Woman who posed as black makes plea deal in fraud case
[BISMARCKTRIBUNE] A former NAACP leader in Washington state who was exposed in 2015 as a white woman pretending to be black has reached an agreement to avoid trial on charges of welfare fraud.

Rachel Dolezal, who changed her name to Nkechi Diallo two years ago, was charged with two felonies last May.

Investigators alleged she failed to report tens of thousands of dollars in income from her memoir, "In Full Color: Finding My Place in a Black and White World," and other sources, so she could collect $8,847 in food and child care assistance from the state.

The Spokesman-Review reported Friday that Diallo entered into an agreement with prosecutors March 25 in Spokane County Superior Court to repay the money and complete 120 hours of community service to avoid a trial.

"I think that this is a fair resolution of the case," her attorney, Bevan Maxey, said Thursday. "I don't think it was Ms. Diallo's intent to defraud anyone. I think this will allow her to move forward in her life."

"She's a very intelligent and creative woman and I hope that she can put this behind her," Maxey said.

Diallo was born to white parents and grew up near Troy, Montana.

She has said she began to change her perspective on race as a teenager, after her religious parents adopted four black children. She decided to become publicly black years later, after a divorce.

The Boston Globe reports that entrepreneur Jie 'Jack' Zhao purchased the Massachusetts home of Harvard's fencing coach Peter Brand in 2016 for $989,500, despite the fact that he had never seen the property and its assessed value was $549,300. A short time later his son Edward, 19, was recruited by Brand for the fencing squad and then accepted into Harvard.

Russian defence ministry claims troops are 'trained to use telepathy in combat'
[NEWS.SKY] The Russian army has trained "psychic" special forces to use telepathy in combat, according to the country's defence ministry.

A report published in the official magazine of the Russian Ministry of Defence, Armeysky Sbornik (Army Digest), explains that fighters are taught to "defeat the enemy with non-contact methods" by training with dolphins.

"Parapsychological" skills were perfected by soldiers while fighting in Chechnya, the article said.

Parapsychology is the study of paranormal and psychic phenomena, including clairvoyance and telepathy.

Telepathy can be used for commanding foreign languages, the report claims, and can reduce the amount of pain felt by a maimed colleague and locate caches of enemy weapons.

Non-verbal interrogation is also apparently possible through telepathy.

"Fighters can see right through the enemy soldier: what kind of person they are, what their weak and strong sides are and whether they can be recruited [as a spy]," the magazine said.

N.K. newspaper denounces allies' exercise against illegal ship-to-ship transfers
[EN.YNA.CO.KR] North Korea's main newspaper slammed South Korea on Friday over its joint training with the United States to enforce U.N.-led sanctions against the communist nation, calling it a move that runs counter to the peace efforts on the Korean Peninsula.

In a commentary, the Rodong Sinmun said the allies' joint exercises, including the one to crack down on illegal ship-to-ship transfers recently held near the southern Jeju Island, are causing "serious concerns."

"These joint training exercises that the South Korean military held with the U.S. go against people's aims and the international community's demands," it said.

A U.S. Coast Guard vessel, the USCGC Bertholf (WMSL-750), held a joint drill with the South Korea's Coast Guard last month to combat the North's maritime sanctions evasions, such as illicit ship-to-ship transfers of fuel and goods.

"Joint military training with foreign forces, which is the root of the tension on the Korean Peninsula, should not be allowed, and the deployment of military equipment from outside, including strategic assets, should also be completely suspended," the newspaper said.

North Korean propaganda outlets have been running similar articles denouncing joint drills between Seoul and Washington.

Economy rebounds with 196K jobs in March, unemployment holds at 3.8 percent
[The Hill] The U.S economy added 196,000 jobs in March, the Labor Department reported Friday, rebounding from a dismal February hiring slowdown.

The unemployment rate and held steady at 3.8 percent as the labor force participation rate stayed even at 63 percent.

Hourly earnings also increased by 3.2 percent in the past 12 months, slightly lower than February’s annual rate of 3.4 percent.

The March report brings average monthly employment growth to 180,000 for the first quarter of 2019 following gains of 312,000 jobs in January and 33,000 in February, according to revised totals released Friday.

The ADP National Employment Report released on Wednesday said private sector employment rose by 129,000 workers in March, increasing at its slowest pace in 18 months.

The bounce back toward strong job growth could help curb fears of an impending U.S. recession, even as monthly jobs gains and gross domestic product growth are likely to moderate in 2019.

Job Growth Bounces back from February Growth drought
[CNBC] Job creation posted a solid rebound in March, with nonfarm payrolls expanding by 196,000 and the unemployment rate holding steady at 3.8 percent, according to a Burea of Labor Statistics report Friday.

That was better than the 175,000 Dow Jones estimate and comes after a dismal February
[initially just 20k job growth later revised to 33k]
that had economists wondering whether the decade-old economic expansion was nearing an end. The unemployment rate met expectations.

Wage gains fell off the recent strong pace, increasing just 0.14 percent for the month and 3.2 percent year over year, below expectations of the 3.4 percent pace from last month. The average work week increased by 0.1 hour to 34.5 hours.

A broader gauge of unemployment tha also counts discouraged workers and those holding part-time jobs for economic reasons also was unchaged at 7.3 percent. The measure, known as the "real unemployment rate" is down from 7.9 percent a year ago.

Job gains were fairly broad based.

