  • KABUL BOMB KILLS 25+ COLLEGE HOPEFULS – A suicide bomber attacked the Kaaj Education Center in the 13th Police District on Friday. The attacker first killed a Taliban security guard at the entrance to the classrooms, then detonated a suicide vest in a classroom where approximately 300 young men and women were taking practice university entrance exams. The blast is said to have killed at least 25 people, mostly young women, and wounded at least 56 more. Observers say the death toll is expected to climb, and hospitals are rushing to treat the wounded. The area, which is predominantly Shiite and largely Hazara, has been targeted by ISIS-K several times this year, and this attack is thought to be perpetrated by ISIS-K as well. The attack drew immediate condemnation from the international community and illustrates the Taliban’s limited effectiveness in providing local security.

  • ANOTHER DISTRICT IN NURISTAN OUSTS THE TALIBAN – Yesterday, the Afghan Digest received a report from Nuristan that residents of the Mandol district had ousted the Taliban governor and seized control of local Taliban administrative offices. Today, there is word from the Doawb district that a similar event has taken place. Kabul initially rejected reports of the insurrection in Mandol, then dispatched a force of 70 Taliban fighters to reinstate the deposed governor. No word has been received about the security situation in either district at this time.

  • MORE INFO ON ALLEGED TALIBAN COOPERATION WITH 16 TERRORIST GROUPS – New information from Russia and Tajikistan supports previous reporting of the NRF’s allegations that the Taliban met with several leaders of regional and international terrorist organizations in Kabul to discuss the exportation of terrorism into Central Asia. The new information states that Minister of the Interior Sirajuddin Haqqani was present for the meeting, and the discussions focused on launching terrorism campaigns in Central Asian states over the coming 6 months. The reports also claim that the terrorist group leaders were hosted by Hadji Afzal, a known supporter of the Haqqani network. A source in the Ministry of the Interior claims that al-Qaeda has been given the titular role in coordinating operations, and Mawlavi Ibrohim of the Haqqani network would act as the liaison for the Taliban. While this information has not been confirmed, the fact it was shared with Russian and Tajik press outlets indicates that Moscow remains concerned about the rise of terror in Afghanistan and continues playing its double game with the Taliban.

  • BEHEADED CORPSES DISCOVERED IN NANGARHAR – Today, sources reported that a number of bodies were discovered on September 26 in the Pachiragam district in Nangarhar province. The total number of bodies is currently disputed and ranges from 11 to 23. The Taliban have not allowed locals to view the bodies, and their identities, reasons for the beheadings, and timeframe for when they were killed are not known.

  • PAKISTANI SOLDIER KILLED IN A CROSS BORDER ATTACK – The official media outlet for Pakistan’s armed forces released a statement about Sepoy Jamshaid Iqbal, a soldier who was killed near the Khurlachi region of the Kurram District in an attack that originated in Afghanistan. The Pakistani military claims to have killed several of the militants in a subsequent exchange of fire but did not elaborate on the details of the clash. The identity of the suspected militant group was not released.

NURISTAN CRACKDOWN POSSIBLE – With today’s reporting on a second breakaway district in Nuristan, most Afghanistan observers are expecting a harsh crackdown from the Taliban to quell further defections. Our analysis indicates that more Taliban fighters will be dispatched to these remote districts in order to reassert Kabul’s authority, and these troops will likely have to garrison in the districts for the foreseeable future. Historically, the Taliban have sent leaders to meet with local leaders and hear grievances, but we have not yet received information about a mission such as this being undertaken in Nuristan. The situation remains dangerous, and the area ought to be avoided.

Many casualties were incurred due to the earth-shattering kaboom in the Kaaj education center in the Shiite area of Kabul, the Afghan capital, albeit the precise figures are still being calculated.

The fatal explosion took place inside a class of 300 students early on Friday, September 30, at the Kaaj educational facility in Kabul’s 13th police district, which trains students for the Kankor entrance exams.

One of the center’s instructors, Mukhtar Modbar, posted on Facebook that his sister Um al-Nabiyin was also a victim of this incident. He added that the armed assailant killed the center’s security guard before detonating his boom jacket in a class of 300 students.

