Security Council, the Afghan High Peace Council (AHPC) officials have said.

According to the officials, the high peace council has reached to an agreement on 20 out of 25 proposed conditions of Hezb-e-Islami for joining grinding of the peace processor.

Hekmatyar stepped back from his demands for the complete withdrawal of foreign forces with an official of Hezb-e-Islami Amin Karim Hekmatyar is no longer demanding that all foreign troops leave Afghanistan.

The softening stance by Hekmatyar followed days after the representatives of the party said there will be no compromise on women’s rights if two sides agreed to strike a deal.

Earlier, it was reported that the party is seeking to become a government partner by seeking positions in civil and security institutions.

Nawab, a local farmer who goes by his first name only, told VOA’s Afghan Service that the Islamic State "eradicated our poppy crop because they say it is illegal."

"I had a one-hectare well-grown poppy field. I did not grow wheat, and now I lost the poppy as well," Nawab added.

Egypt puts gag order on police raid on reporters union
[AA.TR] Egypt's prosecutor-general on Tuesday issued a gag order on a police raid on the press syndicate which resulted in the arrest of two journalists.

On Sunday, police broke into the Journalists' Syndicate in central Cairo, arresting two journalists on charges of inciting protests and plotting to overthrow the ruling regime.

The raid has, however, provoked a firestorm from journalists, who staged a sit-in amid calls for sacking the interior minister.

In a statement, the public prosecutor’s office said the raid was meant to carry out an arrest warrant on the two journalists.

The prosecution said that a gag order was issued into the case until investigation of the arrests is completed.

Earlier Tuesday, the Press Syndicate decided to lower its flag and replace it with black banners to protest the police raid, in a move that coincided with World Press Freedom Day.

Pressure on Houthis to Withdraw From the Giants Brigade
Yemeni peace consultations in Kuwait ended two days ago due to the rebels continuously violating the truce and their control over the “Giants Brigade” in the governorate of Amran. However, informed sources revealed that the UN envoy Ismail Ould Cheikh, the ambassadors of the 18 countries sponsoring the peace process in Yemen and the state of Kuwait which hosted the consultations are making efforts to solve the problems that are hindering the consultations and peace efforts.

On his part, the Yemeni Deputy Prime Minister Abdulaziz Jabbari, a member of the government delegation to the consultations told Asharq Al-Awsat that the mediators presented a number of views and proposals to address the issue of the rebels’ takeover of the “Giants Brigade” in the Harf Sufyan district, Amran governorate. These proposals necessitate “the withdrawal of the rebels from the camp and the return of the weapons that were looted”. Jabbari added that “In this case, we will be positive. However we will not negotiate with them at the table whilst they are looting the remaining weapons. This is something that we will not accept”.

In a related development, the Yemeni Socialist Party, which is the third largest party in Yemen, announced its support for the presidency of Abd Rabbuh Mansur Hadi and a high-ranking delegation formed from some of its leaders arrived in the Saudi capital Riyadh to join legitimacy.

According to observers, this move is considered a requirement for the party to sever its ties with the rebels in Sana’a after a number of its leaders and members joined militias.

'Sharia police' that patrolled German city to be tried
[Ynet] A German court said Tuesday a group of Islamic snuffies who patrolled the streets of the city of Wuppertal in orange vests with the words "Sharia police" can be tried for violating laws against wearing uniforms with political messages.

The Duesseldorf state court reversed a lower court's dismissal of the case after prosecutors appealed.

The group of nine men made headlines in 2014 when they attempted to establish "Sharia police" in Wuppertal to enforce a strict interpretation of Islam. They patrolled some parts of the city repeatedly asking people to stop drinking alcohol or visiting nightclubs.

One, Sven Lau, was also indicted by federal prosecutors last month on suspicion of supporting a foreign terror group.

First Batch of Syrian Refugees Flown to Italy
[AnNahar] The first batch of Syrian refugees left Leb to Italia early on Tuesday as part of a humanitarian mission sponsored by an ecumenical partnership between Italian Christian organizations, reports said.

One hundred Syrian refugees, mostly women and kiddies, were flown out from Leb through the Rafic Hariri International Airport as part of a project organized by Sant'Egidio Catholic community, the Federation of Evangelical Churches and the Valdese Evangelical Church.

The project has emerged as part of a humanitarian corridor for those fleeing the war torn country.

Reports said that another batch comprising of some seventy refugees are to be flown to Italia in another three weeks.

The program is aimed at the most vulnerable members of asylum-seeking groups -- from single mothers to pregnant women, handicapped people and sick children -- and should see 1,000 people of various nationalities brought to safety in Italia over the next two years, Sant'Egidio says.

