Khashoggi Supporters Hold Vigil outside Saudi Consulate
[An Nahar] Supporters, friends and relatives of journalist Jamal Khashoggi on Thursday held a candlelight vigil outside the Saudi consulate in Istanbul to demand justice for his "barbaric" murder.

They chose the consulate, where the 59-year-old Washington Post contributor was killed on October 2, to hold the first gathering of the newly-formed Jamal Khashoggi Friends Association.

"From this place where Jamal lost his life, we clearly state that we will not accept compromises in the case of his murder," said a statement from the group, read by Ayman Nour, the Egyptian chief of opposition broadcaster El-Sharq.

"We will follow all legitimate means to achieve full justice for Jamal, so as not to wake up to another murdered journalist," the statement said.

"First, we know that killing was in the consulate, which is representative of the state of Saudi Arabia. Second, the individuals present at the time of the disappearance and the alleged killing were representatives of the state. Subsequently, over the last few days at least, Saudi authorities have recognised individuals at the highest levels of the structures of authority were involved in the disappearance and the killing.

"There were two weeks during which the government of Saudi Arabia denied knowing anything about what had happened, therefore failing in their duty to provide and undertake a thorough investigation.

"All of those elements indicate that the disappearance and now killing of Mr Jamal Khashoggi bear the hallmark of an extrajudicial execution."

Callamard called for an international investigation into Khashoggi's murder earlier in the day at a UN session in New York City.

Faisal Fahad, the Saudi representative on the UN committee, said Callamard had overstepped her remit with her comments.

"My delegation would like to denounce the statement by the special rapporteur. We call on her not to exceed her mandate on extrajudicial executions. Kindly do not give us any personal opinions in this official meeting," said Fahad.

Al Jazeera's Diplomatic Editor James Bays, reporting from the United Nations, said it's unclear if an international probe will come to fruition.

"The UN secretary general [Antonio Guterres] says he will only form a panel to investigate if he gets a referral from one of the main bodies of the UN - the Security Council, the General Assembly, or the Human Rights Council, or from one of the countries concerned," he said.

The Saudi public prosecutor said he was making the latest assessment on the basis of evidence supplied by Turkey which has been the source of the spate of grisly revelations about the government critic's death that triggered an international outcry.

After first insisting Khashoggi left the consulate unharmed, Saudi authorities said he was killed in an argument that degenerated into a brawl, then admitted he was murdered before finally accepting what Turkey had said virtually from the start ‐ that he was killed in a premeditated hit.

As the Saudi public prosecutor made the new admission on Thursday, Ottoman Turkish Foreign Minister Mevlut Cavusoglu said Riyadh still needed to provide answers to remaining questions, such as who ordered the hit and what happened to Khashoggi's body.

"Information from the Ottoman Turkish authorities indicates that the act of the suspects in the Khashoggi case was premeditated," the office of public prosecutor Sheikh Saud al-Mojeb said in a statement carried by the state-run Saudi Press Agency.

The Pentagon is Sending U.S. Troops to the Border
[Town Hall] The Pentagon confirmed Thursday hundreds of U.S troops are being sent to the southern border with Mexico in order to stop a Central American caravan that has swelled to 10,000 people.

Earlier this week President Trump threatened to send the military to the border and administration officials have repeatedly vowed the illegal carvan will not be granted entry to the U.S.

It is unclear at this point exactly what role the troops will play or from which branch they will deploy, but they will offer backup to Border Patrol agents and already stationed National Guard troops.

France to Take in 100 Yazidi Women Stranded in Iraqi Kurdistan

He said he would also back Murad's launch of a reconstruction fund for Sinjar to build hospitals and schools, hopefully encouraging Yazidis who had fled to return to their bastion.

Murad was in Gay Paree to present a report from the International Federation for Human Rights (FIDH) on the brutalities inflicted on Yazidi women during the IS siege, in particular those by imported muscle who had joined the IS jihadists.

More than 6,800 Yazidis were kidnapped, of which 4,300 either escaped or were bought as slaves, while 2,500 remain missing, the report said.

The federation called on governments to pursue its citizens who fought alongside IS for participating in genocide and crimes against humanity.

European court rules insulting Prophet Mohammed ‘not freedom of expression’
[ENGLISH.ALARABIYA.NET] The European Court of Human Rights (ECHR) ruled on Thursday that insulting Islam's Prophet Mohammed is not covered by freedom of expression.

