The Istanbul conference has been delayed two times due to the denial of the Taliban.

The Taliban have been insisting that the US first needs to implement the Doha agreement before the start of the Istanbul conference, meaning that the US needs to honor its agreement signed under the Trump administration to withdraw all US troops from Afghanistan by May 1.

The Afghan government on Tuesday said the list of a republic delegation for the conference has been finalized.

A high-level Afghan government official who spoke on condition of anonymity told TOLOnews that there is the possibility that a 15- or 17-member team will represent the Islamic Theocratic Republic of Afghanistan at the conference scheduled for April 24.

The High Council of National Reconciliation (HCNR) also confirmed the finalization of the republic's negotiating team.

US May Rely on New Bases Near Afghanistan for Future Ops
[ToloNews] The United States Central Command as well as American diplomats are working on plans with countries in the region on agreements to base troops and aircraft for counterterrorism operations in Afghanistan after all forces are withdrawn from the country.

Quoted in a report by Air Force Magazine, Gen. Kenneth F. McKenzie Jr., the commander of the US Central Command, said told the House Armed Services Committee on Tuesday that the command is going through "detailed planning" on what future operational plans and force laydowns could be after the withdrawal, which will be completed by Sept. 11.

According to the report, future counterterrorism operations will require ways to surveil targets in Afghanistan if needed, including with the use of overhead intelligence, surveillance, and reconnaissance aircraft operating from outside of the country.

reported that possibilities in the region include Tajikistan, Kazakhstan and Uzbekistan.

US forces would then need to "finish" those targets through multiple options, including long-range fires and "targeted raids—although those are inherently dangerous, but you could still do it," McKenzie said, adding that "You could do it with manned aircraft. There are problems with all three of those options, but there’s also opportunities with all three of those options."

Without a presence in the country, it will be "extremely difficult to do, but it is not impossible to do it," he said.

Gen. McKenzie said there are ongoing discussions in Afghanistan for a status of forces agreement and what the size of the US embassy would be after the withdrawal.

He added that it would be "helpful" if the US can maintain the embassy in Kabul because the presence will assist in the ability to "see into Afghanistan."

In response to questions, McKenzie made it clear that the Sept. 11, 2021, deadline to withdraw from the country is more than just US and coalition military members.

Mexican president wants work visas, citizenship for farmers
[WashingtonPost] Mexican President Andrés Manuel López Obrador said Monday he will ask U.S. President Joe Biden to give work visas to Mexican farmers who participate in a government tree-planting program.

López Obrador touted the program as a way to help the United States regulate migration.

The United States “is looking for alternatives because migration is out of control,” López Obrador said. “Instead of seeking to block it with punitive measures, it should be channeled and ordered.”

He wants the United States to grant six-month work visas to farmers who have participated in the paid tree-planting program for three years. He also wants the U.S. to grant citizenship to the farmers after they have spent three years rotating into the U.S. on six-month work visas.

López Obrador said he would broach the proposal at climate change talks later this week. López Obrador said Mexico’s contribution to fighting climate change involves renovating old hydroelectric plants as well as the program known as “Planting Life” that pays as many as 400,000 Mexican farmers to plant fruit and timber trees.

Mexico has tried to extend the program to El Salvador and wants the U.S. to help finance an expansion to other Central American countries.

Lets consider an example: George Floyd went to college, couldn't hack it, and started his downward slide. Suppose, instead, he'd went to a vocational-technical school?

Almost half Black, almost half of the students getting free meals... but all the bells and whistles. Upper middle class tax payer base with a chunk of black and Hispanic kids from the ghetto bussed in because the planned apartment housing did not provide enough poor people. Ms Bree grew up in the neighbourhood, not the apartments or bussed in — she definitely has the look. Those pearly whites did not straighten themselves.

The pressure for college vs vo-tech has the same result for most students who come from poor backgrounds, g(r)omgoru. It isn’t a race thing, though there are those who like to pretend it is, but about economic class and preparation. TLP's Saad Rizvi remains under police custody: Sheikh Rasheed
[DAILYTIMES.PK] Interior Minister Sheikh Rasheed informed on Wednesday that the head of the outlawed Tehreek-e-Labbaik Pakistan (TLP) chief Saad Rizvi remains under arrest under Section 302 of the Pakistan Penal Code and Section 7 of the Anti Terrorism Act.

