Discord on intra-Afghan talks, truce hold up deal in Doha

Apparently, disagreements on a timetable for the withdrawal of foreign troops and counter-terrorism measures are preventing the two sides from reaching a final agreement. The Taliban are also refusing to hold face-to-face talks with the US-backed government in Kabul.

"Just finished a marathon round of talks with the Taliban in Doha. The conditions for peace have improved. It’s clear all sides want to end the war. Despite ups and downs, we kept things on track and made real strides," Ambassador Khalilzad wrote.

In a series of tweets on Tuesday, the veteran diplomat, who is heading Washington’s efforts for reconciliation in Afghanistan, also underlined the issues that are preventing the two sides from concluding a final deal.

"Peace requires agreement on four issues: counter-terrorism assurances, troop withdrawal, intra-Afghan dialogue, and a comprehensive ceasefire," he wrote.

Mr Khalilzad recalled that in January the US and Taliban delegates had "agreed in principle" on these four elements. "We’re now ’agreed in draft’ on the first two," he added.

"When the agreement in draft about a withdrawal timeline and effective counter-terrorism measures is finalised, the Taliban and other Afghans, including the government, will begin intra-Afghan negotiations on a political settlement and comprehensive ceasefire," he wrote.

Deputy UNSMIL head and Libyan PC member discuss UAE meeting's outcome
[Libya Observer] The Presidential Council's member Abdelsalam Kajman has met with the Deputy Head for political affairs of the UNSMIL Stephanie Williams and urged to separate any upcoming political agreement from the stability and security of the Libyan people, calling for having all parties participate in this line of policy.

Kajman said in the Tuesday meeting that the Presidential Council supports the UNSMIL's efforts to find a political solution to the crisis.

The two also discussed the current state of affairs in the south and the repercussions of the latest military escalation.

Many Libyan observers say the latest meetings of Ghassan Salame and Williams aim to sell what was agreed on in the UAE.

They also fear that that the meeting was a way to share power which could trigger a civil war as many western gangs reject Haftar.

The member of the High Council of State Abdelrahman al-Shater said he was disappointed by the meeting with EU ambassadors on Tuesday, saying on Twitter that they had rejected to reveal any of the UAE meeting's details and that their message was "you must agree on the UAE meeting's outcome."

"I call on al-Sirraj to tell the Libyan people what happened in the UAE meeting." He added.

Malta seizes control of Libyan Islamic Center in Valletta over financial debts
[Libya Observer] Malta has seized control of the Valletta-based Libyan Islamic Center of the Islamic Dawa Community in the country as it failed to pay financial dues for over 4 years, media sources reported.

The sources added that the move of the Maltese government is prompted by the community's corrupted bodies which led to freezing its bank accounts and the delay of money transfers to its overseas offices.

The sources added that the Libyan Islamic Center in Malta is very pivotal and one of the oldest schools for Arab and Moslem communities.

The Islamic Dawa Community blamed the Libyan Foreign Bank for the seizure of its properties abroad.

It called on the Presidential Council to stop the hindering stance taken by the Libyan Foreign Bank and order it to unfreeze its assets so it doesn't lose its overseas activities.

and discussed the latest developments in the country, Haftar's general command media office reported.

Local media outlets loyal to Haftar said the visit of Salame to Rajma came upon the invitation of Haftar.

On February 18, Haftar and Salame met and discussed the situation in southern Libya, Derna, and the preparations for the Libyan National Conference.

During a meeting for Salame with EU ambassadors in Libya, they expressed support for the UNSMIL efforts for political solution in Libya.

Two days ago, Salame said the National Conference would be held in less than a month, while a Libyan official cited Presidential Council sources as saying that the conference will be held in Ghadames city on March 24, adding that it could adopt the agreements made at the UAE meeting.

Germany: Migrant Crimes Concealed to ‘Avoid Stirring Up Prejudice'
[Breitbart] Authorities in a district of rural Germany covered up a long list list of asylum seeker crimes including rape, assault, and child sex abuse so as not to "stir up prejudice", it has been alleged.

Internal police figures revealed 117 criminal offences took place at refugee housing in Boostedt, northern Germany, during the last three months, and that third world migrants housed in other accommodation in the municipality were listed as suspects in a further 23 crimes.