Defaming the Prophet "goes beyond the permissible limits of an objective debate" and "could stir up prejudice and put at risk religious peace," the ruling stated.

The decision by a seven-judge panel came after an Austrian national identified as Mrs. S. held two seminars in 2009 in which she insulted the prophet.

The court said that the woman's comments could not be covered by the freedom of expression, stating that it had found that "the applicant's statements had been likely to arouse justified indignation in Moslems" and "amounted to a generalization without factual basis."

An Austrian court convicted her of disparaging religious doctrines in 2011 and fined her 480 euros (548 dollars), a judgment that was upheld on two appeals.

"Mrs. S. appealed but the Vienna Court of Appeal upheld the decision in December 2011, confirming, in essence, the lower court’s findings. A request for the renewal of the proceedings was dismissed by the Supreme Court on 11 December 2013," it said.

"Relying on Article 10 (freedom of expression), Mrs. S. complained that the domestic courts failed to address the substance of the impugned statements in the light of her right to freedom of expression."

On today’s ruling, the ECHR said it "found in particular that the domestic courts comprehensively assessed the wider context of the applicant’s statements and carefully balanced her right to freedom of expression with the right of others to have their religious feelings protected, and served the legitimate aim of preserving religious peace in Austria."

5 'Islami Jamiat Taleba students' suspended by Punjab University for thrashing man on campus

University (PU) students allegedly associated with the Islami Jamaat Taleba (IJT) were suspended on Thursday for beating up a man who was sitting with his wife on campus.

The PU administration also suspended a security guard ─ who was present at the time ─ for his inaction.

Videos of the incident circulating on social media show a large crowd of onlookers gathered outside the PU History Department around the man who is being beaten up by some students, while a woman yells at them to stop.

"What has he done? He is my husband," she can be heard saying in an attempt to dissuade the perpetrators from beating the man up.

The man, identified as a Awais Rind, had gone to the History Department to pick up his wife when he was beaten by the IJT students, PU Spokesperson Khurram Shahzad said.

PU Vice Chancellor Prof Niaz Ahmed took notice of the incident and ordered PU Registrar Khalid Khan to take strict action against the students involved, Shahzad said.

"No one has permission to take the law into their own hands," the spokesperson said. He added that the incident was "unbearable" and assured that the administration will "maintain a peaceful atmosphere in the campus".

He said that five IJT students involved in Rind's thrashing have been suspended, along with a security guard who stood and watched instead of preventing them from beating the man.

A meeting of university administration officials took place today, after which it is expected that a formal notification will be issued announcing the suspension of the five students and the security guard.

Punjab Governor Chaudhry Sarwar also took notice of the incident and sought a report from the administration, PU spokesperson said.

Amnesty calls for 'impartial' and 'independent' investigation into Kulgam encounter
[DAWN] Rights group Amnesia Amnesty International India (AII) on Thursday called for authorities to conduct "effective, independent and impartial" investigations into an encounter in India-held Kashmire's (IHK) Kulgam area on Sunday which left at least 14 people dead.

On October 21, thousands of demonstrators, some hurling stones, marched on a village in Kulgam where Indian government forces were battling an unknown number of suspected Kashmiri fighters.

Three suspects were rubbed out in the exchange but a subsequent kaboom at the scene killed five demonstrators. A sixth civilian injured in the kaboom later died at a hospital in Srinagar.

Indian forces also fired shotgun pellets and tear gas at the protesters, leaving at least 30 injured.

AII Executive Director Aakar Patel pointed out: "What transpired in the aftermath of the Kulgam encounter is unfortunate and could have been avoided had the authorities taken extra caution to ensure that civilians would have access to the area only after proper sanitisation of the encounter site was done."

"In case of any direct or indirect violence between security forces and gangs, extra caution should be exercised to ensure that civilians in the area do not become collateral damage. Safety of the civilian population should be of paramount importance."

"We want to secure Iraq from any interference in issues, affairs of other countries, whether it’s a neighboring country or it’s any other country in the world," Abdul Mahdi told a news conference in Baghdad.

The United States and Iran, increasingly at odds, are Iraq’s two biggest allies, and Washington has said there will be consequences for countries that do not respect the sanctions. Abdul Mahdi’s statement on Thursday did not deviate much from the stance of his predecessor, Haider al-Abadi.