Yesterday, Conflicting reports emerged on regarding the release of Saad Hussain Rizvi, chief of the recently proscribed Tehreek-i-Labbaik Pakistan (TLP), from Lahore’s Kot Lakhpat jail.

And also, confirmed by TLP leader Faizan Ahmed, who added that Rizvi is expected to address the party’s supporters.

Furthermore,Tehreek-e-Labbaik Pakistan has ended its sit-in outside Lahore’s Rehmat-ul-lil-Aalimeen mosque, a party leader announced on Tuesday evening.

The government has accepted the TLP’s demand and tabled a resolution on the expulsion of the French ambassador, TLP leader Maulana Shafiq Ameeni said.

Resolution was passed in the National Assembly that the House condemned the publication of the sacrilegious caricatures by Charlie Hebdo on Sept 1, 2020. Despite severe reaction from the Muslim world when the magazine first published such caricatures in 2015, it again tried to hurt the sentiments of Muslims.

Police had arrested 733 people on various charges, out of which 669 have been released.

He added that the people were arrested under the Maintenance of Public Order Ordinance.

Iraqi Army to launch operations on the borders with Syria
[PUBLISH.TWITTER]

A military source in the Al-Jazeera and Badia Operations Command in Al-Anbar Governorate revealed, on Wednesday, that the Iraqi army forces, directed by the Prime Minister Mustafa Al-Kadhimi, will soon embark on a massive campaign to close the illegal passages on the Iraqi-Syrian border.

The source, who is a colonel in the Army, told Shafaq News Agency that the campaign will be launched within the Al-Tanaf-Albu Kamal axis of Syria and the Iraqi Al-Qaim district," due to the increase of illegal activities, including smuggling of prohibited substances between the two countries.

He added, "The forces will conduct massive operations along the borders to track the illegal armed groups who transfer drugs, car parts, electricity, fuel and medicine from Iraq to Syria.”

He pointed out that the Iraqi forces had received surveillance towers and night thermal cameras to use them on the borders.

“Smuggling from Syria becomes a security and economic threat to Iraq,” He concluded.

According to a report by the ineffective International Atomic Energy Agency, seen by Rooters, Iran added two more cascades of IR-4 centrifuges and six clusters of IR-2m at its underground facility. The IAEA also confirmed that some of the centrifuges were in use and said the Islamic Theocratic Republic plans to install another four cascades of the IR-4 at Natanz.

"On 21 April 2021, the Agency verified at FEP that: ... six cascades of up to 1,044 IR-2m centrifuges; and two cascades of up to 348 IR-4 centrifuges... were installed, of which a number were being used," the report said.

On April 10, Iran announced that it started up far more advanced IR-6 and IR-5 centrifuges that enrich uranium more quickly, in a new breach of its undertakings under the 2015 nuclear agreement. It also said it has began mechanical tests on an even faster nuclear centrifuge: The output of Iran’s IR-9 centrifuge, when operational, would be 50 times quicker than the first Iranian centrifuge, the IR-1. Iran’s nuclear program is also developing IR-8 centrifuges.

Early the next morning, the site was hit in the blast that was declared by Iran to be Israeli sabotage. The explosion is said to have caused considerable damage to the Natanz plant, including its various uranium-enriching centrifuges.

In response to the attack, Iran said it began enriching a small amount of uranium up to 60 percent purity at the site — its highest level ever, and a short step from weapons-grade. The UN atomic agency confirmed the enrichment, saying it was being done in an above-ground facility at Natanz.

The head of the country’s atomic agency said Tuesday that power has been restored at Natanz and uranium enrichment activities there have been renewed. Ali Akbar Salehi, head of the Atomic Energy Organization of Iran, was cited by the official IRNA news agency as saying that "the cables damaged in the accident were speedily replaced and... the main power supply to the Natanz enrichment facility [is] now connected to the grid."

Salehi told politicians during a parliamentary committee meeting that "thanks to the timely measures taken, enrichment in Natanz never stopped, even when the main power cable was cut," according to the report.
