Bare Hiraale: Puntland president should stop interfering with Juba lands issues.
[Shabelle] the president of Jubal land Mr. Bare Adan Shire (Bare Hirale) has warned the punt Land leader to stop the blind interference in the Juba regions as this problem was between the federal government and the people living in the Juba regions.

Mr. Bare said Mr. Farole of Punt land was instigating clan and sub clan clashes in the region. However Mr.Bare warned that they will do everything to stop what he termed as naked plans to create conflict in the Juba regions.

The colonel said that it was a disturbing issue and called Farole to be careful in his steps as the conflict in Juba regions will spread in Punt land too.

The presidents words comes as the internal rifts in the Juba regions widens as political analysts blamed the Punt land president of stirring up more problems in the region.

Rights campaigners denounce abuses in Mali
[Pak Daily Times] Rights campaigners accused Mali's army and different rebel groups Friday of a string of abuses during a French-led operation to liberate the divided west African nation from hard boys.

Amnesia Amnesty International said civilians were among dozens of people tortured, killed and disappeared, including while in detention, since the launch of the French army's intervention in the country in January.

Amnesty, which began a research mission in Mali in May, said it had collected testimonies of abductions and arbitrary killings of civilians by militias including the Movement for Oneness and Jihad in West Africa (MUJAO).

"Armed opposition groups, including MUJAO and the Tuareg National Movement for the Liberation of Azawad were also accused of sexually abusing women and girls and using children to carry weapons, control checkpoints and cook," Amnesty said in a statement.

S.Korea accepts DPRK's talks offer
[Xinhua] South Korean government on Friday accepted the Democratic People's Republic of Korea (DPRK)'s talks offer on holding working-level contacts on Sunday, Yonhap News Agency reported.

The government proposed to have a working-level talk with the DPRK at 10 a.m. on Sunday in Panmunjom instead through the inter- Korean communication channel, which was reopened earlier in the day.

The talks will include the normalization of the operation in the Kaesong Industrial Zone and the resumption of tours of Mt. Kumgang.

South Korean Unification Minister Ryoo Kihl-jae sent the proposal to the DPRK around 4:05 p.m. local time after confirming the Panmunjom Red Thingy liaison channel was reopened by the DPRK, reported Yonhap.

The reply came hours after the DPRK proposed holding working- level contacts with South Korea in Kaesong on Sunday earlier in the day.

How did secret phone program help foil NYC plot?
The government's broad programs to collect U.S. phone records and Internet traffic helped disrupt a 2009 plot to bomb the New York City subways, a senior U.S. intelligence official said.

But the assertion raises as many questions as it answers because court testimony indicated the subway plot investigation began with an email.

Over the past days, The Guardian newspaper and The Washington Post have revealed classified documents showing how the National Security Agency sweeps up phone records and Internet data in its hunt for terrorists. Those programs have come under criticism from civil libertarians and some in Congress who say they were too broad and collected too much about innocent Americans.

In one of those programs, the NSA's collected daily records of millions of phone calls made and received by U.S. citizens not suspected of any wrongdoing.

On Thursday, Rep. Mike Rogers, R-Mich., who leads the House Intelligence Committee, credited that effort with thwarting a terrorism plot. But he did not elaborate.

The senior U.S. intelligence official who asserted Friday that the phone records program together with other technical intercepts thwarted the subway plot would not provide other details. The official was not authorized to discuss the plot publicly and requested anonymity.

Afghan-American Najibullah Zazi pleaded guilty in the 2009 plot, saying he had been recruited by al-Qaida in Pakistan.

On Thursday, Americans learned that since 2007 the National Security Agency (NSA) has operated a top-secret program called PRISM that vacuums up the actual contents--not just so-called metadata, as with the National Security Agency’s phone record collections--of emails, video and voice chat, photos, Skype calls, web chats, videos, file transfers, and social networking communications.

But as the Post notes, “NSA routinely collects a great deal of American content.” Such capturing of Americans’ content is “incidental,” claims the government. But the NSA’s laxity in determining whether a target is foreign or domestic is alarming. NSA agents merely enter a series of keywords and determine a 51% confidence in a target’s “foreignness” before moving forward.

in a vast anti-terror sweep targeting foreigners, explosive reports said Thursday.

Stung by a dizzying 24 hours of revelations on covert programs, the top US spy James Clapper slammed disclosure of information about the scheme, and warned that leaks about a separate program to mine domestic phone records hurt US national security.

The White House, meanwhile, facing a fast-escalating controversy over the scale and scope of secret surveillance programs, denied spying on Americans but insisted it must use every tool available to keep the US homeland safe.

The Washington Post, citing a career intelligence officer, said the National Security Agency (NSA) had direct access to Internet firm servers, to track an individual's web presence via audio, video, photographs and emails.

Some of the biggest firms in Silicon Valley were caught up in the program, known as PRISM, including Microsoft, Yahoo, Google, Facebook, Apple, PalTalk, AOL, Skype and YouTube, the reports said.

Internet giants however denied opening their doors for US spy agencies.

In response to the reports, also carried by Britannia's Guardian newspaper, the White House said Americans were not being spied on, but did not deny the program existed.

