Afghanistan
Daily Evacuation Brief March 20, 2023
[AfghanDigest] LAST 24 HOURS
  • NEW DECREES FOCUSED ON COUNTERING CORRUPTION AND NEPOTISM IN REGIME – The Supreme Leader, Hibatullah Akhundzada, issued several orders to quell charges of corruption and nepotism in the regime. The issues had been raised by religious leaders in several of the Loya Jirgas over the past months. The first decree prohibits nepotism within the regime and orders those who were hired by a relative to a government position, to be removed immediately. The second decree bars Taliban officials from directly/indirectly bidding on government contracts. Those who are currently profiting from business dealings with the regime are ordered to divest their interests immediately.

  • TALIBAN OFFICIAL MURDERED IN JAWZJAN PROVINCE – The Taliban’s Director of Hajj and Religion in the Aqcha District was set upon by a group of unidentified knife-wielding men and killed in the Kharabat area of the District. Several online sources reported the information and it is not clear what motivated the attack.

  • SEVERAL MEN ARRESTED IN JAWZJAN PROVINCE, TALIBAN CLAIM THEY ARE ISIS-K, OTHERS SAY THEY ARE NOT – Perhaps reinforcing concerns over labeling anyone opposed to the regime as either an ISIS-K or NRF member, photos of 7 men have been circulating widely on pro-Taliban social media accounts which claim to depict the arrest of several ISIS-K members in Jawzjan Province. Many in the analyst community were quick to point out that those in the photos were actually members of the banned Hizb ut-Tahrir sect.

  • UN COMMISSION ON THE STATUS OF WOMEN STATEMENT CONDEMNS TALIBAN STANCE ON WOMEN’S RIGHTS – The European Union and over seventy countries signed a document condemning the ban on education for women and say it will contribute to more gender-based violence and child marriages. The statement went on to say the ban on women working on humanitarian projects could cost lives and will hurt the stability of the country. Albania authored the statement. China, Russia, Iran, and others refused to sign the document.

  • SOME CONCERNED TALIBAN ARE USING ISIS-K SECURITY OPERATIONS AS COVER FOR ACTIONS AGAINST NON-TERROR GROUPS – Several Resistance groups have called into question the recent security operation in Balkh Province and are saying those the Taliban targeted were not members of ISIS. Such accusations have been voiced before, but seem to be ramping up in 2023. Throughout 2022, isolated killings and/or the massacres of civilians in Panjshir and other Northern Provinces were attributed to vendettas and (in the Taliban’s view) counter-insurgency operations. If these suspicions prove to be credible, it would be a troubling development in an already messy situation. Sources in the Ministry of Foreign Affairs claim the fault lies with the international community for praising the Taliban’s counter-ISIS stance. They say it has incentivized the regime to falsely label any action taken against group(s) as counter-terrorism operations.

NEXT 24 HOURS
PAKISTAN RALLY POSTPONED UNTIL WEDNESDAY – Former Prime Minister Imran Khan announced that a planned rally for Sunday would be moved to Wednesday and would take place at the Minar-i-Pakistan venue. The location is symbolic as it is where he first launched his campaigns in 2013. The mass arrests of PTI party members over the last three weeks are expected to take center stage at the rally as well as condemnation for the treatment Khan and his family have received. The former Prime Minister says the rally will be used as a referendum on the state of the country. Tensions remain high between Khan’s supporters and police in many cities and violence could erupt at any time.

At least 1 dead in blasts and gun attack at training camp
[ShabelleMedia] At least one person is reportedly killed and two others maimed in a morning terrorist attack in southern Somalia, the latest in a series of incidents.

The assault started with suicide explosions and followed by a direct fire by button men belonging to al-Shabaab

, functioning as an arm of al-Qaeda...

who targeted recruits undergoing training in a military camp.

The incident took place outside Bardere town, where SNA was training local community fighters prepared to take part in a pending army offensive against al-Shabaab in Gedo.

Æthiopian troops stationed in a nearby base responded to a call for reinforcement and joined the Somali army repulse the al-Shabaab attack, according to the residents.

Al-Shabaab claimed it seized control of the base and killed dozens of clan militia fighters but the military dismissed the report. There were no independent confirmation.

The attack comes as Somalia’s government said the second phase of a military offensive against the al-Qaeda-linked Death Eater group al-Shabaab would start soon in Jubaland and Southwest States.

