DC government worker charged with dealing fentanyl outside his office

[WTOP] A D.C. government employee was charged Wednesday with dealing fentanyl outside his Southwest office building.

Darrell Marcellus Pope, a staff member at the D.C. Department of Consumer and Regulatory Affairs, is charged with conspiracy to distribute at least 40 grams of a mixture containing fentanyl, according to a criminal complaint filed Wednesday.

Pope allegedly dealt the drugs just outside DCRA headquarters at 1100 4th Street SW, within 1,000 feet of Amidon-Bowen Elementary School. The mayor’s office confirmed the DCRA placed Pope on administrative leave.

Power shut off to more than 48,000 as fire danger persists in Northern California
[LATIMES] The Pacific Gas & Electric Co. proactively shut off power to more than 48,000 Northern Caliphornia, an impregnable bastion of the Democratic Party, customers in the face of an elevated fire risk that was expected to continue through Wednesday evening.

Customers in parts of Butte, Nevada, Plumas and Yuba counties lost power at 2:30 a.m. Wednesday. According to PG&E’s outage map, power was restored to some areas by 8 a.m., but regions near Chico and Yuba City were without electricity nearly six hours later.

Western parts of the Sacramento Valley and nearby foothills also remain under a severe fire threat, with high temperatures, strong winds reaching up to 40 mph and humidity levels of 10% to 20%, the National Weather Service said.

The fire warning in the northern portion of the state will be in effect until 7 p.m. Wednesday. Temperatures are expected to dip the rest of the week.

The cool-down is already beginning in Southern California, where an early-season trough and a deep marine layer were settling in. As a result, temperatures in Los Angeles County will climb into the high 80s Wednesday before dropping to the mid-70s later this week, said Bonnie Bartling, a meteorologist with the weather service in Oxnard. There’s even a potential for drizzle on Friday and Saturday, she said.

"It’s just trying to bring us some fall," Bartling said.

Despite the cooler temperatures ahead, a fire warning remains in effect in Los Angeles, Ventura and Santa Barbara counties until 9:30 a.m., the weather service said.

Southern California Edison shut off power Tuesday to 85 customers during the peak of the area’s fire risk. More than 150,000 customers were notified of the potential for power outages.

'Nightmare' for global postal system if Trump pulls out, UN body says

to pull the United States out of the global postal system could lead to a "nightmare scenario" of mail going undelivered, packages piling up and American stamps no longer being recognized abroad, the U.N. postal agency said.

The Universal Postal Union (UPU) has been holding an emergency meeting in Geneva to persuade Washington not to follow through on a threat to quit the agency, which sets rules to ensure mail gets delivered around the globe.

The Trump administration says it wants to charge other countries more than UPU rules now permit to have letters and packages delivered in the United States. It has set a deadline of next month for rates to be raised or it will quit.

"It is really a nightmare scenario," the UPU’s secretary-general, Bishar Hussein, told a news conference, noting that no country had ever left since the agency was founded nearly 150 years ago. It now has 192 members.

"If the United States leaves, you’ll get those piles, because somehow every country has to figure out how to send mail to the United States.... A major disruption is on the way if we don’t solve the problem today."

Were the United States to quit the UPU, U.S. stamps would no longer be valid abroad, he said. He said he was "very optimistic" that a compromise could be reached.

The UPU is one of the oldest international organizations, set up in 1874 to ensure that mail could be delivered anywhere on earth. It establishes a system for calculating the fees, known as "terminal dues", that countries collect from each other to deliver mail that arrives from abroad.

Washington says the fees are too low, which unfairly benefits exporters from countries such as China, who can send goods ordered online to U.S. customers while the U.S. Postal Service bears part of the cost of delivering them.

White House trade adviser Peter Navarro, who heads the U.S. delegation, called for fixing a system "that everyone in this room knows is broken".

"The mission here today is to retool this system for the brave new world of e-commerce," he told the three-day talks.

Navarro, speaking to journalists, said: "In an age of e-commerce the United States is being forced to heavily subsidize small parcels coming into our country. Many are from China but this is not strictly a China problem."

He said the system meant the U.S. Postal Service was effectively spending $300 million-$500 million to subsidize the cost of delivering imports, including counterfeit goods and drugs mailed to the United States from China.

Other countries that receive more mail than they send, including Brazil, Canada, Norway and South Africa, were also being hit, he said. Countries should be allowed to set their own rates, which he said "might cause some very short-term disruptions" but was "the clearest, cleanest, fairest and quickest path to a reform that is long overdue".

Democrats Abroad, the arm of the Democratic Party for Americans overseas, has warned of chaos and urged members to lobby Congress against the proposal by the Republican administration to quit the body.

"If the withdrawal goes forward, postal mail service to the United States will be thrown into disarray and the USPS expects postal service to and from the States to be massively disrupted," the group said in a statement.

Navarro said Washington could quit without problems.

"We have prepared for a seamless transition. There will be absolutely no disruption in military mail, election mail, or holiday mail," he said.

Police fire water cannon as Indonesians rally against new laws
[DAWN] Indonesian police fired water cannon and tear gas to break up protests on Tuesday, as tens of thousands of students gathered in cities nationwide over issues that included a new criminal code that penalises adultery and revised laws on corruption.

President Joko Widodo on Friday ordered a delay in parliament’s vote on the new criminal code, which would replace a Dutch colonial-era set of laws, saying a new parliament should deliberate on the bill next month.

The revisions to the code also include penalties for sex outside marriage, insulting the president’s dignity, a four-year jail term for child sacrifice abortions in the absence of a medical emergency or rape, and a prison term for black magic.

Though the vote was not included in Tuesday’s plenary session in parliament, some politicians have said they would try to come up with a new draft to bring it to a vote before their current term ends at the end of this month.

Students, often wearing colourful jackets from their alma maters, gathered in cities across the country. Thousands gathered in the front and back entrances to Jakarta’s parliament building, demanding to meet with parliament speaker Bambang Soesatyo.

Soesatyo held a news conference inside the building urging calm, but refused to answer questions from news hounds on whether the vote would be delayed until new parliament takes office, repeating the vote could happen in the current term.

Police then fired water cannon and tear gas in an attempt to disperse the crowd.

Indonesia’s benchmark stock index dropped more than one percnet on Tuesday, amid worries over domestic political tensions, said Fakhrul Fulvian, an economist with Trimegah Sekuritas.

The country is facing a crisis of broke dudes, according to new research from Cornell University ‐ and it’s left successful ladies single and disgruntled.

In the study, published in the Journal of Marriage and Family, Cornell sociologists explored America’s declining marriage rate. They discovered a lack of financially eligible bachelors.

"There are shortages of economically attractive men," lead study author Daniel T. Lichter tells The Post. Although we like to think marriage is based on love, he says, it "also is fundamentally an economic transaction," and women want partners whom they can call their equals.

Lichter, who has been studying marriage for 30 years, says the gig economy and a "lack of good jobs" have contributed to the dearth of well-to-do dudes. So has the fact that women are outpacing men educationally, upending the age-old dominance of the male breadwinner over the past five to 10 years.
