India shares Governance story with Afghanistan through capacity building programs
India continues bootstrapping Afghan society, one set of skills at a time, with each step pushing Pakistan and their pet jihadis ever so slightly farther to the periphery of things.
[KhaamaPress] The Ministry of External Affairs of India published a statement on Thursday in reference to the capacity building program for Afghanistan babus government employees which as conducted the in the last week of December in India.

A special capacity building program for Afghanistan Central Civil Registration Authority (ACCRA) was organised by the Registrar General & Census Commissioner, India and Unique Identification Authority of India (UIDAI), India’s External Ministry said in a statement.

The program was conducted from December 23-30, 2019 in New Delhi followed by a field visit to Chandigarh. Afghan officials also visited UIDAI’s premises to study India’s AADHAAR initiative in detail.

The program elements included study of system of registration of citizen’s births and deaths, vital statistics and indicators system and AADHAAR. The participants were also given hands on experience with a live demonstration of the software and the processes of registration of birth and deaths; and explained methodology of census enumeration.

Afghan participants thanked India for the arranging the course that would contribute to their efforts for better implementation plans for creating a framework of population register.

Earlier, from November 13-17, 2019, a capacity building program was organised for officials from National Statistics and Information Authority, Afghanistan by FRRO New Delhi to help streamline their immigration procedures. the statement further added.

India remains of the most popular development and capacity building partner in Afghanistan and has a wide array of training and scholarship program for Afghans including under its ITEC. More than 3500 Afghans nationals benefit from the same.

"Soleimani is‐it's difficult to convey how revered he is in Iran. Imagine the French Foreign Legion, at the height of the French empire. This guy is regarded in Iran as a completely heroic figure, personally very brave," CNN host Fareed Zakaria said.

Democrats call US killing of Iranian general ‘reckless'
WASHINGTON (AP) ‐ Democratic presidential candidate Joe Biden said Thursday that President Donald Trump has "tossed a stick of dynamite into a tinderbox" with the targeted killing of Iran’s top general in an airstrike at Baghdad’s international airport.

The former vice president joined other Democratic White House hopefuls in criticizing Trump’s order, saying it could leave the U.S. "on the brink of a major conflict across the Middle East."

The Pentagon said the U.S. military killed Gen. Qassem Soleimani, the head of Iran’s elite Quds Force, in Baghdad Friday at the direction of Trump. The attack is expected to draw severe Iranian retaliation against Israel and American interests. The Defense Department said Soleimani "was actively developing plans to attack American diplomats and service members in Iraq and throughout the region."

Vermont Sen. Bernie Sanders released a statement saying, "Trump’s dangerous escalation brings us closer to another disastrous war in the Middle East that could cost countless lives and trillions more dollars."

Democrats acknowledged the threat posed by Soleimani, with Massachusetts Sen. Elizabeth Warren calling him "a murderer, responsible for the deaths of thousands, including hundreds of Americans."

However, she added, Trump’s "reckless move escalates the situation with Iran and increases the likelihood of more deaths and new Middle East conflict."

Entrepreneur Andrew Yang tweeted: "War with Iran is the last thing we need and is not the will of the American people. We should be acting to deescalate tensions and protect our people in the region."

[NY Post] The UN special rapporteur on extrajudicial killing on Friday said the President Trump-approved drone strike against Qassim Soleimani, Iran's top general, violated international human rights law.

In a lengthy Twitter thread, Agnès Callamard said that "outside the context of active hostilities, the use of drones or other means for targeted killing is almost never likely to be legal," adding that the US would need to prove the person targeted constituted an imminent threat to others.

She also took issue with the justification for using drones in another country on the basis of self-defense.

"Under customary international law States can take military action if the threatened attack is imminent, no other means would deflect it, and the action is proportionate," she wrote.

