2-yr-old boy in dock as accused!
[Bangla Daily Star] A child, aged two and a half years, was put in the dock in Comapnyganj, Sylhet, on Sunday because of sloppy investigation by an inspector.

He was even charged with selling adulterated oil.

It all began as Sanitary Inspector Shamsuddin raided "Aftab Store" in Shah Arefin Bazaar of Noakut village on February 27 and found low-grade mustard oil.

He sent samples to the Public Health Institute laboratory in the capital.

Upon receiving a negative report, the inspector filed a case against the boy, Aftab Ali, who he thought would be the owner of the store bearing his name.

Aftab's counsel Ashok Kar told The Daily Star yesterday that if the inspector had bothered to check the trade license of the store, he would have found that Aftab's father Intaj Ali is the owner.

The court granted Aftab bail, but not before putting the boy through the legal harassment.

The lawyer added the child is likely to be acquitted of the charge soon.

On the other hand, the sanitary inspector moves around free of any charge being slapped on him. The recently passed child act says any individual who passes inaccurate information about a minor to a court has to be punished.

The law calls for fining such perpetrators Tk 25,000 or more. Inability to pay the fine will mean six years' imprisonment.

Ambulance Carjacked On Schuylkill Expressway With Patient Inside
[PHILADELPHIA.CBSLOCAL] A suspect is facing kidnapping charges after police say he carjacked an ambulance at gunpoint with a patient inside.

"It was pretty scary. He was weaving in and out of traffic, on a blowout tire riding on that rim. I thought he was going to flip over," eyewitness Brian Perkins said.

The incident started on the Schuylkill Expressway just before 3 p.m. Friday afternoon. Pennsylvania State Police say 25-year-old Brian Timothy Kada Jr., of Philadelphia, walked onto the westbound side of the expressway near Girard Avenue while the ambulance was transporting a patient. Police say Kada pointed a gun at the two operators stuck in rush hour traffic and jumped into the passenger side.

Perkins was on the expressway when he says the ambulance nearly hit him.

"All of the sudden there was an ambulance in my rear view mirror. He's just coming at me. I pull over to let him by. He swerves, almost clips the front of the car. I notice a blown out tire in the back, and smoke coming out from under the hood," Perkins said.

Police say Kada drove the ambulance westbound on the expressway before it became disabled near City Avenue. Kada fled the ambulance on foot and was taken into custody by police.

The patient inside the ambulance was unharmed and taken to a local hospital.

Kada is facing several charges including Robbery of Motor Vehicle, Kidnapping, assault, violations of the Uniform Firearms Act and other related offenses.

Popular Bathroom Wipes Blamed for Sewer Clogs
[WASHINGTON.CBSLOCAL] Increasingly popular bathroom wipes -- pre-moistened towelettes that are often advertised as flushable -- are being blamed for creating clogs and backups in sewer systems around the nation.
We were talking about this just the other day...
Wastewater authorities say wipes may go down the toilet, but even many labeled flushable aren't breaking down as they course through the sewer system. That's costing some municipalities millions of dollars to dispatch crews to unclog pipes and pumps and to replace and upgrade machinery.

The problem got so bad in this western New York community this summer that sewer officials set up traps -- basket strainers in sections of pipe leading to an oft-clogged pump -- to figure out which households the wipes were coming from. They mailed letters and then pleaded in person for residents to stop flushing them.

"We could walk right up, knock on the door and say, 'Listen, this problem is coming right from your house,'" said Tom Walsh, senior project coordinator at South & Center Chautauqua Lake Sewer Districts, which was dispatching crews at least once a week to clear a grinder pump that would seize up trying to shred the fibrous wipes.

The National Association of Clean Water Agencies, which represents 300 wastewater agencies, says it has been hearing complaints about wipes from sewer systems big and small for about the past four years.

That roughly coincides with the ramped-up marketing of the "flushable cleansing cloths" as a cleaner, fresher option than dry toilet paper alone. A trade group says wipes are a $6 billion-a-year industry, with sales of consumer wipes increasing nearly 5 percent a year since 2007 and expected to grow at a rate of 6 percent annually for the next five years.

Saudi religious police warn against singing, dancing on National Day
[ENGLISH.ALARABIYA.NET] The Saudi inquisitors religious police warned against singing and dancing in public places on Monday as the kingdom marks its 83rd National Day, according to DPA.

