of families that haven't been able to communicate with their loved ones," the mayor added.

During the operation, one official of the Balochistan Constabulary was martyred and eight others from the Anti-Terrorist Force (ATF) were maimed, one of whom is said to be critical, the police chief said.
According to a Counter-terrorism Department (CTD) official, intelligence agencies along with ATF and CTD personnel conducted a raid early in the morning today during which an exchange of fire between the gunnies and security officials took place.
As a result of the operation that lasted nearly six hours, CTD recovered a large quantity of weapons and explosives from the murderous Moslems.
According to IGP Butt, a female was among the gunnies killed. He said that their bodies have been shifted to Civil Hospital Quetta for post-mortem examination.

[ALMASDARNEWS] Israeli shock drones allegedly attacked the Syrian military and their Iranian allies this week near the border city of Albukamal in the Deir Ezzor Governorate, the Russian aviation publication Avia.Pro reported.
According to Avia.Pro, the Israeli drones launched a series a rocket attacks on the city of Albukamal, causing some damage to the Syrian, Hezbollah, and Iranian military sites.
“About a day ago, Israeli unmanned aerial vehicles launched a series of rocket attacks on the Syrian settlement of Albukamal, where the Russian military had previously been spotted. It is known that the target of the Israeli attack was members of the Hezbollah organization, but the Russian military was previously seen in the area,” the publication claimed.
“This is not the first time that Israel attacks the eastern part of Syria using unmanned aerial vehicles. There is no official confirmation of this, but experts believe that Israeli drones did strike from Syrian airspace,” they continued.
Al-Masdar has reached out to the Syrian military regarding this alleged attack; however, they said their forces reported no strikes on their positions in the Albukamal District of Deir Ezzor.

According to the National Liberation Front’s statement, a number of Russian Special Forces personnel were wounded or killed this week when they attempted to sneak behind enemy lines at the town of Aajaz in the eastern countryside of the Idlib Governorate.
The National Liberation Front said their forces managed to carry out a successful ambush that thwarted this infiltration attempt by the Russian Special Forces.
Social media activists from the Syrian opposition alleged that at least nine members of the Russian Special Forces were killed during the botched operation in eastern Idlib.
The Russian Ministry of Defense has not commented on these latest allegations from the Turkish-backed rebels.
There have been reports of Russian Special Forces personnel carrying out missions behind enemy lines in the Idlib and Hama governorates in August; however, very little is known about their activity.
