Paris Hilton will serve a year of probation and avoid a felony conviction under the terms of a plea deal worked out with prosecutors following her arrest on drug charges in Las Vegas, Clark County District Attorney David Roger said Friday.

Roger said the celebrity socialite has agreed to plead guilty Monday in Las Vegas Justice Court to two misdemeanors stemming from the Aug. 27 arrest.

Hilton, 29, was arrested inside the Wynn resort, after police say a small plastic bag containing 0.8 grams of cocaine fell out of her Chanel purse as she reached for a tube of lip balm in front of a police lieutenant.

#12  I have no real beef against Paris, she is just vacant and misguided, but not a malicious person. Actually, poor thing, I hope she gets treated so she doesn't die of an overdose. She should thank the Japanese, that embarassing no entry moment might be her "rock bottom" before she gets the help she so desperately needs? She always struck me as a lost soul who cares too much, about what people think of her, but is completely out of control. I mean, if her shopping binges are any clue to her rampant benders, she is not long for this world if she can't get help. It is sad.

Algeria tries Christians for breaking fast
[Al Arabiya] Two Algerian Christians were tried on Tuesday for breaking Ramadan fasting rules, with hundreds of people protesting outside the courtroom against judicial authorities.

Hocine Hocini and Salem Fellak were arrested on August 13 on the building site where they worked in the northern region of Kabylie after they were spotted eating lunch, which they admit to doing but insist happened in a discreet place.

Muslims are not allowed to eat during daylight hours during the Ramadan holy month, and in Algeria breaking the fast can be punished with three months in jail.

"I am optimistic," Hocini, who is a Protestant, told AFP as he left the courtroom in Ain el Hammam after the hearing.

The verdict is due on October 5.

"We are innocent, and we haven't done any harm to anyone," he said. "We are Christians and we have not eaten in a public place," he said.

Hundreds of people supporting the two accused gathered outside the court and shouted slogans against the judiciary.

"Algeria has ratified international conventions on freedom of religion. This is a violation pure and simple of the constitution," said defense lawyer Mokrane Ait Larbi.

The Muslim majority north African country has a small Christian population.

Earlier, police arrested Khadiza in a raid on her house at Islampur under Borkal upazila of the district on Monday.

They also recovered five leaflets from her possession containing invitation for joining the Islamist militant organisation, Hizbul Mahdi.

On September 13, police arrested six suspected militants including Khadiza's husband, also a former UP member, Khadem Ali from the same village when they were motivating people to join militant organisation Hizbul Mahdi and distributing leaflets and books on jihad, police said.
But Ms Khadiza escaped then, due to the expression of innocence on her lovely face... or at least that part of it which could be seen.
The arrest of Khadiza followed an anti-militancy meeting held at Borkal upazila headquarters of the district on Friday last that asked the members of law enforcing agencies to net the suspected militants and criminals.

The meeting was attended by local political leaders of all parties, imams of all mosques and the elites with Upazila Nirbahi Officer (UNO) of Borkal upazila, Mohammad Saifuddin Ahmed in the chair.

Russia to spend $613 bln on arms in coming decade
Russia plans to spend 19 trillion rubles (613 billion dollars) to purchase new weapons over the next decade as it seeks to modernise its Soviet-era army, defence minister Anatoly Serdyukov said in an interview released on Tuesday.

The government is in the process of approving a plan to ramp up the arms budget for 2011-2020 by 46 percent from the previous estimate of 13 trillion rubles, Serdyukov told Bloomberg news agency in an interview.
So they'll have to set lots of oil and natural gas at high prices, which means they'll have to keep world affairs stirred up, which will justify a large military...
Serdyukov, who spoke following his talks with US Defense Secretary Robert Gates in Washington earlier this month, also said Russia was interested in US technologies. He did not elaborate.

Much of Russia's military equipment dates back to Soviet times and the government has in recent years promised extra money for modernisation.

Russia has been negotiating with France for months to buy a Mistral helicopter carrier, in its first ever purchase of military hardware from a member of NATO. The talks have been mired by disputes over technology transfer however.

How about building a real NCO corps? Yes, it's not like neat new toys and gadgets, but it's a force multiplier that if given the authority and responsibility gives the user unimaginable flexibility on the battlefield. Unfortunately, it's also incompatible with a mother-may-I command and control system.

"Some 100,000 more displaced by Manchar lake burst"
[Dawn] Some 100,000 more people have been displaced after a lake burst in southern Pakistan where massive floods have already affected millions of people, a UN spokesman said Tuesday.

The Manchar lake in southern Sindh province overflowed on Friday, forcing people living in the area to seek refuge elsewhere, UN spokesman Maurizio Giuliano told AFP.

"More than a hundred thousand (have) been displaced. Not only houses, but boats were also found in pieces (in the affected areas, and) crops are completely washed away," Giuliano said.

Jam Saifullah Dharejo, the provincial irrigation minister said: "The burst in the lake has affected a large population in Jamshoro district, but we cannot estimate the exact number of people affected, they are in thousands."

"Sindh continues to host the largest number of flood-displaced people, in addition to experiencing the worst of the current flooding," a UN statement said separately.

The UN estimates that there are currently 1.2 million people in 6,300 camps and settlements across Pakistan with more than 80 per cent of them in Sindh.

UN to Get Its First Facelift
After years of intense preparation, the 17-acre U.N. campus is undergoing its first major renovation since it was erected along the East River shortly after World War Two. The sweeping renovation won't come cheap, at $1.87 billion, with the cost to be split among all 192 member nations.
Probably 90% by one nation and the remainder from the other 191 according to their ability.
That's about exactly right; we're the 'host' nation and are expected to bear most of the cost.
The goal is to give the Secretariat's upper stories brighter, more open layouts -- ceilings by windows will be raised while internal, non-structural walls on each of the building's 40 floors will be removed. Indeed, 2,400 separate offices will dwindle to just 500, resulting in larger, more flexible spaces that can easily host impromptu meetings.
No need to schedule a back-room for meetings anymore.
They'll keep some of the small rooms; handy when handing over the bribes Oil for Food money and counting the boodle peacekeeping costs ...
"The U.N. has been very mission-oriented, and any money they got, they usually spent on food, peacekeeping, and disease," he says. "Now, they are finally getting around to fixing their house."