Congress recently reauthorised the program under Section 702 of the Foreign Intelligence Surveillance Act "after extensive hearings and debate," the official added.

Claims of the Internet spy operation broke as Washington reeled from a Guardian newspaper report on Wednesday detailing an apparent operation by the NSA to capture millions of domestic phone records.

The American Civil Liberties Union branded the program, authorised by a top secret court order, as "beyond Orwellian."

A majority of listed landline telephone numbers of more than 100 cop shoppes in 18 towns of the city are currently not working. When any telephone number is dead or not listed, Pakistain Telecommunication Company Limited (PTCL) automated voice system informs the caller. According to the PTCL telephone inquiry-1217 service, the telephones of many Karachi cop shoppes are dead.

Indian government eavesdropping 'chilling': rights group

The Central Monitoring System was announced in parliament late last year and is a so-called "single window" allowing Indian state bodies such as the National Investigation Agency or tax authorities to monitor communications.

New York-based Human Rights Watch demanded a full public debate about "the intended use of the system before proceeding" as the monitoring was created without parliamentary approval.

Russia to ship S-300 to Syria
Moscow said it was being forced to send the S-300 system to Syria's president to prevent Western "hotheads" from intervening in the country's civil war.

It came after Britain succeeded in persuading the European Union not to renew an embargo on supplying weapons to Syria's opposition forces. William Hague, the Foreign Secretary, said the late night deal meant Britain could begin arming the rebels from now.

However, the move sparked fury in Russia, which has been implacably opposed to Western efforts to unseat Mr Assad. Sergei Lavrov, the Russian foreign minister, said it could amount to a violation of international law.

"In essence, this is an illegitimate decision and principle - to seriously discuss at an official level the theme of delivering or not delivering weapons to non-state parties contradicts all norms of international law," he said.

Sergei Ryabkov, Mr Lavrov's deputy, declared the EU's decision would force Russia to ship a sophisticated air defence system to Mr Assad's regime.

"I can only say that we are going ahead with it," Mr Ryabkov said. "We believe that such steps go a long way to restraining some 'hot-heads' from exploring scenarios in which this conflict could be given an international character with participation of outside forces."

Syria’s government criticised the announcement, denouncing it as an “obstruction” to peace efforts.

As fears grew of an arms race in the region, Israel added to the growing sense of escalation by saying it would not stand by while the S-300 missiles were deployed.

"As far as we are concerned, that is a threat," Moshe Yaalon, the Israeli defence minister, said. "At this stage I can't say there is an escalation. The shipments have not been sent on their way yet. And I hope that they will not be sent.

"If God forbid they do reach Syria, we will know what to do."

The EU arms embargo on supplying weapons to Syria's rebels had been in place since May 2011. It was due to be renewed at the end of this month, but it was allowed to lapse following late-night negotiations in Brussels on Monday. As part of the deal, Britain and France had apparently agreed to delay any arms shipments until August. However, Mr Hague insisted that Britain could begin supplying weapons much sooner.

"We have said we have made our own commitments that at this stage as we work for the Geneva conference we are not taking any decision to send any arms to anyone," he said. "But that is not related to a date of August 1.

Downing Street said the pledge to provide military support to rebels should help force the regime of Mr Assad to negotiate at an international conference due to open next month in Geneva.

"The prime minister's view is that it is right that we have the flexibility to respond if Assad's regime refused to negotiate. What we are doing is sending a signal, loud and clear, to the regime," a spokesman said.

The White House said that it backed the drive by Britain and France to ensure that Syrian rebels were capable of taking on the regime, which has launched an offensive to retake opposition territory in the run-up to an international peace conference next month.

However, Russia said the decision placed the peace conference - and particularly the Assad regime's participation in it - in serious jeopardy. Mr Ryabkov accused the EU of "double standards" while Mr Lavrov said a "whole range of activities" were being undertaken to disrupt the idea of convening the conference. The British Government's strong stance on arming the rebels came under rare criticism from the Labour Party, with Douglas Alexander calling for a promise that MPs would be given a say on shipments.

"Syria is awash with arms, and today it remains unclear how escalating the conflict with British-supplied weapons would help bring about a peaceful political transition after two years of increasing violence," he said.

Meanwhile the Syrian rebels said they were in danger of suffering catastrophic defeats if shipments were delayed until August or later. Any help that eventually comes from London or Paris would be too little, too late, Gen Salim Idris, the head of the Supreme Military Council said.

"We are very disappointed," he said. "They lift the arms embargo and I don't know what they are waiting for."

Russia Agrees to U.N. Statement Demanding Syria Allow Humanitarian Access to Qusayr

Miqati Urges End to 'Increasing Involvement' in Syrian Conflict
[An Nahar] Caretaker Prime Minister Najib Miqati on Friday urged the Lebanese parties to stop their intervention in the Syrian conflict and abide by Leb's so-called dissociation policy.

Philippines says still studying Golan pull out
The Philippines said Friday it was still studying whether to pull its UN peacekeeping force out of the Golan Heights, after the wounding of a Filipino soldier and the withdrawal of Austrian troops there. The Department of Foreign Affairs recommended last month to President Benigno Aquino that the Philippines withdraw because of security concerns, but presidential spokeswoman Abigail Valte said no decision had yet been made.