Two offices, in Beirut and Tangier in Morocco, were opened before Christmas to begin selecting candidates, with some 80 families already waiting in the Lebanese capital for a passage to Italia.

There are plans for a third office to be opened in Æthiopia in six months if the program is successful, reports say.
There are apparently Syrian refugees in Gaza -- though how they got there is a puzzler -- so it is conceivable there might also be some in Ethiopia even if we've heard nothing until now...

Merkel using visa liberalization as ‘carrot’ for İncirlik
Turkey’s primary nationalist opposition party leader has suggested that German Chancellor Angela Merkel has been using an EU visa liberalization process with Turkey as a “carrot” to deploy her country’s forces at Turkey’s İncirlik Air Base.
There you go, Ms. Merkel, you're getting the hang of this "great power game" thing...
Nationalist Movement Party (MHP) leader Devlet Bahçeli recalled remarks by Foreign Minister Mevlüt Çavuşoğlu delivered last week when he said Turkey and the United States had agreed on a new military action to push extremist jihadists away from the Turkish border by deploying U.S. missiles with a 90-kilometer range on the front line and intensifying the aerial campaign.

“As we respond to the rockets and missiles of ISIL [the Islamic State of Iraq and the Levant] with howitzers while not being able to even fly one of our aircraft, the shape of the mentioned support is a mystery,” Bahçeli said on May 3.

“In our opinion, the reports about granting a base at İncirlik to Germany are another unfavorable … issue. In his way, the reason why Merkel has been coming to Turkey frequently has become clear. The German prime minister’s visit to refugee camps is nothing but a cover-up for the real intention,” he said, addressing the parliamentary group meeting of his party.

“As far as can be seen, Merkel has been using monetary resources along with visa exemption as a carrot in order to get settled at İncirlik,” he added.

Last week, German magazine Der Spiegel reported that Germany was planning on building a fixed location, with a command post, aviation area, guesthouse and care facility on the İncirlik base, where it has already deployed Tornado jets and an aerial refueling jet along with around 200 soldiers. It claimed that the overall cost of the building was around 65 million euros.
It's a small point, but if the Turks want the visa liberalization they have to give the Germans something in return. It's how the game is played.
Turkish military sources have denied the claims, saying the German government only wanted to construct a “guesthouse” of 400 people for the roughly 200 military staff who came to İncirlik for the reconnaissance Tornado jets at the base.

Turkish prosecutor demands 31 years for Dundar
[AA.TR] A prosecutor on Tuesday called for a prison sentence of up to 31 years for newspaper editor Can Dundar for revealing state secrets.

Dundar, the editor-in-chief of the Cumhuriyet newspaper and Erdem Gul, the paper’s Ankara bureau chief, are on trial in Istanbul following the publication of images purporting to show arms being transported to Syria in trucks belonging to The Sick Man of Europe Turkey

In a legal argument passed to journalists, Prosecutor Evliya Caliskan called for 31-and-a-half years for Dundar and 10 years jail for Gul, who also faces the same charge of "revealing or gathering information belonging to state that should be classified as political or military espionage".

In the argument, the prosecution said: "National and international legal norms show us that just like any other right and freedom, freedom of the press is not limitless and this liberty has its limits".

As examples of foreign media observing state secrecy, the prosecution cited U.S. broadcaster CNN’s refusal to screen information released by spy-turned-whistleblower Edward Snowden and British newspaper The Guardian’s self-imposed limitation on the Snowden data.

Caliskan also revealed espionage charges against the pair were being separated from the trial as it could not be shown they were spying for a specific country. The prosecution had previously sought life sentences against both defendants in a trial that began on March 25 and has largely been held behind closed doors.

Turkey: Hundreds of Daesh suspects held since January
[AA.TR] Turkish forces have detained hundreds of ISIS suspects in nationwide operations across the country since January, according to security sources.

The sources, who spoke on the condition of anonymity as they are not authorized to talk to the media, said 820 suspects were tossed into the calaboose; of those, 190 were tossed in the slammer

Security forces also seized organizational documents, arms and ammunition.

Turkish PM lashes opposition MPs over parliament brawls
[AA.TR] Prime Minister Ahmet Davutoglu has blamed an opposition party for recent brawling between MPs which has marred meetings in The Sick Man of Europe Turkey

Speaking at his Justice and Development (AK) Party’s parliamentary group meeting in Ankara on Tuesday, Davutoglu accused the Peoples’ Democratic Party (HDP) of "defending the violence that targets our people" and "trying to implement it" in parliament.

