"In cooperation with the foreign terrorists, they (Taliban) staged major offensives, but the brave members of the Afghan National Security and Defense Forces retaliated to these attacks with full force," said Rohullah Ahmadzai, front man for Ministry of Defense.

"1,210 civilians were martyred and 2,500 more were maimed in Taliban attacks," said Tariq Arian, front man for the Ministry of Interior Affairs.

The Taliban have not commented on the report.

Violence has intensified in various parts of the country despite ongoing efforts in Doha by negotiating teams of the Islamic Theocratic Republic of Afghanistan and the Taliban.

This comes as US special envoy Zalmay Khalilzad in a tweet on Thursday said that in a meeting with Uzbekistan FM Abdulaziz Kamilov they discussed "the current status of Afghanistan peace negotiations and the importance of an immediate reduction in violence."

Over the past few weeks concern has risen among humanitarian groups that such a designation might be imminent, sources said.

Two separate sources told Rooters around a dozen American aid workers had left the country this week. Other sources said an informal note had been sent to American aid workers last week, in anticipation of potential safety concerns in Houthi-controlled areas.

Aid agencies worry their work would be criminalised. The Houthis - also called Ansar Allah - are the de facto authority in northern Yemen and humanitarian organizations have to get their permits to carry out aid programs, as well as work with ministries and local financial systems.

Should the U.S. government proceed, it should also issue a ’General License’ that ensures humanitarian groups can still work with Houthi authorities and provide aid, said Jan Egeland, a former U.N. aid chief who now heads the Norwegian Refugee Council (NRC), which works in Yemen.

"We must be able to negotiate access for our aid and protection of civilians with all sides to all conflicts," he said.

The U.N. describes Yemen, already poor before almost six years of war, as the world’s biggest humanitarian crisis, with 80% of the population reliant on aid.

have reopened the main border crossing for trade between the two nations after three decades of closure, Iraq’s border authority says.

The Arar crossing was shuttered in 1990s, following Iraq’s invasion of Kuwait after which Riyadh cut all ties with Iraq. The crossing remained closed, reflecting the unease in Baghdad-Riyadh ties with successive governments.

But diplomatic ties were restored in 2015, following several high-level meetings that lead first to the reopening of Riyadh’s embassy in Baghdad. Later, in 2017, a bilateral coordination council was established to improve ties.

Arar’s reopening represents a key step toward firming relations and deepening Iraq-Saudi economic cooperation. Previously, the crossing would open just once a year for the annual Hajj pilgrimage to Mecca.

#1  Little comment on the Border Wall Security Project begun by Saudi Arabia some time ago. It was to run some 500 miles from the Red Sea to the Persian Gulf. All indications have it that the project has been completed and serves its purpose. .

#3  Where sand sea existed there was a berm (and little likelihood of crossing). Elsewhere there was planned a sort of sophisticated Israeli fence operation. I believe South Africans won a bid for much of the work. There were to be watchtowers every mile or so. I suppose it could be verified by aerial photography.

"Since I was elected Labour leader, I have made it my mission to root out anti-Semitism from the Labour Party," Keir Starmer tweets, after a disciplinary panel yesterday decided to revoke Corbyn’s suspension from the party. "I know that I will [be] judged on my actions, not my words."

He says Corbyn’s "actions in response to the EHRC report undermined and set back our work in restoring trust and confidence in the Labour Party’s ability to tackle anti-Semitism."

And he says "The disciplinary process does not have the confidence of the Jewish community. That became clear once again yesterday.

"In those circumstances, I have taken the decision not to restore the whip to Jeremy Corbyn. I will keep this situation under review."

Mexico pays US in new deal to jail or fine people caught cutting border fence
Didn’t Donald Trump say something about Mexico paying for the border fence, once upon a time?
[WashingtonExaminer] The U.S. government collected its first fine as part of a new bilateral deal that forces Mexico to prosecute anyone who damages the fence along one part of the southern border and send penalties collected to the United States.

"We just collected the first fine," said Gloria Chavez, the former Border Patrol chief in El Centro, Caliphornia, an impregnable bastion of the Democratic Party,, who spearheaded the initiative. "It was like $600. The person paid the fine in lieu of going to jail in Mexico for damaging the border wall."

American and Mexican leaders reached a deal a year ago this week to start arresting, prosecuting, and seeking damages from anyone caught attempting to destroy border barrier in southeastern California, where the Border Patrol made $396,000 worth of repairs at 1,300 cuts in its fence in fiscal 2019, Customs and Border Protection told the Washington Examiner. The 2019 fiscal year ran from Oct. 1, 2018, through Sept. 30, 2019.

"When I saw that number, I said, 'Absolutely not. We have to do something more about this. We have to hold these people accountable that are cutting our border fence,'" said Chavez. "Because look at the money that we are spending. These are U.S. dollars that we are spending in trying to fix the mesh fencing."


On Nov. 22, 2019, CBP's Office of Chief Counsel and the Mexican government reached a deal to go after fence cutters in court and send any fines derived from prosecutions back to the U.S.