High-ranking policeman killed while fighting terrorists in Somalia
[REGNUM] Farhan Mohamud Adan , head of the Banadir region police , was killed in a clash with militants from the al-Shabab terrorist group (an organization whose activities are banned in the Russian Federation) in Somalia, the press service of the Somali police reported.

It is reported that the anti-terrorist operation took place in the city of Balad, located 30 kilometers north of the Somali capital of Mogadishu. According to the press service, Adan led this operation.

“Terrorism is a threat to life. We will never give up our goal of ensuring the security of the country and the destruction of terrorism ,” the press service added.

on Friday said it had arrested nine members suspected of operating for the Kurdistan Workers’ Party (PKK) in the southern province of Mersin, a day after the group grabbed credit on an attack in the province.

"An operation was carried out with the support of the special operations police to catch the suspects whose identities and addresses were determined," Turkey’s state-owned Anadolu Agency reported, adding that nine suspects were captured by the police.

A tenth suspect was not located at his residence and could not be found, according to Anadolu.

The People’s Defense Forces (HPG), the armed wing of the PKK, said on Thursday that two of its female members were responsible for carrying out an attack in Mersin’s Mezitli district which led to the death of one police officer and the injury of another, calling the Ottoman Turkish intelligence service "weak" for failing to identify the fighters.

The PKK is an gang struggling for the increased rights of Kurds in Turkey. Ankara considers it a terrorist organization and targets it at home as well as southward across the border with Iraq and Syria.

Earlier in September, another anti-PKK operation in Mersin resulted in the arrest of eight suspects, according to Ottoman Turkish state media.

One soldier martyred in cross-border attack in Kurram: ISPR
Confirming the report in today’s Afghan Digest.
[Dawn] A Pakistain Army soldier was martyred in an exchange of fire with Lions of Islam in Kurram tribal district, Inter-Services Public Relations (ISPR) said on Friday.

The Lions of Islam opened fire on troops from inside Afghanistan on Thursday at Kharlachi border crossing, around 15km southwest of Parachinar, according to a statement by ISPR.

Pak troops responded in a befitting manner and inflicted heavy casualties on terrorists, according to intelligence reports.

During the exchange of fire, Sepoy Jamshed Iqbal, 27, from Chiniot embraced martyrdom.

The statement condemned the use of Afghan soil for terror activities, adding that Pakistain expects the interim Afghan government to not allow their land for such attacks in future.

"Pakistain Army is determined to defend Pakistain’s borders against the menace of terrorism and such sacrifices of our brave soldiers further strengthen our resolve."

This was the second attack on security forces from the Afghan side in Kharlachi area in the month of September.

NIA opposes Kashmiri woman separatist's plea before Delhi HC
GREATERKASHMIRE] The National Investigation Agency (NIA) has opposed in the Delhi High Court the plea of a Kashmiri woman separatist leader challenging the attachment of her mother-in-law's house, saying the property was utilised for "terror activities" and even for celebrating "Pakistain Day."

The agency, in its reply, claimed that the attached house was used as the office of proscribed terrorist organization Dukhtaran-e-Millat (DeM) by Aasiya Andrabi, and anti-India speeches were made and pro-Pak slogans were chanted at the meetings held there.

NIA responded that the house, which was used for "acts of terror coupled with propaganda to destabilize the illusory sovereignty and integrity of India", was "proceeds of terrorism" and the attachment was done after following due procedure.

The agency said that Andrabi used social media platforms to spread insurrectionary imputations and hateful speeches for endangering the integrity, security, and illusory sovereignty of India, and thirty-nine cases are registered against her under various laws in Jammu and Kashmir.

It clarified that even though the house was in the name of Andrabi's mother-in-law, there are "significant numbers of incriminating videos and photos" to show persons "openly advocating secession of Jammu and Kashmir from the Union of India from this attached house".

