National Intelligence Service brief showed Al-Shabaab cell had been activated in Mombasa

cell had been activated in Mtopanga, Mombasa.

The National Intelligence Service report alleged that four men or mujahidin had crossed from Somalia through Kiunga into Mombasa around August 15 to join the cell, which includes two radical holy mans.

One of the holy mans identified as Ismail (second named withheld) was said to be the head of the Mtopanga cell.

According to an intelligence brief seen by The Standard, the four men whose identities and nationalities were not indicated were newly trained jihadists with a mission to strike targets in Mombasa and Nairobi to mark the first anniversary of the August 27, 2012, killing of radical Islamist Sheikh Aboud Rogo.

The two holy mans were to co-ordinate attacks against shopping malls, cop shoppes, churches and other installations as Mombasa prepared to mark several functions, including a presidential visit.

"Yes we are aware of that intelligence report and we know that there are plans by Al-Shaabab to attack functions that are highly populated. We are on 'red alert' because as you are aware, from Sunday there will be several international functions and we expect high-profile visitors in the region," said Robert Kitur, Mombasa County Police Commander on August 22, when The Standard contacted him.

Plan to kill

The report also indicated that the snuffies planned to kill four officers from the Anti-Terrorism Police Unit ATPU.

Kitur said police were doing "everything possible to avert the attacks" and urged members of the public to be extra vigilant.

President Uhuru Kenyatta toured Mombasa to commission Berth 19 at the port of Mombasa. According to the report, gunnies were planning to attack Bamburi, Likoni, Nyali, Kijipwa and Frere Town cop shoppes.

Intelligence officials in Mombasa have informally told The Standard that major attacks were averted by heightened surveillance or when the plans leaked but the alleged jihadists were not nabbed

There are two theories on the jihadists' whereabouts, with some officials indicating the four men travelled out of Nairobi. It has also been suggested that the activation of the Mtopanga cell could have been a diversion as Al-Shabaab planned a massive attack in Nairobi.

Other intelligence accounts indicate that there have been a number of infiltrations of newly trained jihadists into Coast Province. Some are retreating due to disillusionment but others are returning to Kenya to wage jihad.

A key operative in the latter category is runaway Fuad Abubakar Manswab who is believed to have escaped to Kismayu in Somalia after jumping bail in a terrorist trial in which his co-accused is British terror suspect, Jermaine Grant.

Terror Group: Meet Our Demands or Kenya Mall Attack 'Only the Beginning'
[ABCNEWS.GO] The terror group that grabbed credit for the massacre at a Nairobi mall today warned the Kenyan government to remove their forces from Somalia or the mall attack would be "only the beginning."

"We give this warning to the Kenyan Government and those who side with it: If it wants to live peacefully and safely, it must withdraw from our country, stop meddling in our affairs, set our captives free, and denounce all forms of fighting our religion. If you refuse to do so, you have seen what you will reap, which is only the beginning," he said. "Thus, anticipate hard days."

The audio was posted by on a Twitter account recently announced by an al-Shabaab spokesperson as legitimate. Previously, there have been a number of Twitter accounts claiming to be linked to the terror group that have provided unverified information.

The President of Kenya, Uhuru Kenyatta, announced the end of the crisis today, saying 61 civilians and six responding security forces soldiers had been killed in the days since a group of al-Shaboobs opened fire in Nairobi's upscale Westgate mall Saturday. Five of the alleged attackers were killed and 11 others are in jug, Kenyatta said.

"The despicable perpetrators of this cowardly act hope to intimidate, divide and cause despondency amongst Kenyans," he said. "We have overcome terrorist attacks before. In fact, we have fought courageously and defeated them within and outside our borders. We will defeat them again."

Kenya mall attacker reportedly apologized to, freed British boy, 4, who called him "a very bad man"
[CBSNEWS] One of the attackers behind the deadly siege on a mall in Kenya reportedly pleaded for forgiveness and gave a four-year-old British boy chocolate bars after the youngster called him "a very bad man."

According to U.K. newspaper The Sun, Elliott Prior, from Berkshire, England, stood up to the gunman to protect his sister Amelie, 6, and his mother Amber, who was shot in the leg in the attack on the Westgate mall in Nairobi.