The Mexican government recently began prosecuting suspects caught on its side of the border across from southeastern California. It marks the first time the countries have partnered to reimburse U.S. border authorities, who must take money out of their budgets to fix the fence after the nightly breaches. Cuts to the fence were happening every night, and repairmen were constantly on the border fixing new ones from the previous night, Chavez said.

The U.S. has recouped $1,273 in four instances in which Mexico prosecuted people for attempting to blow-torch or saw through older mesh and scrap-metal fencing that was installed during the Clinton, Bush, and B.O. regimes. Another 15 cases are before the Mexican courts.

Border authorities in Arizona, California, New Mexico, and Texas told the Washington Examiner that they believe the installation of 400 miles of new steel border wall has led them to try to breach the older, shorter fencing that is easier to compromise than the new wall, most of which is 30 feet tall.

"The height of the fence is a deterrent in of itself," said Anthony Porvaznik, head of Border Patrol's Yuma, Arizona, region, which encompasses some of California and Arizona. "The footing keeps people from burrowing under."

The new wall and legal ramifications to fence cutters are meant to improve agent safety, CBP said.

"During this time frame, many of the incidents involving border wall breaches also involved assaults against the responding Border Patrol agents," a CBP spokeswoman said in a statement. El Centro "agents suffered more than 43 agent assaults from October 1, 2018 to February 24, 2019."

Chavez hopes to establish the same agreement in her new region of command in El Paso, Texas.

Australian arrested over Iraqi oil bribes worth $78 million
[THEBAGHDADPOST] Australian police on Wednesday arrested a man in connection with $78 million in bribes used to secure lucrative Iraqi oil contracts linked to an alleged international corruption ring.Local media named the man as former Leighton Offshore managing director Russell Waugh.

Police claim his company paid bribes through contractors including Unaoil — a Monaco-based firm which last year had two former senior executives plead guilty to being part of a scheme to bribe foreign government officials in several countries including Azerbaijan, Syria and Iraq.

Investigators believe the payments were used to secure contracts to build oil pipelines worth roughly $1.5 billion.

"The key targets of the bribery scheme were Iraqi Ministry of Oil officials and government officials within the South Oil Company of Iraq," Australian Federal Police said in a statement announcing the arrest of a 54-year-old in Brisbane.

They said the investigation, which spanned nine years and involved US and UK authorities, was a "painstaking process" of piecing together a worldwide jigsaw of "alleged corruption."

Police also announced they had issued two further arrest warrants for men living overseas.

Australian Troops 'Unlawfully Killed' 39 Afghans in Alleged War Crimes
[AnNahar] Australia's top general said Thursday there was credible evidence that his special forces unlawfully killed 39 unarmed civilians and prisoners during the war in Afghanistan, referring the matter to a special war crimes prosecutor.

Receiving damning findings of a years-long investigation into military misconduct in Afghanistan between 2005 and 2016, Chief of the Defence Force Angus Campbell said a "destructive" culture of impunity among elite troops led to a string of alleged murders and cover-ups spanning almost a decade.

"Some patrols took the law into their own hands, rules were broken, stories concocted, lies told and prisoners killed," Campbell said, apologising "sincerely and unreservedly" to the people of Afghanistan.

"This shameful record includes alleged instances in which new patrol members were coerced to shoot a prisoner in order to achieve that soldier's first kill, in an appalling practice known as 'blooding'."

The accused junior soldiers would then stage a skirmish to account for the incident, the report found.

The military's own inspector general on Thursday produced a harrowing -- and heavily redacted -- 465-page official inquiry that detailed dozens of killings "outside the heat of battle".

It recommended 19 individuals be referred to Australian Federal Police and compensation be paid to the victims' families.

Campbell went a step further, saying those involved in the alleged unlawful killing of 39 people had brought a "stain" on their regiment, on the armed forces and on Australia and would be referred to the office of the special investigator for war crimes.

Campbell also moved to revoke some distinguished service medals awarded to special operations forces who served in Afghanistan between 2007 and 2013.

The Paleostinian Authority ended security coordination with Israel in May in protest of an Israeli plan to annex parts of the West Bank. Although the plan was suspended following a normalization deal between Israel and the United Arab Emirates in August, the PA did not resume coordination with Israel until last night.

Dahlan, a bitter rival of Abbas who has resided in exile in Abu Dhabi since 2011, says that the real reason that the PA chose to return to coordinate with Israel is financial. As part of ending coordination, the PA refused over $100 million in tax revenues which Israel collects on its behalf. The so-called "clearance revenues" constitute over 60 percent of the Paleostinian budget.

With a gaping hole in the Paleostinian budget, hundreds of thousands of civil servants did not receive full salaries for months.

"If the financial, administrative and personal needs were the real motive, as it seems, then we can ask why the Authority originally stopped receiving clearance funds, which are funds belonging purely to the Paleostinian people," Dahlan says.
