Afghan Civilian Casualties Fell 11% But Still High
[ToloNews] A report by Afghanistan Independent Human Rights Commission (AIHRC) shows that 1,213 non-combatants were killed and 1,740 civilians were maimed in the first six months of this year, an 11% reduction from the same period in 2019.

The reduction comes amid increasing peace efforts by the Afghan government and its allies, but critics say violence is still high--especially by the Taliban

--which is a key element of the grinding of the peace processor.

In 2019, the AIHRC findings showed that 979 non-combatants were killed and 2,359 others were maimed in the first six months of the year.

For the current period, the report says an average of 16 civilians a day became victims of violence in Afghanistan during this period, and blamed the Taliban for 48.5% of the casualties and Afghan forces for 15.5% percent.

The report blames "unknown perpetrators" for 26.7% of the casualties, ISIS for 6.3% and international forces for 2.3% of the civilian casualties in the first six months of this year.

The remaining percentage of civilian casualties, the report says, were caused by rocket shelling of Pak forces on Kunar, Kandahar, Paktia, and Khost province

The report states that 542 non-combatants were killed and 896 others were maimed in Taliban attacks during this period, which is a 24% decrease compared to the same period in 2019.

Civilian casualties in Taliban attacks in 2019 were 1,912 killed or maimed, the report highlights.

The report says the incident types included assassinations (31% of casualties), IEDs (26%), rocket attacks (11.7%), ground battles (no percentage mentioned), Arclight airstrike

The report says there was a 44 percent reduction in civilian casualties caused by airstrikes and 90% decrease in civilian casualties caused by night raids in the first six months of this year compared to the same period last year.

The AIHRC report indicates that the northwestern zone has endured the highest number of civilian casualties in the first six months of this year with 319 civilians killed and 373 others maimed.

The less affected areas were the western zone with 240 casualties (killed and maimed).

"All warring parties should leave violence and focus on negotiations," AIHRC Deputy Chief Naeem Nazari said.

"Taliban and other terrorist groups in Afghanistan are the main cause of civilian casualties," presidential front man Sediq Sediqqi said.

Victims families have often called for justice as two Kabul residents who lost their relatives in an attack early in March said the raid that happened on a gathering of politicians has yet to be probed.

"Such attacks show the weakness of the government," said Suhaila Shujaee, a Kabul resident, referring to the March 7 attack on Afghan politicians gathering in the west of Kabul.

The report says there has been 0.5% reduction in women casualties in the first six months of this year compared to 2019. It shows that 126 women were killed and 171 others maimed during this period.

The report comes as five people were killed and 11 others maimed in a blast Surobi district, 60 kilometers east of Kabul.

Govt Data: 2,685 Civilians Casualties in Five Months
A different look at the data:
[ToloNews] The Afghan security agencies data seen by TOLOnews shows that 2,685 civilians were killed or wounded in five months--from Jan. 21 to June 20--but the figures do not differentiate between those who lost their lives and those who were wounded.

The data is from one month ahead of the Feb. 28 peace deal between the US and the Taliban and four months afterward. It shows that civilian casualties have increased after the signing of the peace deal compared to one month ahead of the agreement.

The data shows that that 351 civilians were killed or wounded between Jan. 21 and Feb. 19, but the casualties increased to 553 between Feb. 20 to March 19.

The figures report 517 civilian casualties between March 20 and April 19, and an increase to 669 from April 20 to May 20.

The data shows that 595 civilians were killed or wounded between May 21 to June 20.

February 11 was the deadliest day for civilians in the last five months, during which 180 civilians were killed and wounded, the data shows.

The month of Hamal (March 2020), casualties among Afghan civilians were as follows: 143 Afghan civilians killed and wounded in the first week of Hamal, 13 killed and wounded in the second week, 94 civilians killed and wounded in the third week and 148 civilians killed and wounded in the fourth week.