Turki al-Shalil, a front man for the Committee for the Promotion of Virtue and the Prevention of Vice inquisitors religious police, said in a press statement on Monday that violators will face "disciplinary actions."
"There will be no rejoicing in my town," he added.
Festivities are planned nationwide to mark the 83rd anniversary of the unification of the kingdom.

In Riyadh celebrations will be held in seven designated locations, with fireworks expected to light up the sky of the capital.

In Makkah, more than 190 cultural and religious events are scheduled to take place.

Jeddah is expected to celebrate the National Day in style. Red Bull Skydive Team arrived in the city on Sunday to perform skydiving maneuvers and stunts.

Boeing Still Favorite for ROK Next-Generation Fighter Jet
The Defense Project Promotion Committee is expected to select the Boeing F-15SE as the Air Force's next-generation fighter model when it meets Tuesday. The Defense Acquisition Program Administration, the agency in charge of the F-X fighter project, on Monday decided to recommend the F-15SE as the sole candidate to the committee.

"Under the budget guidelines for defense projects, it's impossible to cut a deal for any candidate model whose price exceeds the total budget" of less than W8.3 trillion for a total of 60 fighters, a DAPA official said.

"We're recommending the F-15SE because it's the only model that meets the price requirement."

DAPA already reported the decision to President Park Geun-hye on Sept. 13. A group of former Air Force chiefs later warned that price should not be the sole deciding factor given the F-15SEÂ’s relatively poor performance.

But the government claims the differences are not as dramatic as the veterans say.

"Despite some differences, all three candidate models met functional requirements and were thus judged fit for combat," a government source said. "The F-X project has so far been carried out fairly and by the book, so there is no reason for the committee on Tuesday to delay the selection process or review the project all over again."
I'm wondering why the ROK isn't going with the F-35 -- must be the price tag. That's something our own military should consider.

Defense Ministry spokesman Kim Min-seok said Tuesday that South Korea has decided to delay naming a winning bidder for the 8.3 trillion won ($7.7 billion) weapons purchase project.

Boeing offered its F-15 Silent Eagle, but South Korean critics say the plane lacks state-of-the-art stealth capabilities and cannot effectively cope with North Korea's increasing nuclear threats.

Kim says South Korea must have better air power and Boeing's rejection was made in consideration of North Korea's nuclear program and other factors.

Lockheed Martin's F-35 Joint Strike Fighter and EADS' Eurofighter Typhoon earlier competed with Boeing but were eliminated for exceeding Seoul's budget cap.

Sequester? Not When There Is Half a Billion in Boodle to Pass Out
U.S. Transportation Secretary Anthony Foxx today announced that 52 transportation projects in 37 states will receive a total of approximately $474 million from the U.S. Department of Transportation's (DOT) Transportation Investment Generating Economic Recovery (TIGER) 2013 discretionary grant program. Among these, 25 projects funded at $123.4 million will be designated for projects in rural areas of the country.
It does not take a math genius to see the average grant is a bit under ten million. But 37 of the 57 states got a piece of the action. And the Sioux tribe, too. Go see the list!
"These transformational TIGER projects are the best argument for investment in our transportation infrastructure," said U.S. Transportation Secretary Anthony Foxx. "Together, they support President Obama's call to ensure a stronger transportation system for future generations by repairing existing infrastructure, connecting people to new jobs and opportunities, and contributing to our nation's economic growth."
But there are applications, reviews of applications, non-winners, award forms, check cutters, and monitors and inspectors. Overhead. All paid for by those who DO pay tax.

#1  Move them to Ft Rucker and let the Army fly them. Us dogs love those 'hawgs. They work great with helicopters, hammer/anvil teams. USAF fighter mafia always hated mud movers anyway. Flight warrants probably do just as well, if not better, as dedicated ground support pilots. US Army operates other fixed wing, so just add these in.

#7  Had a "ANG retiree briefing" at Gowen Field (Boise, Idaho) a couple of weeks ago. They didn't sound upbeat about keeping the A-10. And if they were to go I don't know whether the Air National Guard will continue at Gowen unless they were to get F-35's (I wouldn't hold my breath on that one though it has been discussed).

CII rules out DNA as primary evidence in rape cases
[Dawn] The Council of Islamic Ideology (CII) on Monday decreed DNA tests unacceptable as primary evidence in rape cases, but said they could be considered as supporting evidence.

Addressing a presser, the Council's chairman, Maulana Muhammad Khan Sherani, said that though DNA testing was a useful and modern technique for supporting evidence, it alone could not be used as primary evidence.

He added that the court of law could decide in light of the DNA test, when it was used with other evidences as a supporting material.