The neighboring countries — Kenya, Djibouti and Æthiopia are to dispatch non-ATMIS troops to support Somali forces against al-Shabaab in the next phase of military operations.

Dozens of villages and few major towns were liberated since the launching an offensive last August by the government and allied clan militias who forced the holy warriors to flee from swathes of territory in central Somalia.

Arabia
UAE-backed forces detain Saudi-backed Commander in Abyan
[HODHODYEMENNEWS.NET] The UAE-backed Shabwah Defense Forces detained the commander of the Special Security Forces in Abyan, Brigadier General Mohammed Al-Awban, and prevented him from passing through while he was heading to Seiyun city, Hadhramaut province, eastern Yemen.

Sources said that the Shabwah Defense Forces rejected an operational communiqué to facilitate the passage of Al-Awban’s convoy; he is one of the most prominent military leaders fighting against the UAE-backed Southern Transitional Council (STC)’s militia in Abyan.

The sources added that the Shabwah Defense Forces insulted Brigadier General Al-AWban in an attempt to fabricate a problem, leading to a clash and giving them an excuse to liquidate him.

The sources pointed out that Al-Awban was on his way to Seiyun to travel to Saudi Arabia, which will entrust him with the task of forming the so-called “ Dera Al-Watan Forces”, in Abyan.

The joint forces affiliated with the government loyal to the Saudi-led coalition in the province, issued a statement expressing their condemnation and rejection of what Brigadier General Al-Awaban was subjected to, and demanded an investigation into those practices that restore tension and violate previous agreements.

Border agents arrest 16 people on FBI's terror watchlist at Mexico crossing
More on this story from yesterday.
[NYPOST] US Border Patrol agents stopped 16 people on the FBI
...Formerly one of the world's premier criminal investigation organizations, something for a nation to be proud of. Now it's a political arm of the Deep State oligarchy that is willing to trump up charges, suppress evidence, or take out insurance policies come election time...
’s terror watch list who illegally crossed into the country from Mexico, authorities said this week — with new data showing border arrests this year are on pace to surpass 2022’s record.

The total number of encounters at the US-Mexico for fiscal year 2023 is now 69 and will likely exceed the 98 encounters documented last fiscal year, according to data released by Customs and Border Protection (CBP).

Last month, agents at the southern border stopped 16 people who were on the FBI’s terror watch list, CBP said.

CBP’s Office of Field Operations has encountered 214 people on the Terrorist Screening Database at ports of entry at both the northern and southern border this fiscal year. During the fiscal year 2022, there were 380 apprehensions.

The number has jumped considerably compared to 157 in the fiscal year 2021 and 196 in the fiscal year 2020. Between 2017 and 2020 there were eight terror watch-list arrests between ports of entry and in 2021 there were only 15.

SIU conducts searches at LeT commander's house in Pulwama

Special Investigation Unit of Kashmir
...a disputed territory lying between India and Pakistain. After partition, the Paks grabbed half of it and call it Azad (Free) Kashmir. The remainder they refer to as "Indian Occupied Kashmir". They have fought four wars with India over it, the score currently 4-0 in New Delhi's favor. After 72 years of this nonsense, India cut the Gordian knot in 2019, removing the area's special status, breaking off Ladakh as a separate state, and allowing people from other areas to settle (or in the case of the Pandits, to resettle) there....
Police is conducting searches in the Kakapora area of South Kashmir’s Pulwama district on Monday morning.

Quoting official sources, GNS reported that Searches are underway at Kakapora in the house of Ab Aziz Dar son of Ghulam Mohd Dar.

Ab Aziz is the father of active LeT commander Reyaz Ahmad Dar, who has been active for 8 years and is believed to be one of the oldest surviving terrorists.

The searches are being conducted in connection with case FIR No. 239/2022 of Police station Pulwama, they said.