"You're a bad man, let us leave," Elliott shouted at the gunman, according to his uncle Alex Coutts, who spoke to The Sun for an article published Tuesday.

The militant from the al Qaeda-linked Somali terror group al-Shabab allegedly gave him a couple Mars bars and told his family: "Please forgive me, we are not monsters," before letting them escape.
If they're not monsters there are no monsters.
Coutts, 42, told The Sun his relatives "had a lucky escape."

"The terrorists said if any kids were alive in the supermarket they could leave. Amber made a decision to stand up and say, 'Yes'. Then Elliott argued with them and called them bad men. He was very brave," said Coutts.

Turmoil in the Middle East creates a lumber buying buffet for China
Very informative background information on how the turmoil in Egypt and Syria (and other ME destinations) affects lumber market in ME. There is a huge amount of lumber that used to go to Egypt that is redistributed to the ME, but turmoil there completely messed up that market.

Now China is becoming a big market that is replacing ME destinations. War has lots of unintended consequences. In this case, for Russia, Canada, and the US.

[Dawn] Repatriation of internally displaced persons from Tirah valley of Khyber Agency resumed on Monday after three-day suspension as 153 Malikdinkhel families left the Jerma transit point near Kohat for their homes.

Fata Disaster Management Authority had suspended the IDPs' return on Sept 19 after thousands of people from Khyber, Kurram and Orakzai agencies gathered at the Jerma food distribution centre in order to collect monthly food ration.

Govt vows to 'pursue' masterminds

on Sunday, the government vowed in the National Assembly on Monday to "pursue" the criminal masterminds of the act, before a mournful house too unanimously called for bringing the perpetrators to justice.

But Interior Minister Chaudhry Nisar Ali Khan said in a speech to the house that due to lack of intercepts so far, he was unsure about the authenticity of a claim of responsibility for the attack made by a group called Junoodul Hafsa, a faction of the banned Tehrik-e-Taliban (TTP).

, and the Taliban put forth some difficult pre-conditions for talks such as a general amnesty for Taliban fighters, release of their prisoners and withdrawal of troops to their barracks in the bad boy-infested tribal belt.

While the last Sunday attack drew condemnation from Pope Francis as well as government leaders and ambassadors of several western nations, the National Assembly suspended its normal business for the day as part of a three-day national mourning, to discuss and adopt a joint resolution to condemn what it called a "heinous, brutal and inhuman terrorist attack", which it said was "an attack not only against the Christian community but against all Paks".

Earlier, on a suggestion from a politician from Peshawar, Ghulam Ahmed Bilour of the opposition Awami National Party, members of the house and visitors in the galleries stood up to observe a minute's silence for mostly Christians among over 81 fatalities, which was followed by a Fateha prayer for Mohammedan casualties of the attack, which, according to the house resolution, maimed more than 137 people.

Expressing solidarity with the Christian community, the resolution demanded that the federal and Khyber-Pakhtunkhwa provincial governments "take all necessary measures to safeguard the rights of non-Mohammedans as laid down in the Koran and Sunnah and provided in the constitution of Pakistain", provide the best medical facilities to the injured and security to all places of worship, particularly those belonging to non-Mohammedans, and "bring the perpetrators of these suicide kabooms to justice".

Chaudhry Nisar praised Christian community leaders in Peshawar for their patience and said he saw during his visit to the city on Sunday. He said the government would call a meeting of Christian community leaders from all over the country to discuss what he called a national policy to provide security to their institutions.

(PTI) on Tuesday called on members of the National Assembly to review Pakistain's strict blasphemy laws.

The demand comes a day after the Council of Islamic Ideology (CII) ruled out the death penalty for false accusations of blasphemy and ruled that there was no need to amend the blasphemy law.

PTI leader Makhdoom Javed Hashmi said that religion was being misused as a means to attain power. Hashmi said that the blasphemy law was "incorrectly made," due to which many innocent people are languishing in jails. Therefore, he said there was a need to review the law.

Commenting on the Peshawar bombing, another member of the PTI, Dr Shireen Mazari said that the sacrifices Christians could not be denied. She said that in order to free innocent non-Musselmens from unjust imprisonment, parliament needs to remove flaws from the blasphemy law.

