28,500 Children Killed in Past 16 Years in Afghanistan: UNICEF

UNICEF says the number of children killed in Afghanistan in the past 16 years accounts for 27 percent of all verified child casualties around the world.

Over 28,000 children have been killed in conflicts since 2005 in Afghanistan, the United Nations Children’s Fun (UNICEF) said on Friday in a press release.

According to UNICEF, Afghanistan has the highest number of verified child casualties since 2005: "Afghanistan, for example, has the highest number of verified child casualties since 2005, at more than 28,500 — accounting for 27 percent of all verified child casualties globally," the press release reads.

Afghanistan, Yemen, Syria and northern Ethiopia are the places where children have paid a devastating price as armed conflict, inter-communal violence and insecurity continued, UNICEF said.

"Year after year, parties to conflict continue to demonstrate a dreadful disregard for the rights and wellbeing of children," said UNICEF Executive Director Henrietta Fore. "Children are suffering, and children are dying because of this callousness. Every effort should be made to keep these children safe from harm."

According to the statement, the UN has verified 266,000 cases of grave violations against children in more than 30 conflict situations across Africa, Asia, the Middle East and Latin America over the past 16 years. The statement says these are only the cases verified by UN-led monitoring and reporting mechanisms, meaning that the true figures may be far higher.

UNICEF says that so far there is no data available about grave violations against children in 2021, but in 2020, 26,425 grave violations against children were verified by the UN.

UNICEF has called on "all parties to conflict" to take concrete measures to protect children.

"Ultimately, children living through war will only be safe when parties to conflict take concrete action to protect them and stop committing grave violations," said Fore. "As we approach the end of 2021, I call on all parties to conflict to end attacks against children, uphold their rights and strive for peaceful political resolutions to war."

Meanwhile, the Associated Press reported that in western Afghanistan a father sold his 10-year-old daughter into marriage without telling her mother to feed his five-member family.

Aziz Gul, the girl's mother, described her despair at learning the news: "My heart stopped beating. I wished I could have died at that time, but maybe God didn't want me to die."

Gul rallied her brother and village elders and with their help secured a "divorce" for Qandi, on condition she repays the 100,000 afghanis (about $1,000) her husband received, AP reported.

Turkey: Military and Maritime Agreements With Libya Still Valid
[LIBYAREVIEW] Ottoman Turkish presidential Spokesman, Ibrahim Kalin, claimed that the maritime and military agreements signed with the outgoing Libyan Government of National Accord (GNA) are still valid.

’s Anadolu Agency, Kalin said that his country will continue to support the political process in Libya, including the elections.

"Ankara has provided the necessary proposals to hold the elections on time, but the conditions were not favorable and they the elections have been postponed," the Ottoman Turkish presidential Spokesman said.

"Turkey will continue to stand by the Libyan people and government, wether in terms of security, support for the political process or rebuilding infrastructure," he added.

Kalin also expressed his hope to announce soon the new political process within a good timetable and a transparent roadmap, without causing any tension or conflict.

In 2019, the GNA and Turkey signed two agreements on military cooperation and maritime boundaries in the Mediterranean Sea. The military agreement aims at ensuring protection of Turkey’s interests in Libya, strengthening ties between the two countries and allowing Ankara’s direct intervention in the North African country. It also allowed for Ottoman Turkish troops to be sent to Libya at the request of the Libyan government.

Earlier, Kalin said the continued Ottoman Turkish military presence in Libya will help support political stability and security in the country. "We are there as a force of stability and to help the Libyan people. And our priority as far as security is concerned is to help the Libyans establish their united Libyan National Army (LNA)," he affirmed.

Last month, the Greek Minister of Foreign Affairs, Nikos Dendias, said that Turkey is the common denominator which threatens the stability in the Eastern Mediterranean region, accusing it of exploiting the migrant crisis as a lever to apply geopolitical pressure.

"Unfortunately the common denominator of many of the challenges that we face in this region...is our neighbor Turkey," Dendias said at a meeting in Athens with the Foreign Ministers of La Belle France, Egypt and Cyprus, Jean-Yves Le Drian, Sameh Shoukry and Nikos Christodoulides.

Relations between Greece and Libya also deteriorated in November 2019 to their lowest point in years. Libya’s GNA had signed a controversial memorandum of understanding (MoU) with Turkey on the delimitation of maritime zones in the eastern Mediterranean.