In August Abadi said Iraq was against the sanctions "as a matter of principle", but that the country would follow them.

Security officials: Barkan terrorist part of terror cell
[IsraelTimes] Despite initial assumption by the defense establishment that Ashraf Na'alwa was a 'lone wolf' terrorist, the fact he is still on the lam and the lack of intelligence regarding his whereabouts indicate a terror cell was behind the deadly attack.

Ashraf Na'alwa, who murdered Ziv Hagbi and Kim Levengrond Yehezkel in the Barkan industrial area earlier this month, was part of a terror cell, which the defense establishment failed to detect beforehand, and not a "lone wolf" as it was assumed in the beginning, security officials have said.

The terrorist was granted a work permit after being vetted by Israeli security officials, who did not find any ties to terrorism in his past.

But now it appears Na'alwa was a part of a terror cell, which is not affiliated with any of the terror organizations.

The fact Na'alwa was not caught immediately after the attack, and that security forces have so far been unable to gather intelligence about his whereabouts, indicate the terrorist is receiving help from accomplices, who aided his escape from the scene and are helping him evade capture.

Qatari-bought fuel boosts Gazans’ daily electricity

i-bought fuel arrived at the coastal enclave’s sole power plant, Muhammed Thabet, a front man for the Gazoo Electricity Distribution Company, said.

The Qatari-purchased fuel began flowing into Gazoo’s power plant on October 9, but Defense Minister Avigdor Liberman halted its entry four days later following many weeks of protests, including violence against Israeli security forces, along the border between Israel and the Strip.

Israel, however, decided to lift the embargo on the entry of the fuel on Tuesday following a week of relative calm in the border region.

"Yesterday, Gazoo received four hours of electricity followed by 16 hours of no electricity. Today, it received 6 hours of electricity followed by 12 hours of no electricity," Thabet said in a phone call. "This increase in electricity supply is much needed, but we are still facing a major shortage."

Demand for electricity in Gazoo is estimated at 500 and 600 megawatts per day in the winter and summer, respectively.

On Thursday, the Gazoo Electricity Distribution Company only had planned to distribute 172 megawatts, according to Thabet.

"We are currently getting 120 megawatts from the lines coming from Israel and 52 from the power station," he said. "If we receive more fuel for the power plant, we would be able to increase the megawatts."

The Paleostinian Authority pays for the electricity coming from Israel.

The power plant in Gazoo has four turbines and an estimated total capacity to generate 110 megawatts daily, but on Thursday only two turbines were in operation.

A substantial number of Paleostinians in Gazoo, especially those with higher incomes, rely on backup generators for electricity during power outages.

Late last month, Qatar decided to donate a total of $60 million to purchase fuel from an Israeli company for Gazoo, a source in the coastal enclave said in a phone call.

The PA has recently cut some of its budgets to Gazoo in an attempt to pressure Hamas to give up control of the territory.

The terror group has controlled Gazoo since it ousted the Fatah-dominated PA in 2007 from the coastal enclave, and has resisted initiatives that would see it cede full control to the PA.

Earlier Thursday, a rocket was launched from Gazoo into southern Israel, causing neither casualties nor damage.

Asked if Liberman intends to stop the entry of fuel into Gazoo in response to that attack, the defense minister’s office declined to comment.

signed legislation Thursday imposing new sanctions against Hezbollah, the Iran-backed terrorist group behind the 1983 Beirut barracks bombings.

Speaking at a White House event marking the 35th anniversary of the attack that killed 241 Marines, Trump said, "No terrorist group other than al-Qaeda has more American blood on its hands."

The bill expands the list of those who can be sanctioned for doing business with Hezbollah.

Trump described the sanctions as "starving" Hezbollah.

"We will target, disrupt, and dismantle their operational and financing networks ‐ of which they had plenty; they don’t have plenty now," he said without elaborating.

Trump also said that Iran had retreated from efforts to gain access to the Mediterranean Sea. Israeli officials have warned repeatedly in recent years of an Iranian attempt to create a conduit to the sea through Iraq, Syria and Leb.

"They’re not looking so much for the Mediterranean. When I took office, they were looking for the Mediterranean. They were going to take over everything. Now they want to survive," he said.

He said sanctions against Iran set to kick in early next month as part of his pullout of the 2015 nuclear deal would be "just as good" as those that had been removed under predecessor Barack Obama

UN Rapporteur: A new wave of executions, suppressions in Iran

Rehman, a British-Pak legal scholar, reported that Iran has witnessed lately a wave of protests against the economic and living conditions which the authorities tried to suppress.