Israeli settlers attack Church of Gethsemane in Jerusalem
There was nothing about the attempted vandalism in the Times of Israel as of last night.
Nor JPost this AM
[AlAhram] Israeli settlers tried this morning to attack the Church of Gethsemane in occupied Jerusalem, according to the Paleostinian Authority’s Governorate of Jerusalem.
...which does not actually govern in Jerusalem, though the Palestinian Authority is happy to pretend it does...
The Governorate said two Israeli settlers broke into the church and tried to sabotage the content inside the church, but were confronted and foiled by a Paleostinian man who was present at the church.
so we have his word on this. Hokay.
The Paleostinian Presidential Committee of Church Affairs condemned the failed attack. Chairman of the Committee, Ramzi Khoury, said in a press statement, "The holy warrior and fascist
...anybody you disagree with, damn them...
Israeli government is the sponsor of all the crimes committed by settlers against the Paleostinian people and against Islamic and Christian sanctities."

Khoury urged "the United Nations
...a lucrative dumping ground for the relatives of dictators and party hacks...
, the International Criminal Court and the churches of the world to take urgent and immediate action to stop all Israeli racist and holy warrior practices, to provide protection for the Paleostinian people and Islamic and Christian sanctities, and to ensure the implementation of relevant international laws".

Earlier this year, Israeli settlers vandalised a Christian cemetery in occupied Jerusalem over the New Year holidays, smashing crosses and knocking down headstones on more than 30 graves.

In December 2021, patriarchs and heads of churches in Jerusalem warned that "Christians have become the target of frequent and sustained attacks by fringe radical groups", referring to Israeli far-right activist muppets.

#3  The Times of Israel caught up:

The Greek Orthodox Church on Sunday denounced what it called a “heinous terrorist attack” on a church at the Tomb of the Virgin Mary in Jerusalem.

The Israel Police said earlier in the day that a 27-year-old resident of southern Israel had been arrested over “a violent incident” at the church in East Jerusalem, without providing further details on the suspect’s identity.

The Greek Orthodox Church said it “denounces the attempt to cause physical harm to Archbishop Joachim, who was leading the service, as well as the attack on one of the priests in the church.”

In a statement, it called for “international protection of holy sites.”

“Terrorist attacks, by radical Israeli groups, targeting churches, cemeteries, and Christian properties… have become almost a daily occurrence that evidently increases in intensity during Christian holidays,” it said.

The incident occurred as Christians mark Lent.

Bilal Abu Nab, a vendor who works near the church, told AFP that the attack was committed by two Jewish men, one wearing a yarmulke and the other wearing tzitzit.

He said a priest had been injured in the forehead, and police were called but arrived more than half an hour later.

Without mentioning a second assailant, the police said the apprehended suspect entered the church with an iron bar and that there were no injuries.

Tsitsit refers to an under vest with ritual fringes so that the ultra-Orthodox gentleman is always prepared for praying with out need to pull out a proper prayer shawl. See here.

Israeli, an ex-US Marine, seriously wounded in West Bank shooting; terrorist caught
[IsraelTimes] Victim David Stern manages to shoot back; gunman initially flees scene on foot after opening fire at couple in car on Route 60 in Huwara

An Israeli man was shot and seriously maimed in a terror attack while driving through the northern West Bank town of Huwara on Sunday, the military and medics said.

According to the Magen David Adom ambulance service, the man, in his 40s, was seriously hurt after sustaining gunshot wounds to his head and shoulder in the attack on the Route 60 highway. He was taken to the Beilinson Hospital in Petah Tikvah, where his condition was later upgraded to moderate-to-serious. Doctors said his life was not in danger.

The victim was later named as David Stern from the settlement of Itamar, a former US Marine who works as a weapons instructor. US Ambassador to Israel Tom Nides confirmed that Stern is also an American citizen.

Footage from the scene showed the windshield of the car riddled with bullets.

A woman in the car, identified as Stern’s wife, was also taken to a hospital suffering from traumatic shock. She was not hit by the gunfire, MDA said.

The Israel Defense Forces said the Paleostinian terrorist was shot by both the victim and soldiers immediately after the attack, before he expeditiously departed at a goodly pace on foot.

After a brief chase, troops located and detained the gunman, who had been maimed by the victim’s and troops’ gunfire, the IDF said.

The makeshift "Carlo" submachine gun used in the attack, which the terrorist apparently dropped while fleeing, was also seized.

The gunman was taken by military medics for treatment at a hospital, before he was to be handed over to the Shin Bet for questioning.

Paleostinian media named him as Laith Nadim Nassar, from the nearby village of Madama, south of Nablus.