He said the council had also rejected the Women's Protection Act of 2006, saying its provisions were not in line with Islamic injunctions, adding that the Hudood Ordinance dealt with all these offenses.

He said Islam sets procedures to determine crime cases of rape.

Earlier, the Council had convened to review recommendations from its members regarding DNA to be used as evidence in rape cases and possible amendments to Pakistain's blasphemy laws.

It was earlier reported that the council was discussing a proposal to award the death sentence to people making false accusations under the blasphemy law. Allama Tahir Ashrafi was reported as saying that such an amendment would ensure "nobody dares to use religion to settle personal scores".

However,
there's more than one way to skin a cat...
Maulana Sherani in his presser today said that the existing blasphemy laws should not be amended and that the Pakistain Penal Code already had sections which dealt with sentences for those who misused any law of the land. He said that the judge in such cases could resort to those relevant sections to award sentences.

Sherani also said the council had unanimously decided that no member shall comment on any decision of the council's meeting unless the matter was elaborated and explained in a blurb or press briefing by the body.

Replying to a question, he stated that every institution played its own role and the Islamic Ideology Council was performing its job as guiding body and the powers to implement those recommendations did not rest with it.

'It is my fault' satirical video on rape in India goes viral
[ENGLISH.ALARABIYA.NET] A video by a group of comedians that lampoons controversial comments by public figures after the gang-rape of a student in New Delhi last December has gone viral.

The satirical video features Bollywood actress Kalki Koechlin and television host Juhi Pandey explaining why women must take the blame for the rising number of rapes in India.

"Scientific studies suggest that women who wear skirts are the leading cause of rape. Do you know why? Because men have eyes," Koechlin says at the start of the video, which runs for almost four minutes.

Koechlin goes on to show examples of "provocative" clothing, including a woman covered in a black burqa and a spacesuit complete with a helmet.

The video called "It's your fault" has been viewed more than 800,000 times and received more than 4,000 comments since it was published on YouTube on September 19, and has gone viral on Indian networking sites.

Politicians and one of the country's leading gurus made a series of comments in reaction to the gang-rape last December, in which everything from mobile phones to short skirts and noodles were blamed for violence against women.

The attack on the student triggered angry street protests as well as a national debate over the way India treats its women and who was responsible for the rising levels of violence.

The video was made by four stand-up comedians who wanted to change the "massive misconception" that women invite rapes.

"These are deep-rooted patriarchal biases. It happens everywhere in the world and in India especially so," Tanmay Bhat, one of the comedians, told AFP on Monday.

"We often see families disowning rape victims. We wanted to contribute positively to the conversation about the subject."

The video also takes a swipe at police who are largely seen as insensitive to victims of sexual crimes.

Last month, Mumbai police commissioner Satyapal Singh sparked anger by suggesting that city residents need to choose between a "promiscuous culture" that allows public kissing, or a city made safe by "moral policing."

He made the comments after a 22-year-old photographer was gang-raped while on assignment for a magazine in central Mumbai with a male colleague.

On the video, a smiling Koechlin says: "If you are tired of being humiliated by rape, you can always go to the cops and be humiliated by them instead."

The video ends with a series of women of different ages and backgrounds saying "it's my fault" to the camera.

Indian men don't hold or open doors for women. The concept is completely alien there. Hold the door for anyone there and they will look at you like you're nuts.

Look at a woman cross eyed in India and they could charge you with harassment. The laws are such that you're guilty until proven innocent, the police are required to open a case against you. Unless the woman can be persuaded to recant, or another woman will witness for you, you're hosed.

#3  In a Japense movie from the late fifties I was atonished when I saw a women making a deep bow to a higher ranked man and he answering it with a light nod.

You probably don't know but Louis XIV, the Sun King, that monument of arrogance, saluted every woman he met, no matter how humble her condition and he saluted her first. Of course, because this was XVIIth century he didn't salute floor cleaners and duchesses the same way but he still saluted them.

More than everything else this scene of the Japanese movie made me feel how alien Asian culture is to us.

#2  Just another re-distribution tax scheme which has absolutely nothing to do with healthcare. Anyone who isn't smart enough to have seen this coming should be institutionalized.

The days of small town medical practices are rapidly coming to an end. Doctors are being forced to migrate toward urban hospital 'factories' to survive. These facilities are essentially managed and run by the gov't.

But, someone has to pay the tax for those who do not work. Wonder who will do that? Who will cover the workers who do not pay tax?

A better figure would have been the cost per taxpayer.