But officers neglected to announce the incidents after orders from the Interior Ministry instructed police that "active" notifications from the force’s press office on potential migrant involvement in crimes would be "irresponsible", and likely to "stir up prejudice", local media reports.

Govt decides to amend anti-money laundering law with stricter punishments
[DAWN] A high-level meeting chaired by Prime Minister Imran Khan

on Wednesday decided to amend the Anti-Money Laundering (AML) Act, 2010, with stricter punishments to be imposed in an effort to bring individuals involved in money laundering to book.

The meeting discussed the legal and administrative steps taken for prevention of money laundering and the achievements so far in that regard.

Law Minister Farogh Naseem briefed the meeting about the amendments made in the Foreign Exchange Regulations Act (FERA), 1947, AML Act, 2010, and the ATA, 1997, to make money laundering laws more effective.

As per the amendment proposed for the AML Act, the punishment for money laundering crimes will be increased to up to 10 years' imprisonment while the fine will be increased to Rs5 million.

China at UN delays bid to blacklist JeM leader Masood Azhar

It was the third time that the UN Security Council was considering a resolution to put Azhar on the UN sanctions blacklist, which would subject him to a global travel ban and assets freeze.

China has twice blocked -- in 2016 and 2017 -- attempts to impose sanctions on the JeM chief. The group itself was added to the terror list in 2001.

In a note sent to the council, China said it needed more time to examine the sanctions request targeting Azhar, diplomats said.

India claims that JeM has claimed the credit for the February 14 attack in Indian-Indian Kashmiree that killed 40 Indian troops.

But Foreign Minister Shah Mehmood Wormtongue Qureshi also recently denied in a television interview that JeM had grabbed credit for the suicide kaboom.

India and Pakistain carried out air raids last month on their disputed Kashmire frontier in festivities that sent tensions soaring between the nuclear-armed countries.

India on February 26 claimed to have staged an air strike on a camp inside Pakistain that it said belonged to JeM, but Islamabad denied that any such facility had been targeted. The broadcaster reports that a second minor suspected of direct involvement in hurling the Molotov cocktail will be brought before the Jerusalem Magistrate’s Court later today for a hearing on extending his remand as well.

Police closed the Temple Mount yesterday following the incident, drawing condemnations from Paleostinians and threatening to escalate recent tensions surrounding the flashpoint holy site.

The Temple Mount, which houses the al-Aqsa Mosque, was reopened to worshipers this morning.

IDF: Hezbollah Head Of Golan Operations Murdered U.S. Troops In Iraq

"The Hezbollah terrorist organization has begun an attempt to establish and entrench a covert force in the Syrian Golan Heights that is designed to act against Israel when given the order," the IDF said on Tuesday.

According to the IDF, the network ‐ called "The Golan Project" ‐ is currently in its initial stages of establishment and recruitment and is not yet operational.

It is led by senior Hezbollah commander Ali Mussa Daqduq, who spent five years in an Iraqi prison for a 2007 attack that killed five American soldiers in the Karbala Governorate. He was released in 2012, went back to Leb and was sent to Syria this past summer to establish the Golan terror network.

Other senior Hezbollah operatives involved in the clandestine project have been identified by the IDF as Bashar and Ismail Mustafa, Talal Hassoun and Fahim Abu Qais.

According to senior intelligence officers in the IDF’s Northern Command, Hezbollah’s Golan Project began in the summer following the reconquering of the Syrian Golan by regime troops.

All actions of operatives are compartmentalized and kept secret from each other and the local population to advance their project without the regime knowing.

"Hezbollah is taking advantage of the fact that Assad is busy in the north of the country and that villagers in the Syrian Golan need the money," the senior officers said, stressing that "if Assad is serious then he has to have full control and know what is happening in his territory."

The Hezbollah forces of Evil are currently focusing on familiarizing themselves with the Syrian Golan Heights and on gathering intelligence on Israel and the border area. They are also working to establish intelligence gathering capabilities against Israel, operating from civilian observation posts and regime military positions near the border.

The Golan Project has its headquarters in Damascus and the Lebanese capital of Beirut, and there are tens of operatives operating in the Syrian towns of Hader, Quneitra and Erneh who collect intelligence on Israel and military movement on the Israeli Golan Heights.

"The proximity of these communities to Israel is what allows the operatives to conduct observations continuously and without revealing their true goal ‐ to convey information about the regular activities of our forces to Hezbollah and the leaders of the network," the military said.