The attack came exactly three weeks after two Israeli brothers were rubbed out in a terror attack while driving through Huwara. In the wake of that attack, settlers staged a riot in the town, setting fire to homes and cars. One Paleostinian was rubbed out.

Huwara has long been a flashpoint in the West Bank as it is just about the only Paleostinian town that Israelis regularly travel through in order to reach settlements. There are plans to build a bypass road for settlers to avoid having to travel through Huwara, but the construction work has been stalled.

In another suspected attack on Sunday, medics said they were treating a 64-year-old Israeli man who was lightly hurt after his car came under gunfire and stone-throwing in the West Bank. MDA said the man was hurt at the Doar Junction near the West Bank village of Ras Karkar. He then continued driving until he met up with medics at the nearby Hashmonaim Checkpoint.

Palestinian Islamic Jihad claims senior engineer assassinated by Israel in Syria
[IsraelTimes] Gazoo
...Hellhole adjunct to Israel and Egypt's Sinai Peninsula, inhabited by Gazooks. The place was acquired in the wake of the 1967 War and then presented to Paleostinian control in 2006 by Ariel Sharon, who had entered his dotage. It is currently ruled with an iron fist by Hamaswith about the living conditions you'd expect. It periodically attacks the Hated Zionist Entity whenever Iran needs a ruckus created or the hard boyz get bored, getting thumped by the IDF in return. The ruling turbans then wave the bloody shirt and holler loudly about oppression and disproportionate response...
-based terror group describes killing of Ali Ramzi al-Aswad as ’bearing fingerprints of Zionist enemy’

The Gaza Strip-based Paleostinian Islamic Jihad
...created after many members of the Egyptian Moslem Brotherhood decided the organization was becoming too moderate. Operations were conducted out of Egypt until 1981 when the group was exiled after the assassination of President Anwar Sadat. They worked out of Gaza until they were exiled to Lebanon in 1987, where they clove tightly to Hezbollah. In 1989 they moved to Damascus, where they remain a subsidiary of Hezbollah...
terror group on Sunday morning claimed one of its senior members, an engineer, was assassinated by Israel in Syria.

In a statement, the military wing of the PIJ, the al-Quds Brigades, said Ali Ramzi al-Aswad, 31, was rubbed out by "agents of the Zionist enemy" in the Damascus area. The terror group said al-Aswad was a "leader" and an engineer.

The PIJ described al-Aswad’s killing as a "cowardly liquidation bearing the fingerprints of the Zionist enemy."

There were no further details on the alleged liquidation. Syrian media outlets reported the killing took place in the Damascus suburb of Qudssaya.

The terror group said al-Aswad’s family originated from the northern city of Haifa and settled in a refugee camp in Syria following Israel’s 1948 War of Independence. The PIJ said he joined the group and worked as an engineer, eventually becoming a senior commander.

"We hold the Zionist enemy responsible for this crime," the PIJ said, vowing a response.

In an apparent reference to the liquidation, Prime Minister Benjamin Netanyahu at a weekly cabinet meeting said Israel would "get to the murderous Moslems and the architects of terror everywhere."

"Our forces are working around the clock to deal with the murderous Moslems and thwart terror infrastructure. Dozens of bad boyz were potted in the last month; many others were arrested. I repeat: All those who try to harm the citizens of Israel, they will pay with their lives," Netanyahu said.

On Saturday night, a rocket was launched from the Gaza Strip at a southern Israeli town, causing no damage or injuries.

ISIS attacks oil businessman in Syria’s Deir ez-Zor
[NPASyria] On Saturday, the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
(ISIS) Death Eaters targeted with missiles and machineguns the house of an oil well investor in the eastern countryside of Deir ez-Zor in eastern Syria. This is the third attack against the investor since the beginning of 2023 under the pretext of refusing to pay the zakat (a form of almsgiving to purify wealth in Islam) to the group.

A local source of the investor’s relatives said that Death Eaters riding three cycle of violences targeted with an RPG-7 and machineguns the residence of Ghadif al-Hamoud, an oil well investor in the town of Hawayij Ziban, 45km east of Deir ez-Zor, followed by short festivities between the attackers and relatives of al-Hamoud causing the attackers to flee.

The source added that al-Hamoud’s house was under a similar attack 20 days ago, preceded by a stun grenade attack on the roof of the house, after receiving threats for refusing to pay zakat to ISIS.