Iraq signs deal to import electricity from Arab Gulf states
[Rudaw] Iraq is set to import 500 megawatts of electricity from Sunni Arab gulf countries before next summer, Iraqi Ministry of Electricity spokesperson a told state newspaper on Thurday.

Haider al-Abadi, spokesperson for Iraq’s Ministry of Electricity revealed that Iraq has signed a deal with the Arab Gulf Cooperation Council Interconnection Authority (GCCIA) for electricity imports in a Thursday report published by state-owned newspaper al-Sabaah.

The agreement is to "establish two power transmission lines of extreme pressure 400 KV, with the Gulf Interconnection Authority shouldering the cost of the building of the two lines".

The business deal follows pleas from the United States for Iraq to wean itself off of Iranian electricity imports.

According al-Abadi, the two transmission lines will span 300 kilometers across Iraq and Kuwait.

The idea of interconnectivity between regional countries’ electricity grids was first touted by outgoing Iraqi Prime Minister Adil Abdul-Mahdi in July.

The move will allow Iraq to initially import 500 megawatts of electricity at "competitive prices."

Iraq has long suffered from chronic outages and shortages of electricity, in a country where summer temperatures reach 50 degrees Celsius.

Electricity shortages have pushed protesters to take to the streets, especially in the summer of 2018, to demand better electricity and services.

War, corruption, insecurity and lack of investment have all together contributed to a deteriorating grid, leaving Iraqis at times with just five hours of national electricity per day. Privately owned generators set up in neighborhoods try to supplement the lost hours, making Iraqis pay twice for electricity.

To make up for the shortage in electricity production, Iraq has been importing electricity and gas to power its electricity stations from neighboring Iran, much to the ire of Washington, which has imposed crippling economic sanctions on Tehran.

exports 1200-1500 megawatts of electricity to Iraq on a daily basis, in addition to 38 million cubic meters of natural gas to feed several of Iraq’s power stations, according to Sayyid Hamid Hosseini, secretary general of Iran-Iraq Joint Chamber of Commerce.

The US has long hoped for Iraq to wean itself off of the Iranian imports, which are a source of cash for the regime it has sanctioned.

In summer of 2018, Iraq did report progress in the electricity sector with peak production previously unseen in the country. Nevertheless, it was still below demand.

Iraq has also signed deals with the German giant Siemens and the US Giant General Electric to overhaul its outdated grid.

[Rudaw] 1.35 million Iraqi Internally Displaced Persons (IDP) returned to their homes in 2019, Iraq’s Ministry of Migration and Displaced announced on Wednesday.

In a statement by Ali Abbas, the head of the Ministry’s branches, "more than one million and 350 thousand IDPs", equaling roughly 240,140 families, have "returned from IDP camps in the provinces of the country to their original homes".

Anbar province received the most returnees, with 89,224 families returning to districts across the province, the statement said.

Saladin came second, with a total of 61,055 family returnees, and Nineveh Province with 44,383 returnees.

"The provocative behaviour has been out there for months... So do I think they may do something? Yes. And they will likely regret it. We are prepared to exercise self-defence, and we are prepared to deter further bad behaviour from these groups, all of which are sponsored, directed and resourced by Iran", Esper told news hounds.

He added that the Pentagon would continue to beef up its forces in the region to protect "diplomats or American citizens or military personnel".

"At the same time I know Secretary [of State Mike] Pompeo is working aggressively to talk to our allies and partners whether they are in the immediate region or beyond to build political support for what we are doing", Esper said.

Esper also called on the international community to condemn Iran’s behaviour and help the United States with its maximum pressure campaign.

Hashd al-Shabi, also known as the Popular Mobilisation Forces, said that its supporters attacked the US Embassy in Baghdad after dozens of its fighters were murdered in the US strikes. They torched the fence, forcing US guards to take cover. The United States stated that it would send extra troops to Baghdad.

#1  Give the black ops people some fun and a break let them hang dead pigs on the outside of the embassy wall with little cuts so they bleed swell and explode from the gas build up!
