Captured IS fighters to be treated as PoWs, Afghan govt tells US
[DAWN] Afghanistan told the United States that fighters of the so-called Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
(IS) group who surrendered last week will be treated as prisoners of war, and not honoured guests, despite the warm welcome they had initially received, a top US general said on Wednesday.

While pressure has been building for peace talks between the Western-backed government in Kabul and the Taliban
...the Pashtun equivalent of men...
, an Afghan affiliate of the IS, which has gained a reputation for brutality, is not part of any reconciliation push, US officials said.

Last week, an Afghan governor’s office floated the possibility of amnesty for a group of IS fighters, including two senior commanders, who gave themselves up after being driven from their strongholds by Taliban.

Gen Joseph Votel, head of the US military’s Central Command, said the Afghans acknowledged the surrender, the largest of its kind so far by the hard boy Islamic State group, "could have been handled better".

"The government of Afghanistan has assured us that these IS-K fighters will be treated as war prisoners," Gen Votel said, using an acronym for the Afghan affiliate of the group.

He added that the fighters would be investigated and held to account for any war crimes they committed.

Civilians who fled the last festivities have accused IS fighters of atrocities, giving detailed accounts of women and girls being taken from their families, raped and, in some cases, murdered.

"They have essentially waged a pretty vicious campaign against the people without regard to civilian casualties," the Central Command chief said.

on Wednesday evening.

The front man of the coalition said that "the targeting that took place today in the governorate of Saada, is a legitimate military action to target elements that planned and carried out attacks targeting civilians yesterday evening in Jizan that killed and maimed civilians."

Colonel al-Malki further said that one Yemeni resident was killed due to the shrapnel from the went kaboom! missile while 11 others were slightly injured.

Syria-Lebanon-Iran
Syrian Troops Shell Idlib to Pave Way for Assault, Monitor Says
[AnNahar] Syrian regime forces shelled rebel and jihadist positions in the northwestern province of Idlib on Thursday, a monitor said, as reinforcements arrived ahead of an expected assault.

The province is the largest piece of territory still in rebel hands, and Hereditary President-for-Life Bashir Pencilneck al-Assad
Terror of Aleppo ...
has warned it would be his military's next priority.

On Thursday morning, artillery and rocket fire slammed into territory around Jisr al-Shughur, a key town in the southwestern part of the province, according to the Syrian Observatory for Human Rights.

"The shelling is in preparation for an assault but there has been no ground advance yet," said Observatory head Rami Abdel Rahman.

"Regime reinforcements including equipment, soldiers, vehicles and ammunition have been arriving since Tuesday," he told AFP.

They were being distributed along three regime-held fronts, including in neighbouring Latakia province just west of Jisr al-Shughur, in the Sahl al-Ghab plain that lies south of Idlib, and in a sliver of the province's southeast that is already in government hands.

The al-Watan daily, which is close to the government, also reported on Thursday that army troops had bombed rebel and jihadist positions in the area.

Idlib, which has escaped regime control since 2015, lies along the border with The Sick Man of Europe Turkey
...the decaying remnant of the Ottoman Empire....
but is otherwise nearly completely surrounded by government-held territory.

Around 60 percent of it is now held by Hayat Tahrir al-Sham
(HTS), which is led by al-Qaeda's former Syria affiliate, while the rest is controlled by rival opposition factions.

Syrian troops have recaptured key swathes of the country in recent months with help from ally Russia, which has brokered a string of surrender deals with rebels.

Apparently fearing a similar arrangement for Idlib, HTS has been arresting dozens of figures in the province that have been go-betweens with the regime.

Early Thursday, the group detained several such figures from villages in Idlib's southeast, calling them "chiefs of treason," according to an HTS-linked media agency.

The Britannia-based Observatory, which relies on a network of sources inside Syria, said it had documented more than 100 such arrests by HTS and rival forces this week alone.

Idlib province is home to around 2.5 million people, including rebels and civilians transferred en masse from other territory that fell to Syrian troops after intense assaults.