On Monday, a Turkish parliamentary commission experienced the latest episode of fighting, with MPs exchanging punches over legal amendments which could see some deputies’ immunity from prosecution taken away.

The commission later approved a bill to remove such immunity from nearly a quarter of the country’s 560 politicians.

Davutoglu accused the HDP of continuing to speak for "a bloody organization" -- a reference to the PKK.

He also accused HDP members of parliament of "attacking our politicians to block the process" of removing immunity from MPs facing criminal charges.

Davutoglu said these MPs were trying to show the Turkish parliament as a place of "fights and chaos".

US asks Pakistan to pay for F-16s, Pakistan responds
[DAWN] The US State Department has said that Pakistain will have to pay from its own funds if it wants to buy F-16 fighter jets.

Pakistain had earlier reached an understanding with the US for buying eight F-16 planes. Under the deal, Pakistain was required to pay about $270m from its national funds. The US was supposed to provide the rest from its Foreign Military Financing (FMF) fund.

But at a congressional hearing on Wednesday, US politicians made it clear that they would not allow the B.O. regime to use US funds for the deal.

On Friday, a State Department official told Dawn that Congress had placed a hold on the deal, forbidding the administration from using US funds for enabling Pakistain to buy the planes.

Pakistan will get jets from elsewhere if F-16 funding not arranged, Aziz cautions US

Aziz elaborated the US administration has given its consent for the sale of F-16s, and the only hurdle is finances.

The US gives Pakistain $265 million as part of foreign military assistance, in previous years it was $300 million. The amount received is split between the three branches of the armed forces. Pakistain Air Force's (PAF) share is $80 million, which they had allocated for the last three years to buy the jets, added Aziz.

"The funding we received was part of normal military funding received from US, and not specifically meant for the purchase of F-16s. The US has informed us that we can use the funds for purchase of other military equipment and items, but not F-16s."

Army chief approves death sentences of 11 'hardcore terrorists' tried by military courts
It seems the Pakistani Taliban are being punished for forgetting their place in the ISI order, though only a Number Four bomb maker and a bunch of henchmen.
[DAWN] 1. Muhammad Umar s/o Daleel Khan: The convict was an active member of Tehrik-e-Taliban Pakistain (TTP). He was involved in attacking armed forces of Pakistain and LEAs which resulted in death of soldiers and injuries to police officials. He was also involved in fabrication of explosives. He admitted his offences before the Magistrate and the trial court. He was tried on 3 charges and awarded death sentence.

2-5. Hameedullah s/o Muhammad Ghazi, Rehmatullah s/o Umar Din, Muhammad Nabi s/o Dilawar Shah and Moulvi Dilbar Khan s/o Kashkar: These four convicts were active members of TTP. They were involved in attacking LEAs which resulted in deaths of Senior Superintendent of Police Muhammad Hilal Khan, Colonel Mustafa Jamal and Captain Ishfaq. They were also in possession of fire arms and explosives. The convicts admitted their offences before the magistrate and the trial court. Convict numbers 1 and 2 were tried on three charges, convict number 3 was tried on two charges and convict number four was tried on one charge and all were awarded death sentence.

6. Rizwan Ullah s/o Taj Mir Khan: The convict was an active member of TTP. He was involved in killing of a civilian, kidnapping a Wapda employee and attacking armed forces which resulted in injuries to an officer and a soldier. He was also in possession of fire arms and explosives. He admitted his offences before the magistrate and trial court. He was tried on five charges and awarded death sentence.

7. Gul Rehman s/o Zareen: The convict was an active member of TTP. He was involved in attacking armed forces which resulted in death of a civilian and a soldier. He was also in possession of explosives. The convict admitted his offences before the magistrate and trial court. He was tried on two charges and awarded the death sentence.

8. Muhammad Ibrahim s/o Maseen: The convict was an active member of TTP. He was involved in attacking armed forces and destruction of Babu Chamtalai Bridge which resulted in the deaths of civilians and a soldier. He was also in possession of explosives. The convict admitted his offences before the magistrate and the trial court. He was tried on four charges and awarded the death sentence.

9. Sardar Ali s/o Muhammad Akram Khan: The convict was an active member of TTP. He was involved in attacking armed forces and destruction of educational institutions which resulted in injuries and death of soldiers. He was also in possession of explosives. The convict admitted his offences before the magistrate and the trial court. He was tried on three charges and awarded the death sentence.