“The recommendation re (regarding) the deployment of forces is being studied as of the present time,” she said in a statement to AFP when asked on Friday about a decision.

Foreign affairs spokesman Raul Hernandez said the department’s position remained that the 341 Filipino troops should be pulled out. The department made its recommendation last month after Syrian rebels briefly held hostage four Filipino soldiers. The same group abducted 21 Filipino peacekeepers in March. All were released unharmed.

Security concerns in the area rose further this week as Syrian government and rebel fighters battled for a Golan Heights border crossing. A Filipino peacekeeper was wounded in the leg by shrapnel on Thursday and Austria, whose 377 troops make up the largest group in the UN contingent, announced it was withdrawing its men, throwing the force into disarray.

Philippine military chief General Emmanuel Bautista said on Friday the decision to pull out was up to the government, but his soldiers were prepared for the dangers.

“We can manage any risk, we have gone to areas where we exposed our people to combat,” he said, citing the Filipino troops who fought with the UN force in Korea in the 1950s.

“You can’t remove the risk. That is why we are there: to prevent conflict,” he told reporters.

Russia is ready to replace peacekeepers from Austria in the Golan Heights, President Vladimir Putin said on Thursday, after Vienna said it would recall its troops from a U.N. monitoring force due to worsening fighting in Syria.

Austria, whose peacekeepers account for about 380 of the 1,000-strong U.N. force observing a four-decade-old ceasefire between Syria and Israel, said it would pull out after intense clashes between Syrian government forces and rebels on the border.

“Given the complicated situation in the Golan Heights, we could replace the leaving Austrian contingent in this region on the border between Israeli troops and the Syrian army,” Putin said at a televised meeting with Russian military officers.

“But this will happen, of course, only if the regional powers show interest, and if the U.N. secretary general asks us to do so,” he said.

Russia, a long-time ally and arms supplier to Syrian President Bashar al-Assad, supposedly has been trying along with Western powers to bring the warring sides in Syria together into talks on a solution to the more than two-year-old conflict.

The U.N. Security Council will meet on Friday to discuss the Austrian withdrawal after anti-Assad rebels briefly seized the crossing between Israel and Syria, sending U.N. staff scurrying to bunkers before Syrian soldiers managed to push them back.

Pentagon uses advanced bunker buster bombs to destroy replica of underground facility as part of experiment whose results were relayed to friendly nations

The Pentagon has recently completed a series of field exercises on US soil as part of which a replica of an underground nuclear facility was destroyed, Yedioth Ahronoth reported Friday.

The tests were declared a resounding success having exceeded all expectations.

The results of the experiment were relayed to friendly nations with the aim of reassuring them as to the US's ability to destroy Iranian nuclear facilities in a single strike. It was also meant to convey that the US is serious in its intentions to attack Iran should circumstances allow it.

The experiment included the firing of several bunker buster bombs first introduced by the US Defense Department in July 2012. The GBU-57 B bomb is mounted on a B-2 bomber and as part of the experiment penetrated the underground facility's concrete ceilings.

The US has suggested it will manufacture only a limited amount of such bunker busters. Each bomb is estimated at $3.5 million and the overall cost of developing the new weapon was $500 million.

The size of the munition is six times greater than any other known bunker buster. It weighs 13 tons and its speed of penetration two times faster than the speed of sound at a rate of accuracy of five meters.

Senior US officers have recently stressed in meetings with counterparts in the region that US defense budget cuts will not affect preparations for an attack on Iran's nuclear facilities.

Under Secretary for Political Affairs Wendy Sherman told the Senate last month that the US will not spare efforts in undermining Iran's nuclear program. Her statements were reinforced by Secretary of State John Kerry who in a press conference with his German counterpart Guido Westerwelle said that Israel will do whatever its needs to protect itself. It was the first time a senior US official had publically discussed a potential Israeli strike so unreservedly.

Israel defense sources state that the most recent IAEA report showed that US sanctions have yet to discourage Tehran from going ahead with its nuclear program. They believe the upcoming elections will not change the situation.

A European foreign minister who recently visited Israel quoted a senior Israeli official in a foreign ministers conference. The Iranians, the Israeli official had said, do not believe Israeli and US threats to strike Iranian nuclear facilities but are mistaken.

#3  Winky is quite right. This is the envy of Tony Suprano and a Kathleen Sabelius money raising scheme on steroids. As an IT provider, you either play along or you are properly fok'd. Champ's regime controls the main stream media, now he controls the internets...under the guise of security against "terrorists threats". All of this taking place whilst the Chinese hack away at our national defense infrastructure with a virtual free hand. I am not at all certain we can recover from this. It seems every day brings a new crisis.

Ralph Peters was on the nuus last evening defending the intelligence community and his old colleague General Keith Alexander. Ralph is a great American, but I'm not certain he is aware of just how invasive the tracking of cellie signal "meta-data" can become. Holder's rather evasive response to congress about the tracking of congressional fone calls was also revealing.

We are at a crossroads with these bastids.