North Macedonia Gets Coveted Seat at NATO’s Table
[FOREIGNPOLICY] For years, North Macedonia had watched from the sidelines as neighbors and former Soviet bloc countries came into the fold of NATO

. Its own bids to join the institutions sputtered and stalled, primarily over a bitter and decades-long name dispute with neighboring Greece.

Now, North Macedonia will get a first taste of membership, following a historic deal that resolved the dispute last June. Its foreign minister, Nikola Dimitrov, will attend a meeting of NATO foreign ministers in Washington on Thursday‐ahead of what North Macedonia hopes will be full membership by the end of the year.

"It is quite a privilege to finally be around the table," Dimitrov told Foreign Policy in an interview. "Those on the inside forget how cold it is outside."

Dimitrov’s spot at the NATO table is a significant step for the small southeastern European country of 2 million. It also represents one of the few feel-good stories for an alliance embroiled in tense standoffs with Russia and suffering from internal divisions‐including regular swipes from the U.S. president.

"I think there is a great measure of enthusiasm and excitement also among the allies," Dimitrov said.

The deal between Athens and Skopje also brings a new dynamic to the Balkans region, still mired in political tensions two decades after the devastating wars of the 1990s and suffering setbacks to democratic reforms.

North Macedonia’s NATO membership would be a blow for Russia, which has tried to strong-arm smaller Balkan countries into staying out of the West’s orbit. Moscow was reportedly behind a botched coup plot in Montenegro in 2016, ahead of elections there widely viewed as a referendum on the country joining NATO. The plot was foiled, and Montenegro became the 29th member in 2017.

"I understand what you’re saying. I’ve asked the same questions. Montenegro is a tiny country with very strong people," Trump said. "[They have] very aggressive people. They may get aggressive, and then congratulations, you’re in World War III."

When asked about this exchange, Dimitrov said he believed there was "very strong bipartisan support" in Washington for North Macedonia joining NATO and that the alliance would strengthen its hand by bringing new members into the fold. He added that Trump recently sent his prime minister a letter praising the name deal with Greece as "probably the biggest achievement in the region since Dayton," referring to the 1995 Dayton Accords that ended the war in Bosnia.

Pakistan Asma Aziz: Wife who had 'head shaved for refusing to dance'
[BBC] A Pakistani woman has publicly accused her husband of beating her and shaving her head for refusing to dance for him and his friends, in a case that has raised new concerns about women's safety in the country.

Asma Aziz, from Lahore, made headlines when she published a shocking video on social media showing her shaven head and bruised face.

Her husband, Mian Faisal, and a servant are both in police custody. Mr Faisal has denied torture.

However, the case has prompted calls for more to be done to protect women from domestic violence.

In a tweet, Amnesty International said "systemic change" was necessary.

Duterte warns Beijing of 'suicide missions' to protect disputed island
[THEGUARDIAN] Philippine President Rodrigo Duterte has warned Beijing to back off from a disputed island in the South China Sea, warning of "suicide missions" if China touches it.

Duterte, aiming to attract trade and investment from China, has mostly withheld his early criticism of Beijing’s expansive claims to the sea ‐ a point of regional contention because trillions of dollars of goods pass through it.

But as the Philippine military warned this week that hundreds of Chinese coastguard and fishing vessels had "swarmed" the Manila-held Pag-asa island, also known as Thitu, the Philippine president spoke out late on Thursday.

"I will not plead or beg, but I am just telling you that lay off the Pag-asa because I have soldiers there," Duterte said in speech to prosecutors.

"If you touch it, that’s another story. Then I will tell my soldiers ’prepare for suicide missions’."

Duterte has repeatedly said war with China would be futile and that the Philippines would lose and suffer heavily in the process.

His words came after his department of foreign affairs issued a statement calling the Chinese ships’ presence an "illegal" violation of Philippine illusory sovereignty.

#1  ...The Philippine Marines are actually quite good, and their navy is pretty solid and professional. Nebraska woman says carrying her gay son's baby was her gift
(Reuters) - When Cecile Eledge offered to carry a baby for her adult son and his husband, they thought she was kidding - and that her doctors in the family’s Nebraska hometown would balk at a 61-year-old woman serving as a surrogate for a gay couple.

But two weeks ago the entire family - along with proud doctors - beamed as Uma Louise Dougherty came into the world at the Nebraska Medical Center in Omaha. Grandmother and baby are both healthy - and Uma was delivered the old-fashioned way.

The circumstances of Uma’s birth are a testament to changing social mores as well as the dramatic advances in senior health made by modern medicine and healthy lifestyles.

"I wanted to do it as a gift from a mother to her son," Cecile Eledge said.

News of Uma’s conception, delivery and birth made headlines across the globe. On social media, the family was inundated with messages - most of them positive but some extremely angry and negative, Matthew Eledge said.

"People from all around the world have been reaching out," Matthew Eledge said. "They want to help in any way that they can." The family is trying to ignore the negative reactions - the people who wrongly think that Matthew had sex with his own mother to produce the baby, or who leave homophobic remarks.

When they set out to start their family, Matthew Eledge and Elliott Dougherty were already aware of the toll that prejudice could take. In 2015, Matthew Eledge had lost his job as a teacher at a Catholic school after the pair announced they would be married.

That led to concerns that they would be denied permission to adopt a baby in their conservative home state. So they decided to try in vitro fertilization with a donated egg and a surrogate to carry the fetus.

To their delight, Dougherty’s sister, Lea Yribe, offered to donate her eggs. The eggs were fertilized with sperm from Matthew Eledge, giving Uma genetic material from both sides of the family.