According to the senior officers, the operatives have weaponry available from the civil war and if needed, will receive additional weaponry from Leb or existing arsenals kept by Hezbollah and Iran in Syria.

While some of the operatives have taken part in attacks against Israel in the past, other local Syrian villagers joined for financial reasons. A portion of the operatives have undergone training by Hezbollah in sabotage, sharpshooting and firing Grad rockets

"The Northern Command and the 210th Division have identified the enemy’s movements and are acting to strengthen the security response at the border by strengthening intelligence gathering capabilities, fire capabilities and are defending the sector with increased forces," said Brig.-Gen. According to Fisher, IDF troops "are operating overtly and covertly to locate the enemy, force them away from the border and ensure security near the border."

Last week, Syrian media reported that the IDF shelled Hader, and a similar incident occurred on February 11 with local Syrian media reporting that the IDF shelled a position in the city of Quneitra.

Prime Minister and Defense Minister Benjamin Netanyahu later admitted that the IDF had struck positions in Syria’s Quneitra district in February, stating that Israel is "operating every day, including yesterday, against Iran and its attempts to establish its presence in the area."

Senior officials later admitted that the shelling targeted Iranian-backed Shi’ite bandidos turbans who were trying to set up a base of operations near the Israeli Golan Heights.

Israel captured the Golan Heights, some 1,200 square kilometers, from Syria during the Six Day War in 1967 and unilaterally annexed it in 1981. The 1974 ceasefire accord signed following the Yom Kippur War the previous year established a buffer zone between the two enemy countries. It was patrolled by UN troops until peacekeepers were kidnapped by Syrian rebels 2014.

Syrian troops recaptured southern Syria seven years after losing the area to rebel groups and returned to its positions along with Hezbollah operatives. Both UN peacekeepers and Russian military police have been deployed along the Golan Heights border.

"We hold the Syrian Regime as the sovereign its territory and expect it to honor the terms of the 1974 Separation of Forces Agreement," the military said on Tuesday, adding that "we expect it to prevent any hostile elements, including Hezbollah, from operating out of its territory. The IDF will not allow any attempt by Hezbollah to entrench itself near the border and we will act with all our might to force this terrorist organization out of the Golan Heights and ensure the stability of the region."

After Hezbollah cell in Syria exposed, PM says it’s the ‘tip of the iceberg’

[IsraelTimes] Prime Minister Benjamin Netanyahu issued a warning to Iran and Hezbollah that "Israel knows what you’re doing, Israel knows where you’re doing it," hours after Israel announced it had uncovered a terror cell in the Syrian Golan Heights.

The Hezbollah cell is "just the tip of the iceberg," Netanyahu, who also serves as defense minister, said on Wednesday.

"This morning Israel exposed a Hezbollah terror network on the Golan Heights. Hezbollah is a terror organization. It’s a proxy of Iran. It does Iran’s bidding and this terror network is part of Iran’s aggression against Israel," Netanyahu said in a video statement.

"So I have a clear message for Iran and for Hezbollah," he added. "Israel knows what you’re doing, Israel knows where you’re doing it. What we’ve uncovered today is just the tip of the iceberg. We know a lot more."

He warned: “Israel will continue to do all that’s necessary to defend itself. We will continue to use all means, overt and covert, to block Iran’s effort to use Syria, Lebanon and Gaza as forward bases for attacking Israel.”

State Dept. no longer using phrase 'occupied territories' for Golan, West Bank, Gaza
[Jpost] The US State Department has erased the word "occupation" from its description of the Golan Heights and the Paleostinian territories in its annual Country Reports on Human Rights Practices, which it published on Wednesday.

Last year, it referred to the areas as "occupied" by Israel; now, it speaks of them as under Israeli "control."

The change began gradually two years ago, when the State Department replaced the country designation of "Israel and the occupied territories" with "Israel, Golan Heights, West Bank and Gazoo."

Within the 2017 report itself, however, the State Department last year still used the word "occupation" but much more sparingly. In 2016, the report referred to the occupied territories, and in 2017 it spoke of the Paleostinian territories.

This year, the 2018 Country Reports on Human Rights Practices made no mention of the word "occupation" at all.

At a Wednesday State Department presser in Washington about the report, Michael Kozak from the Bureau of Democracy, Human Rights and Labor downplayed the move.