Expert: Libyan PM Not Legally Entitled To Perform Duties
[LIBYAREVIEW] Salem al-Alem, a Libyan constitutional expert, said that the interim Prime Minister of the Government of National Unity (GNU), Abdelhamid al-Dbaiba, is in a grave position as he is not legally entitled to perform his duties, while he is still a candidate in the country’s delayed presidential elections, which have not yet been cancelled.

In press statements, the Libyan expert added that al-Dbaiba has the right to return back to his position only after withdrawing his candidacy, however this did not occur.

Therefore, al-Dbaiba’s chairing of the GNU’s Cabinet meeting last Thursday was a legal violation.

Al-Alem pointed out that al-Dbaiba should be held accountable, as all tasks assigned to him, according to the outcomes of Geneva peace talks, have not been achieved.

The constitutional expert pointed out that there is no vacuum in the government, as al-Dbaiba can be replaced by another person according to the law.

Notably, Libya’s interim Prime Minister led a Cabinet meeting on Thursday, marking his return to the post despite concerns that postponement of the country’s presidential election could jeopardize his position.

The parliamentary committee charged with overseeing the elections on Monday called for a reshuffle of al-Dbaiba’s interim government, and said it would be too risky to fix a new date for the ballot.

Libya's Finance Ministry Accused of 'illegally' Transferring Large Funds to Entities
[LIBYAREVIEW] On Saturday, the Libyan Attorney General, al-Siddiq al-Sour, called on the Ministry of Finance to provide the Public Prosecution with the reasons for transferring large amounts of money to various entities funded by the state’s Public Treasury beyond the budget items.

In a statement, the Attorney General demanded those in charge of the Finance Ministry to clarify the reasons for transferring more than 4 million Libyan dinars to the National Anti-Corruption Commission (NACC), which is an off-balance sheet item.

He also demanded to know the reasons for transferring funds to the Libyan Media Centre for Studies and Consultations in Cairo, and an indication on whether this transfer was made in accordance with the Financial Law and the Budget bylaw in 2021.

The Attorney General urged the Finance Ministry’s Officials to abide by the work of the regulatory bodies, including the NACC, and to empower its members to detect and investigate crimes and violations.

Notably, al-Sour ordered the arrest of the NACC Head, Noman al-Sheikh in July, and the NACC’s agent, Amr Qadqud following corruption charges.

Al-Sheikh was accused of personal profiteering through the NACC. This includes checks and transactions from the commission’s account to his personal account and the accounts of his family members, with some exceeding 200,000 Libyan dinars.

On Wednesday, Libya’s Attorney General ordered the detainment of the Minister of Culture, Mabrouka Touki, on allegations of corruption.

This comes a week after Libya’s Education Minister, Moussa al-Megarief, was also arrested, as part of an inquiry into a lack of schoolbooks.

She also faces charges related to a contract for maintenance works on Ministry buildings, which had already been refurbished last year.

Libyan Parliamentary Committee Denounces PM's Statements on Women
[LIBYAREVIEW] The Youth, Labour, and Social Affairs Committee of the Libyan Parliament strongly condemned the comments made by the Prime Minister of the Government of National Unity (GNU), Abdel-Hamid Dbaiba on unmarried Libyan women.

In a statement, the committee demanded that the PM apologize for insulting women, and describing them as commodities. It condemned such "irresponsible statements. It is not surprising that they were issued by him after he violated his moral commitment when he nominated himself for the presidency, although he pledged not to run."

"We assure Libyan women that society has been able to give them the right to lead," the statement read.

The committee added that Libyan women’s aspirations go beyond marriage, cooking, and homemaking, adding: "encouraging her to participate in elections and national political institutions is a duty."

The committee pointed out that Libyan women have made great gains in recent decades. It called on Dbaiba and the GNU to preserve the high position guaranteed to them by local legislation, and international conventions.

On Wednesday, the PM said he wanted to "revitalise the market" for unmarried women to make the prospect of marriage more lucrative, during a ceremony to distribute cheques for his marriage support grant in Tripoli

The comments provoked outrage on social media, with the hashtag "Libyan women are citizens, not commodities" becoming a trending topic. Dbaiba was accused of insinuating that women were only desirable as marriage prospects.

In a televised presser on Thursday, he refused to apologise and defended himself against widespread criticism, which he claimed came from "those dwelling outside Libya" and those "unacquainted" with Libyan culture and language.

"The Prime Minister should act as a role model for the people," members of the Libyan Women’s Platform for Peace (LWPP) said. The organization pushes for women’s participation in the country’s political process.