The source guessed, citing the investor, that cells of the Fourth Division are behind the two attacks, threatening him disguised as ISIS due to old personal differences.

ISIS intends to launch a financial war, starting with imposing zakat on oil well investors to fund the group. This came after ISIS in Iraq announced in a statement the decline of its economy, stressing it would launch an economic war on those who oppose it.

On Feb. 26, ISIS Death Eaters targeted the house of Ghanam al-Jadi, an oil well investor in the eastern countryside of Deir ez-Zor, with RPG-7s for refusing to pay zakat.

#1  Ah Deir ez-Zor. Such a memory!
What happened in the night of Sept. 6, 2007 in the desert, 130 kilometers (81 miles) from the Iraqi border, 30 kilometers from Deir el-Zor, is one of the great mysteries of our times. At 2:55 p.m. on that day, the Syrian Arab News Agency reported that Israeli fighter jets coming from the Mediterranean had violated Syrian airspace at "about one o'clock" in the morning. "Air defense units confronted them and forced them to leave..., without causing any human or material damage," a Syrian military spokesman said. There was no explanation why such a dramatic event was concealed for half a day. At 6:46 p.m., Israeli government radio quoted a military spokesman as saying: "This incident never occurred." At 8:46 p.m., a spokesperson for the US State Department said during a daily press briefing that he had only heard "second-hand reports" which "contradict" each other.
And the Syrian nuclear production site was no more.

Pro-government militants killed, injured in western Deir ez-Zor
[NPASyria] On Sunday, four bully boyz of pro-Syrian government militias were killed and maimed in festivities with button men in Deir ez-Zor western countryside, eastern Syria.

The attackers, suspected to be operatives of the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
(ISIS), killed two members of the National Defense Forces (NDF) and maimed two others of Liwa al-Quds militia.

A source from the NDF told North Press on the condition of anonymity, "ISIS bully boyz targeted with machine guns NDF members and nearby civilians, who were collecting truffles in the Ayyash desert in western Deir ez-Zor, sparking festivities that continued for more than two hours."

"Iranian-backed Liwa al-Quds conducted patrols and put its forces on high alert to assist the NDF. This forced the ISIS bully boyz to withdraw deep into the desert, which put an end to the festivities that resulted in the killing of two NDF members, and the injury of a civilian and two members of Liwa al-Quds," he added.

Following the attack, the source said, the NDF and Liwa al-Quds announced conducting a combing operation in the Ayyash desert and nearby villages.

The Iranian-backed militias and government forces control vast areas of the Syrian Badia (Desert) and Deir ez-Zor, which have recently witnessed many battles against ISIS.

On Saturday, two members of the government Military Security Branch were killed in an armed attack by unknown button men in the town of Abu Kamal, eastern Deir ez-Zor.

Man killed after days of arrest in Syria’s Daraa
[NPASyria] A young man was killed in a prison of the Syrian government forces in Daraa northern countryside, southern Syria, days after his arrest.

On Sunday, an officer of the government forces phoned the family of Abdulhakim al-Balkhi and told them that he died, a local source told North Press.

The source said that al-Balkhi was arrested on March 8 by the Security State, one of the government’s intelligence departments, after he was shot in the town of Inkhil, north of Daraa.

The source added that he was a former member of the Syrian opposition and subjected to the settlement process under Russia’s sponsorship. He worked with the Security State for short period.

In July 2018, the opposition armed factions and the government forces reached a ceasefire agreement mediated by Russia in the opposition-held areas in Daraa. Under the deal, the opposition armed factions agreed to hand over their heavy weapons in exchange for staying in Daraa, and those oppose the agreement would go to Idlib, which is under the control of the Hayat Tahrir al-Sham, formerly al-Nusra, before that it was called something else
...al-Qaeda's Syrian affiliate, from which sprang the Islamic State...
(HTS, formerly al-Nusra
...formally Jabhat an-Nusrah li-Ahli al-Sham (Support Front for the People of the Levant), also known as al-Qaeda in the Levant. They aim to establish a pan-Arab caliphate. Not the same one as the Islamic State, though .. ...
Front).

Since the government forces re-captured Daraa in line with the 2018 agreement, the governorate has been living in a state of security chaos, with one or two daily liquidations targeting soldiers and officers of the government forces, not to mention the spread of thefts.