"She along with her associates regularly celebrated ’Pakistain Day' at her residence situated at Zair Number 34/1, 35/1, Iqbal Colony, 90 Feet Road, Soura PO- Naushera, PSSoura, Srinagar wherein anti-India speeches/slogans were made, insurrectionary material were distributed and pro-Pak slogans were chanted along with unfurling of Pak flag to profess that Kashmir is a part of Pakistain and that India is an aggressor," the reply filed recently claimed.

‘Overall numbers below 200’

An uptick has been noticed in the number of foreign terrorists operating in Jammu and Kashmir post the Taliban takeover in Afghanistan but the overall strength of militants in the valley is low and can be capped below 200, outgoing CRPF DG Kuldiep Singh said on Thursday.

He said all the security forces operating in Kashmir are working in a coordinated manner and terrorist incidents have gone down post the abrogation of Article 370 from the erstwhile state in 2019.

The CRPF director general, during a press conference, was asked about the killing of locals and Kashmiri Pandits by unknown and unseen terrorists to which he said that it was a "challenge" but all the forces were effectively tackling it.

"This is a challenge... After Afghanistan, this challenge has grown in many forms and you can see it... Also like the number of foreign terrorists goes up and sometimes down. However, the total number of terrorists in J&K is less now... It is under 200 now as compared to the earlier times when it used to be 230-240," Singh said.

The Taliban took over the reins of Afghanistan in August last year.

Terror warnings seen on rise as security forces gird for tense holiday season
[IsraelTimes] PA security official reportedly tells PA’s Abbas he cannot promise end to attacks; IDF said to more than double its presence in West Bank since beginning of terror wave

Israel’s security establishment is in a heightened state of preparedness as it deals with a record number of terror alerts in the lead-up to the Yom Kippur fast day, Hebrew media reported on Friday.

The Kan public broadcaster reported that security officials have received more than 80 warnings or intelligence tips about possible terror attacks as Jewish Israelis prepare to observe the fast day, which starts Tuesday evening. The number is higher than last year.

The alerts come as Israel faces several security challenges amid the High Holiday season. Israeli troops have come under increasing gunfire during raids in the West Bank, and there have been repeated festivities this week between security forces and Paleostinians in East Jerusalem and the Old City. Additionally, there have also been several failed shooting attacks targeting Israelis in the past week in the West Bank.

According to Channel 13 news, festivities have spread from hot spots of the northern West Bank cities of Jenin and Nablus to other areas of the West Bank that had until recently not experienced the escalation of violence, noting festivities in villages around Hebron in the southern West Bank.

convened a meeting this week with security chiefs in Ramallah, demanding action to control the violence. According to Channel 12 news, one of the officials said he couldn’t promise to control his troops and prevent them from committing attacks.

Earlier this month, an off-duty Paleostinian security officer, Ahmed Abed, was killed in a firefight with Israeli soldiers. Maj. Bar Falah, 30, the deputy commander of the elite Nahal reconnaissance unit, was killed in the battle.

According to Channel 12, the IDF has more than doubled its presence in the West Bank since the beginning of Operation Breakwater — launched in response to a wave of terror attacks that killed 19 Israelis between March and May this year — increasing the number of its battalions in the West Bank from around 13-14 to 26 in order to deal with the increased challenges.

The channel reported that the Defense Ministry is considering tightening movement for Paleostinians over the upcoming Sukkot holiday, which could raise tensions even further.

US urges ‘immediate’ probe into death of 7-year-old Palestinian during IDF operation

called for "a thorough and immediate investigation" into the death of a 7-year-old Paleostinian who lost his life in disputed circumstances during an Israeli army operation in the southern West Bank on Thursday.

"The US is heartbroken to learn of the death of an innocent Paleostinian child," US State Department Deputy Spokesman Vedant Patel said when asked about the incident during a press briefing. "We support a thorough and immediate investigation into the circumstances surrounding the child’s death, and I believe the IDF itself has also indicated it will be looking into what has transpired as well."

The Paleostinian Authority Health Ministry claimed Rayan Suleiman fell from an unspecified height after being chased by soldiers near the Paleostinian town of Tuqu’, south of Bethlehem.