Iraq pockets over $7 billion in December oil sales: ministry

[Rudaw] Iraq pocketed more than seven billion dollars from oil sales in December, the ministry announced on Saturday, noting a slight fall in revenues compared to the month before.

Iraq exported 101.5 million barrels of oil in December, with an average daily exports of 3.27 million barrels, the oil ministry said.

The exports brought in $7.37 billion, selling at over $72 per barrel, it added.

The Iraqi government is dependent on oil revenues to cover its costs and pay the salaries of civil servants. Record low oil prices during the pandemic last year caused a financial crisis in Iraq, but a recent boost in oil markets and the central bank’s decision in December to devalue the dinar against the dollar have eased the crisis.

A source from the Iraqi Central Bank last month told the country’s state newspaper that the bank’s reserves have increased from $51.9 to $64 billion "due to a rise in the oil markets."

In November, Iraq exported over 98 million oil barrels, pocketing over $7.59 billion. In October, it increased exports by more than four million compared to the month before.

Secretary-General of Asa'ib Ahl al-Haq: the ''resistance'' will force the Americans to leave Iraq
[SHAFAQ] The Secretary-General of Asa'ib Ahl al-Haq, Qais Khazali, confirmed on Saturday that the "resistance" would force the American occupation to leave Iraq.

On the anniversary of the liquidation of the Commander of Iran's Revolutionary Guards, and the Iraqi leader Abu Mahdi al-Muhandis Khazali said, "the sons of the Resistance® are ready to teach you more lessons, and they will force the American occupation to leave Iraq."

Addressing the U.S. forces in Iraq, he added, "You have to understand well that these people (Iraqis) cannot accept the occupation," noting that "the lessons that the heroes of the resistance in Iraq addressed to you are a message to expel them (foreign forces) from Iraq."

Soleimani, head of an elite overseas unit of Iran's Revolutionary Guards, was killed along with Iraqi leader Abu Mahdi al-Muhandis on January 3, 2020, in a U.S. dronezap on his convoy at Baghdad airport.

Washington had accused Soleimani of criminal masterminding attacks by Iranian-aligned "militias" on U.S. forces in the region. His killing took U.S.-Iranian hostilities into uncharted waters and stoked concern about a major conflagration.

Today, Supporters of Popular Mobilization Forces (PMF) gathered, on Saturday, in central Baghdad commemorating the second anniversary of the liquidation of the Iranian Quds Force commander Qassem Soleimani
and the PMF leader Abu Mahdi al-Muhandis.

Hadi al-Amiri, the head of the al-Fateh Alliance, Faleh al-Fayyad, the head of the Popular Mobilization Authority, participated in the gathering with other prominent leaders of the Shiite Factions.

Islamic Jihad threatens Israel as hunger-striking detainee reported in critical condition

The detainee, Hisham Abu Hawwash, has been on a hunger strike for 138 days in protest of his administrative detention.

The Palestinian Islamic Jihad (PIJ) organization warned over the weekend that if a Palestinian administrative detainee who is on hunger strike dies it would consider his death an "assassination" by Israel.

The detainee, Hisham Abu Hawash, has been on hunger strike for 138 days in protest of his administrative detention. He was recently transferred to the Shamir Medical Center (Assaf Harofeh), where he is reported to be in critical condition. Abu Hawash has been held in administrative detention since October 2020.



PIJ Secretary-General Ziyad al-Nakhala threatened that if Abu Hawash dies, his organization would consider the death an assassination and respond accordingly.

A PIJ statement issued in the Gaza Strip claimed that Abu Hawash was "being subjected to a process of assassination."

"All options are open and on the table in case the occupation continues its procrastination and evasion of responsibility," the statement cautioned.

A PIJ-affiliated armed group called the Jenin Brigades in the West Bank threatened that Israel would pay a heavy price if the prisoner dies. The group announced a "state of general mobilization" among its members, saying it was ready for retaliation.

Palestinian Authority Prime Minister Mohammad Shtayyeh on Saturday called on Israel to release the detainee. "Abu Hawash is in critical condition and we hold the occupation authorities fully responsible for his life," he said.

On Friday, a delegation from the PA Health Ministry visited Abu Hawash at the hospital and found that his health condition was seriously dangerous as he suffers blurry vision, significant muscular atrophy and inability to move and talk, the ministry said in a statement.

The ministry said that it had reached out to international human rights organizations to demand that Abu Hawash be moved to a Palestinian hospital after the serious deterioration in his health condition.