"My understanding is that there is no change in our outlook or our policy vis-à-vis the territories and the need for a negotiated settlement there," Kozak said.

A news hound pressed him on the point: "You no longer consider the West Bank to be occupied?"

"No. I said that our policy on the status has not changed. That is my understanding. We decided not to use the term in the reports because it is not a human rights

term and it was distracting," Kozak said.

The linguistic change was made by the regional bureau of the Office of the Legal Adviser, Kozak said.

"What we’re trying to do is report on the human rights situation in those territories.... You’re just trying to find a way of describing the place that you are reporting on. ’Occupied territory’ has a legal meaning to it. What they tried to do was shift more to just a geographic description. So we said Israel, Golan, West Bank, Gazoo and Jerusalem."

"It’s a complicated report because there are sometimes multiple authorities who have authority over people in particular parts of that territory. So it’s a very complicated one to write," Kozak said.

Prof. Eugene Kontorovich, director of international law at the Jerusalem-based Kohelet Policy Forum said, "This is a massive change in how America relates to the conflict. It is coming to understand that while Israel and the Paleostinians have a dispute, international law does not provide the answers to that dispute. The report, also for the first time, expresses skepticism at the claims and submissions of anti-Israel groups, whose poorly documented allegations have previously been accepted as gospel."

Satellites indicate new missile factory in Syria
[Ynet] Images analyzed by Israeli intelligence firm ISI seem to indicate that Iran is constructing an advanced missiles factory in Syria; site shows pattern similar to other missile sites.

Satellite images taken by Israeli intelligence firm ISI on Tuesday seem to confirm suspicions that a missile factory is being constructed in the Syrian town of Safita, east of Tartus on the Mediterranean coast.

The images show a secured site surrounded by a fence, vehicles, three hangars and a newly built water tower. "The building components and patterns of activity in and around the compound strengthen the probability that this is a missile manufacturing plant," ISI's intelligence report said. It is however not possible to determine with certainty whether this is an Iranian site.

According to the report, buses and private vehicles were identified in recent months at the entrance to the suspect site, east of the port city of Tartus. The workers at the site come and go in patters consistent with military installations. The water tower, clearly discernible in the images, indicates that it was built only recently.

These findings prove that the compound is already active and is in development stages. However,
denial ain't just a river in Egypt...
it appears that the site does not produce missile engines and warheads, since no protected structures were identified in the compound. The same building patterns seen at the site, according to the report, are also seen in other sites with an identical purpose, such as the missile manufacturing plant in the city of Khojir in Iran.

The compound contains three main hangars, which resemble large industrial structures. It is possible that two of them are used for production lines and the third is intended for the assembly of the missiles.

In a dirt area about 500 meters from the site, ISI intelligence personnel identified marks on the ground, apparently created by heavy vehicles. "In our assessment, the tire prints are not related to the activity of quarries operating in the area," it says.

Fox News reported in October that western intelligence agencies believe that Iran transferred to Hezbollah technology to improve the precision of missiles, a matter which Israel views gravely.
Update from The Jerusalem Post at 6:40 p.m.
The factory is being built in the town of Safita, some eight kilometers from the border with Leb in an area controlled by the Syrian regime and in the vicinity of Russian SAM (surface-to-air missile) deployment.

According to ISI, the compound is similar to a factory used for producing surface-to-surface missiles (SSMs) in Iran's Khojir.

"The construction patterns, the compound location and the activity signs at the compound and its region, increase the probability that this is a missile manufacturing site," (ISI) said, adding that "if this site is indeed related to SSM manufacturing it is possible that the two hangers include production line and the third is for manufacture or assembly."

The firm identified marks some 500 meters from the site, "probably created by the activity of heavy vehicles such as SSM launchers," ISI said.

Last month, Israel’s Channel 12 reported that Iran was operating a precision missile factory built on the outskirts of Latakia near the Russian Khmeimim Air Force base with the help of the Syrian government and Hezbollah. ISI said that it could not confirm the report.

In late August, satellite images taken by ISI of an area of northwestern Syria revealed the establishment of another Iranian SSM factory, which may house weapons capable of striking Israel.

The images purportedly show evidence which suggest that Iran is continuing to build various facilities related to the development and production of SSMs in the area of Wadi Jahannam near Baniyas.