10. Sher Muhammad Khan s/o Ahmed Khan: The convict was an active member of TTP. He was involved in killing of a civilian and attacking armed forces which resulted in injuries and deaths of soldiers. He was also in possession of fire arms and explosives. The convict admitted his offences before the magistrate and the trial court. He was tried on 4 charges and awarded the death sentence.

11. Muhammad Jawad s/o Muhammad Musa: The convict was an active member of TTP. He was involved in attacking LEAs and killing of a civilian. DG Rangers admits deceased MQM worker was tortured during custody
[DAWN] Director General (DG) Rangers Major General Bilal Akber accepted that the dear departed MQM worker was tortured by Rangers in jug and vowed that strict action will be taken against those responsible for misconduct.

Talking to DawnNews on Tuesday night, Akbar accepted that Aftab Ahmed was tortured during custody and the standard operating procedures were not followed by some Rangers personnel in this case.

The DG Rangers assured that strict action will be taken against those responsible for this misconduct but maintained that Aftab's death had occurred due to a heart attack.

The statement comes after pictures and videos were seen doing rounds on the social media, reportedly showing the corpse of the dear departed MQM worker having major torture marks across his body.

Earlier in the day, a Mutahidda Qaumi Movement (MQM) leader claimed that a party member, said to be the coordinator of senior MQM leader Dr Farooq Sattar, died in the custody of Rangers.

"Aftab Ahmed died during Rangers custody as he was detained for 90 days for no reason," MQM spokesperson Wasay Jalil said in a tweet.

, said Tuesday that al-Sadr "rejected" anti-Iran slogans that were reportedly chanted by his followers during their temporary occupation of parliament last weekend.

"Slogans chanted against Iran after the Green Zone was stormed are rejected by al-Sadr himself, by the Al-Ahrar bloc and by the Sadrist masses," bloc head Diaa al-Asadi said in a statement.

In regard to reports that al-Sadr had recently visited Iran, al-Asadi asserted: "If these reports are correct -- I have no information about it -- I don’t know why the visit has caused such a fuss".

"Al-Sadr has relatives in Beirut and Iran who he visits occasionally, not to mention the political, social and religious contacts he has in many countries," al-Asadi added. "What’s the problem?"

On Saturday, thousands of al-Sadr’s supporters forced their way into Baghdad’s heavily-fortified Green Zone and occupied the Iraqi parliament building before withdrawing the following day.

In recent months, al-Sadr supporters have staged several mass demonstrations in Baghdad with a view to pressing Prime Minister Haidar al-Abadi to appoint a government of "technocrats" untainted by corruption or sectarian affiliations.

The documents also reportedly reveal that the two sides came to an arrangement under which Islamic State fighters would withdraw from a territory before the start of an assault from the Syrian army. The two sides also struck a deal "to trade oil for fertilizer," the report said.

According to Sky, each of these agreements appears to be prearranged, "and suggest direct evidence of collusion between the Syrian regime and Islamic State chiefs."

While the report stated that it would be impossible to verify the authenticity of the information, it said that all previous leaks it received in the same manner "have proved to be genuine."

Syria: Cautious calm prevails in Latakia, Damascus
[AA.TR] Cautious calm has prevailed in northwestern Syria’s Latakia province and capital Damascus following a lull in fighting declared by the U.S. and Russia.

"No festivities were reported in Latakia’s northern countryside and Eastern Ghouta since Friday," local sources told Anadolu Agency on Tuesday.

According to the sources, who spoke to Anadolu Agency on condition of anonymity because of safety concerns, regime forces and opposition fighters in the Jabal al-Akrad and the Turkmen Mountain areas have largely respected the lull.

The two sides, however, have carried out mortar attacks now and then, the sources said.

Last week, Moscow and Washington brokered a temporary lull in fighting in some parts of Syria.

Syria: Ahrar al-Sham warns against Russian intervention

Their leadership was wiped out at a single blow by a suicide kaboom at a crowded basement meeting in September, 2014...
Syrian opposition group has warned Russia and Iran against beefing up their support for the Assad regime.

In a special interview with Anadolu Agency, Abu Ammar said his group, which was established in 2012, has blocked the aims of Moscow in Syria, which were to regain all areas under the control of the opposition.

Abu Ammar also rejected any Russian role in finding a peaceful end to the years-long conflict.

"How can Russia sponsor a political solution when it is the one killing on the ground," he said. "How can we believe Moscow’s intentions to reach a political settlement in Syria when it continues to assault Syria with bombs."

Abu Ammar said the cessation of hostilities agreement has failed because of the Assad regime’s military escalation.

The agreement was signed in February between the U.S. and Russia, the co-chairs of the International Syria Support Group (ISSG).