He said that the reason for the blasphemy laws was to ensure than nobody disrespects any messenger of God including the Holy Prophet (PTUI!) and Jesus Christ. He urged Javed Hashmi of the PTI to move a bill for amending the blasphemy law or to contact Council of Islamic Ideology or federal Shariah Court and register his apprehensions regarding blasphemy law.

He said Islam was the religion of peace and provides equal rights to minorities. Conspiracies are being hatched to sabotage the grinding of the peace processor in the country however the dialogue process with the willing Taliban should be held.

For the sake of lasting peace, he said there was no harm in accepting the just demands of Taliban.

Officials at the Ministry of Foreign Affairs in Islamabad told journalists last week that the prime minister is likely to raise this issue during the 68th session of the UN General Assembly scheduled from Sept 23 to Sept 29.

The issue is already being discussed at other international platforms and a London-based media forum -- the Bureau of Investigative Journalism -- announced on Monday that it was recording the names and numbers of people killed in US drone strikes in Pakistain.

Pakistain claims that the drones, meant for gunnies hiding in Fata, also have killed a large number of civilians. The United States denies the charge, arguing that the drones are highly accurate and only a few civilians have died in those attacks.

Diplomats familiar with this issue say that Mr Sharif might have found some support in the world body for his position on the drones had Sunday's terrorist attacks in Peshawar not happened.

"Things have changed overnight," said a senior diplomat, pointing out that after the blasts "people around the world would be more interested in hitting back {at} the Taliban than saving them from US drones."

Attacks like this, he argued, "also diminish whatever sympathy may have existed for the civilians victims trapped in the crossfire between the Taliban and the US drones."

Mr Aziz said Pakistain's policy was clear that such strikes were "counter-productive" as they cause large numbers of civilian deaths and generate hatred among people.

Pakistain had conveyed its serious concern to the United States over its drone programme, urging it to stop the strikes, he said.

"Drone strikes infringe Pakistain's illusory sovereignty and violate international law," Mr Aziz added.

The Sharif government faces tremendous pressure from the PTI and other political groups on this issue and on opening a dialogue with the Death Eaters.

Earlier this month, an all-party conference not only authorised the prime minister to engage the Taliban but also asked him to raise the drone issue at the United Nations.

"The federal government should consider the possibility of taking the drone issue to the United Nation as drone attacks are a violation of International Law," the resolution said.

In a statement issued by his party's front man Jan Achakzai, Maulana Fazlur Rehman said that Taliban have no connection with the incident as they neither take responsibility of the incident nor expressed any link with it.

"Some people were trying to sabotage the potential dialogue process with Pak Taliban by connecting the incident with them," he observed.

Citing Sri Lankan cricket team attack and kidnapping of Chinese Engineers, the JUI-F chief said that no investigation were carried out to ascertain 'elements' behind those incidents also.

Kerry to sign UN arms treaty
Secretary of State John Kerry is expected to sign an arms trade treaty opposed by the Senate and the gun lobby as early as Wednesday, and Republicans aren't happy about it.

Kerry's plan to sign the treaty on the margins of the U.N. General Assembly in New York this week has sparked immediate criticism from GOP opponents.

“This treaty is already dead in the water in the Senate, and they know it,” said Sen. James Inhofe (R-Okla.), the top Republican on the Senate Armed Services. “The Administration is wasting precious time trying to sign away our laws to the global community and unelected U.N. bureaucrats.”

A majority of Senators oppose the treaty because it covers small arms, making ratification impossible in the short term.
And makes it impossible for oppressed people to defend themselves from thugs. Thugs consider this to be a key feature in the new treaty...
Kerry had already announced in June that the administration would sign the treaty as soon as it was satisfied with its translations into the different official U.N. languages.

An Inhofe amendment to the Senate Budget resolution in March blocking the U.S. from joining the U.N. Arms Trade Treaty garnered 53 “yes” votes.

The National Rifle Association insists the pact is a U.N.-backed gun grab. Advocates of the treaty say it's only aimed at regulating international sales to prevent terrorists and other rogue actors from getting their hands on weapons.

Obama: 'World is more stable now than it was five years ago'
[DAILYCALLER] President B.O. told the U.N. General Assembly Tuesday morning that the "world is more stable now than it was five years ago."