Rehman called on the Iranian government to allow him to visit the country in order to assess the human rights situation through interviews with Iranian citizens and to provide information on reports provided by international human rights organizations on violations, particularly executions, torture, suppression of freedom of assembly, opinion and expression, as well as depriving religious and ethnic minorities of their fundamental rights.

Concern
Following the UN meeting, Javed held a presser at the UN building where he expressed concern about the fate of the environmental activists held for months in Iran.

The UN Special Rapporteur also considered the arrest of women against the compulsory hijab as a violation of human rights and international laws, while expressing concern about the fate of the detainees of protests in recent months in various cities in Iran.

He called on the Iranian government to interact with him to bring about positive changes in the human rights situation. He revealed that he held two meetings with representatives of Iran in Geneva and New York, wrote letters and held talks to decide on his request to visit the country.

Iranian journalist arrested over ‘insults’ to Imam

a journalist over "insults" to Imam Hussein, one of the most revered religious figures in the Shiite Islamic republic, its news agency reported on Thursday.

Pouyan Khoshhal, who was being prosecuted over insults to Imam Hussein and (other) Imams, was arrested last night as he was trying to exit the country," Mizan Online reported.

The official Shiite narrative says that Hussein, the grandson of Prophet Mohammed, was killed in the seventh century while refusing the Caliph Yazid’s right to rule the Islamic world.

The annual commemoration of Ashura, which marks Hussein’s death, is one of the holiest days in Shiite Islam.

Khoshhal worked at the reformist Ebtekar daily and wrote a report on October 21 referring to Imam Hussein’s death as "passing away" instead of the officially accepted "martyrdom".

According to Mizan, this sparked "considerable outrage and criticism".

The judiciary also said that its investigations showed Khoshhal had repeatedly insulted Imams before on social media and that "reports by the people" drew its attention to the case.

Khoshhal’s personal Twitter account has since been deleted and the phrase changed on Ebtekar’s website.

Ebtekar’s editor in chief, Reza Dehaki, apologized to all those offended and told a Mizan journalist that they have changed the report and cut ties with the author, the agency reported.

Another journalist, Mir Mohammad-Hossein Mir-Esmaili, was sentenced to 10 years in prison in August over "insulting" Imam Reza, one of the 12 revered figures of Shiite Islam.

He was similarly arrested while trying to leave the country in April 2017.

Russia accuses US of coordinating jihadist drone attack on Syrian base
[ALMASDARNEWS] A senior Russian military official has accused the US of being directly involved in a drone attack on the Russian airbase in Syria’s Khmeimim. The aircraft were controlled from a US spy plane nearby, he claimed.

Kremlin front man Dmitry Peskov was speaking about a report made by Russia’s Defense Ministry. It said that the drone attack on the Russian airbase was directed from a US P-8 Poseidon surveillance plane.

The base located in Latakia governorate has been attacked by primitive drones on numerous occasions. According to Col. Gen. Aleksandr Fomin, Russia’s deputy defense minister, the attack on January 6 was done with direct help from the American military.

Speaking at a high-profile security forum in China, Fomin said a Boeing P-8 Poseidon was deployed in the area on that date, when 13 drones were launched to attack the Russian base. The US reconnaissance plane took control of the drones once the troops defending the base used electronic warfare to disrupt the control signals for the UAVs.

"They were controlled manually, and not by some peasant, but from a capable, well-equipped Poseidon plane," the Russian general said. He added that the drones were regrouped and directed to suspected zones of vulnerability in the defenses of the Russian base, most likely with the use of satellite data, before being destroyed by the Russian air defense forces.

with a list of Syrian turbans that were involved in chemical attacks inside Syria, Russia’s Permanent Representative to the EU Vladimir Chizhov stated on Thursday during an interview with the Rossiya-24 channel.

"Our relevant services have names and locations of those Syrian terrorists, including the leadership of the White Helmets, who are actually involved in chemical weapon incidents. We can help," the diplomat said.

No further details were released from the report.

The Russian and Syrian governments have accused the White Helmets of working with foreign nations to carry out new provocations with chemical weapons.

The White Helmets have denied these allegations from the Russian Federation, adding that they are a humanitarian organization