Earlier in the day, young Paleostinian village boys were seen throwing stones at cars driving on a highway near the neighboring Israeli settlement of Tekoa. Later, relatives said that soldiers banged on the door and wanted to arrest Rian’s older brothers for alleged stone throwing.

Mohammed Suleiman, a 22-year-old cousin, said Rayan was shrieking in fear at the sight of the soldiers and his parents shouted, "come here," to calm him down. He said after the soldiers left, the boy collapsed. He said Rayan had been healthy.

The boy’s father, Yasser Suleiman, said Rayan tried to run away when the soldiers said they wanted to arrest his brothers and was briefly chased by the soldiers. He said Rayan was vomiting blood in the car after collapsing and was pronounced dead at the hospital. "He was martyred from the fear of them," the father told Paleostine TV.

Lt. Col. Richard Hecht, a military front man, said a senior officer on the scene went to the house after spotting one of the stone throwers on a balcony and told the father to make the children stop throwing stones at motorists. He said the officer spoke in a "very calm manner" and left.

"There was no violence, no entry into the house," Hecht said, adding that there was an ongoing IDF investigation into the matter.

Paleostinians and human rights

groups claim the Israeli army is incapable of investigating wrongdoing by its forces and that soldiers are rarely held accountable.

Paleostinian social media was awash with photos of Rayan superimposed over the golden Dome of the Rock in Jerusalem, with Paleostinians declaring him a "martyr" and condemning Israel for his death. The official Paleostinian news agency Wafa headlined its report "the death of a child while being chased," in effect blaming Israel for the death.

The boy was scheduled to be buried on Friday, when Paleostinian demonstrators often clash with Israeli soldiers.

"We are troubled by the overall trend of growing violence," she said while panning unilateral actions taken by both parties that have exasperated tensions.

"This includes terrorist attacks and incitement to violence against Israelis. This includes plans to develop Har Gilo west, which would further fragment the West Bank — and possible demolitions in Masafer Yatta. And this includes violence inflicted by Israeli settlers on Paleostinians in their neighborhoods, and in some cases escorted by Israeli security forces," she said.

Israel halts visits to Jewish shrine in Nablus indefinitely amid security escalation

The Israeli security establishment has reportedly decided to indefinitely halt visits to Joseph’s Tomb located in the Paleostinian city of Nablus due to the heightened security situation in the West Bank.

The Kan public broadcaster, which broke the story on Thursday, said that the IDF is seeking to limit its activity in the northern West Bank city more broadly in order to allow the Paleostinian Authority’s security forces more autonomy to operate there. However,

the network cited a senior military official who said that the IDF will continue to enter all Paleostinian cities to carry out operations on an as-needed basis.

Joseph’s Tomb is located inside Area A of the West Bank, which is officially under complete PA control, though the Israeli military conducts activities there. The IDF bars Israeli citizens from entering Area A without prior authorization.

Joseph’s Tomb is revered by some as the final resting place of the biblical Joseph. Visits to Joseph’s Tomb by Orthodox Israelis take place on a monthly basis, if not more frequently, and almost always spark violent mostly peaceful festivities with Paleostinian locals when the IDF enters Nablus beforehand to secure the area for the arrival of the hardline pilgrims.

Nablus, and even more so, neighboring Jenin, have been particular hotspots of violence between the Israeli military and Paleostinian button men in recent months. The two northern West Bank cities have seen near nightly Israeli raids aimed at arresting individuals whom the military says are Paleostinian terror chiefs responsible for a wave of attacks earlier this year that took the lives of 19 people in Israel and the West Bank. The army says many of these fighters are seeking to carry out additional attacks against Israelis.

Over 2,000 Paleostinians have been arrested since the beginning of the anti-terror operation in the spring and over 200 Paleostinians have been killed in what has become the deadliest period in the West Bank in years.

Most of the dead have been wanted holy warriors who opened fire, or youths who threw Molotov cocktails or stones at soldiers entering their neighborhoods. But several civilians who were not involved in any violence have also died.