The data is similar to a report by the Afghanistan Independent Human Rights Commission (AIHRC) released on Tuesday that shows 2,953 civilian casualties (1,213 killed and 1,740 wounded).

The rise in civilian casualties and attacks by the Taliban have been sharply criticized by foreign diplomats and critics who say the violence should be reduced to move the peace process forward.

“What we observe is the level of violence which is probably the highest since the beginning of the war, we see probably twenty attacks every week more than the average number of attacks at this season, so it’s terrible and we condemn,” said David Martinon, French ambassador to Kabul.

On May 12, a maternity hospital was attacked that resulted in the killing and wounding of 160 Afghan civilians. March 6, an attack was launched on a political gathering in the same area that killed and wounded 180 civilians. Daesh claimed responsibility for both attacks.

More data seen by TOLOnews shows that the Taliban conducted 5,943 attacks from January 21 to June 20, while Afghan forces--supported by foreign troops--conducted 1,569 operations against the group.

The Taliban has so far not commented on the statistics.

The Taliban released a statement on the completion of 135 days after the peace deal--a milestone in the agreement-- saying the agreement has been “violated” by Afghan and US forces as they have "carried out airstrikes in non-combat areas."

The group welcomed troop reduction by US during the past 135 days but criticizes delay in prisoner exchange.

Five Bases Closed in Afghanistan: US Official
[ToloNews] A US official in Kabul, speaking on condition of anonymity, said on Tuesday that the five bases closed in Afghanistan--in compliance with the US-Taliban peace agreement--were in Helmand, Uruzgan, Paktika and Laghman provinces.

The US peace envoy for Afghanistan, Zalmay Khalilzad, in a tweet on Tuesday morning said: “As we look to the next phase of implementation under the Agreement, our approach will remain conditions based. We will press for completion of prisoner releases, reduction of violence, complete delivery on CT (counterterrorism) commitments and start of and progress in intra-Afghan negotiations.”

The US has rapidly implemented the first phase of its commitments under the agreement, “including to reduce forces and depart five bases. NATO troops have come down in proportional numbers,” according to Khalilzad.

US troops in the country have been reduced to 8,600, according to US reports.

NATO has around 12,000 troops under the Resolute Support mission, which includes a portion of the 8,600 total US troops, according to the Resolute Support mission.

The US continues “our counter terror fight against groups like ISIS (Daesh) and al-Qaeda while also providing training, funding and supplies to ANDSF through the NATO RS mission,” said US troops spokesman in Afghanistan on Tuesday.

The US-Taliban deal signed on February 28 in Doha has remained unimplemented in some parts of the agreement, such as a reduction in violence and intra-Afghan negotiations, which should have happened 135 days after the accord. The intra-Afghan talks have not begun and violence has not been reduced.

Monday was the 136th day after the peace deal was signed, which raises hopes among the Afghan people and political elites who believed it would lead the country towards negotiations.

The Afghan government has blamed the Taliban for not implementing their commitments, saying the movements by the group should be scrutinized after the peace deal.

The prisoner exchange between the Afghan government and the Taliban is another complicated process that has delayed the intra-Afghan negotiations. The process should have happened 10 days after the peace deal, according to the agreement.

“Their (Taliban’s) key responsibility was a significant reduction in violence and an 'unofficial' ceasefire. Another responsibility of theirs was to cut their ties with all terrorist groups, but you saw in recent reports by the UN and US that this has not happened so far,” presidential spokesman Sediq Sediqqi said. “A big role in the peace process is on the Taliban's shoulders.”

According to the agreement, the Taliban has been asked to cut their ties with terrorist groups such as al-Qaeda, but a Pentagon report released earlier this month said al-Qaeda’s regional affiliate in Afghanistan maintains “close ties” to the Taliban and has an "enduring interest" in attacking US troops.

Islamists in Sudan call for toppling government over penal code amendments

[Sudan Tribune] Angry Islamist holy mans in Sudan took to social media platforms following the announcement by the government that several amendments to the penal code were ratified by the Transitional Sovereignty Council (TSC).