"Just as we reviewed how we deploy our extraordinary military capabilities in a way that lives up to our ideals, we've begun to review the way that we gather intelligence so that we properly balance the legitimate security concerns of our citizens and allies with the privacy concerns that all people share," he said.

"As a result of this work and cooperation with allies and partners, the world is more stable than it was five years ago," he added.

Obama did note, however, that "dangers remain."

"Even a glance at today's headlines indicates that dangers remain," Obama said. "In Kenya we've seen gunnies target innocent civilians in a crowded shopping mall, and our hearts go out to the families of those who have been affected. Mustaqbal: Suspects in Hariri Assassination Should be Arrested in Dahieh

parliamentary bloc hailed on Tuesday the deployment of the state's security forces in Beirut's southern suburbs of Dahieh, hoping that the plan will be replicated throughout Leb.

Moreover, it held the government responsible for the success of the Dahieh plan since it is responsible for the actions of the security forces.

"The government should not be lenient with any violations as the plan is the right measure that will help restore the people's trust in the state's security institutions," it added.

The Dahieh plan should be replicated throughout Leb in order for the state to reassure the people that it is keen on their safety, stressed the bloc.

Four Hizbullah members were accused by the Special Tribunal for Leb of being involved in the 2005 liquidation of former Premier Hariri.

Russia: U.N. Syria Resolution Could 'Mention' Chapter VII
[An Nahar] A U.N. Security Council resolution on Syria could mention an article which allows force or sanctions, a top Russian diplomat said Tuesday, as Moscow and Washington seek a compromise on a text backing a deal to rid the regime of chemical weapons.

Deputy Foreign Minister Sergei Ryabkov stressed that the key Chapter VII of the U.N. Charter could be invoked only if the chemical weapons accord agreed between Russia and the United States is violated by either side in the Syrian conflict.

Speaking to the Russian parliament, Ryabkov also slammed the "illogical" position of the United States and its Western allies for seeking to threaten the regime of Syrian Hereditary President-for-Life Bashir Pencilneck al-Assad

A potential encounter at the United Nations between U.S. President Barack Obama and Iranian President Hassan Rouhani failed to take place on Tuesday as the Iranians indicated it was too complicated, senior Obama administration officials said.

"There will be no meeting," one official said.

The officials, who spoke on condition of anonymity, told reporters that Obama had been open to a meeting with Rouhani while both were in New York for U.N. activities but the Iranians were not ready to have an encounter at the presidential level, Reuters reported.

There had been encouraging signs that the U.S. and Iranian presidents would have the highest level contact since before Iran's 1979 revolution. Both presidents have talked about a diplomatic opening to try to settle Iran's nuclear ambitions.

Officials stressed that any encounter between the two men would not have involved negotiations over Iran's nuclear program, which the West suspects is aimed at developing a nuclear weapon.

Diplomacy will now go forward between U.S. Secretary of State John Kerry and his Iranian counterpart, the officials said.

Assad criticises US threat of strikes
Syrian President Bashar Al Assad criticised the United States for threatening to attack Syria over its chemical weapons programme, saying it was finding “excuses for war”, China’s state television said on Monday.

US President Barack Obama has said he is prepared to attack Syria, even without a UN mandate, if Assad reneges on a US-Russian deal to put Syria’s chemical arms stockpiles under international control.

“If the U.S wants to find excuses for war, it will find them as it has never stopped war,” Assad said in an interview with China’s state television, CCTV, in the Syrian capital.

“With or without the Syrian crisis, we will always be on alert against some Western countries’ intention to override the UN Charter and the international laws,” he added, according to a transcript of his translated remarks from CCTV.

Russia and China have both vetoed Western efforts to impose UN penalties on Assad. But China has also been keen to show it is not taking sides and has urged the Syrian government to talk to the opposition and take steps to meet demands for political change. It has said a transitional government should be formed.

Assad said China and Russia would ensure there could be no pretext for military action against Syria, and CCTV’s website quoted him as saying Syria would honour “everything that we have agreed to do”.

“And more importantly, I want to say, by submitting the draft to the UN Security Council, or by urging the US and Russia to agree on a deal, the US, France, and Britain are just trying to make themselves winners in a war against a Syria which is their imaginary enemy.”