Among the most notable changes made were the repeal of the death penalty
for apostasy, criminalizing Female Genital Mutilation (FGM) and allowing the imbibement of alcohol by non-Moslems.

Moreover, Sudanese women will no longer be required to obtain a permit from male family members to travel with their children.

Sudanese Justice Minister Nasredeen Abdulbari said in a TV interview last night that the government "cancelled article 126 of the Sudanese penal code to ensur religious freedom and the equality in citizenship and rule of law".

"All these changes are aimed at achieving equality in front of the laws. We dropped all articles that caused any kind of discrimination. We ensure our people that the legal reforms will continue until we scrap all laws violating human rights

The head of state of Law & Development Party (LDP) Mohammed Ali al-Juzooli echoed the call in statements he posted on his Facebook page attributed to LDP urging the armed forces to make a move and remove the government and called the latter a "foreign project".

Mohammed Abdel-Kareem, another Salafist figure, called for demonstrations next Friday to protest these amendments.

The head of the Just Peace Forum (JPF) al-Tayeb Mustafa said this government came "to fight God & his Messenger" and described all the cabinet ministers as "anti-Islam secularists and communists".

He said they will work to remove these amendments and eject the government.

The current transitional government of prime minister Abdulla Hamdok took over from deposed president Omer Hassan al-Bashir who came to power in 1989 in an alliance with Islamists and used the next 30 years to enforce strict Islamic laws.

El Sonni says Haftar's conditions to reopen oil ports reveal his foreign agenda

...Self-proclaimed Field Marshal, served in the Libyan army under Muammar Qadaffy, and took part in the coup that brought Qadaffy to power in 1969. He became a prisoner of war in Chad in 1987. While held prisoner, he and his fellow officers formed a group hoping to overthrow Qadaffy, so it's kind of hard to describe him as a Qadaffy holdover. He was released around 1990 in a deal with the United States government and spent nearly two decades in the United States, gaining US citizenship. In 1993, while living in the United States, he was convicted in absentia of crimes against the Jamahiriya and sentenced to death. Haftar held a senior position in the anti-Qadaffy forces in the 2011 Libyan Civil War. In 2014 he was commander of the Libyan Army when the General National Congress (GNC) refused to give up power in accordance with its term of office. Haftar launched a campaign against the GNC and its Islamic fundamentalist allies. His campaign allowed elections to take place to replace the GNC, but then developed into a civil war. Gununu: It's time for Libyan Army to secure oil resources

[Libya Observer] The front man for Libyan Army forces under the command of the Government of National Accord (GNA) Mohammed Gununu said "it's time we have crushed the malicious hands toying with Libyan oil resources".

Speaking to media, Gununu said Tuesday that oil must start pumping as usual once again and the presence of pro-Haftar mercenaries must be eliminated, saying Haftar had allowed the mercenaries to control Libyan soil and skies.

Gununu said the Libyan Army will liberate the "kidnapped cities" to allow the displaced people to return to their homes so that the GNA can control the entire country: "sea, land and skies".

"We are going to defend ourselves all the time and attack all the threat hubs wherever they are." Gununu indicated, saying they are committed to eliminating the outlaw gangs across Libya.

"We promise Libyans that the crimes of Haftar's militias, including mass graves, and planting mines, won't go unpunished." He remarked.

Egypt’s Court of Cassation upholds acquittal of Mubarak-era interior minister Habib El-Adly
[Al Ahram] Egypt's Court of Cassation rejected on Tuesday a prosecution appeal against the acquittal of former interior minister Habib El-Adly on charges of illicit gains.

The public prosecution had appealed against a 2019 criminal court verdict that acquitted Mubarak’s longest-serving interior minister, and eight others, on charges of of illicit gains during his time at the ministry of interior.

That earlier verdict saw them instead fined EGP 500 each for charges of negligence and unintentional damage.

The Court of Cassation did not accept the defendants’ appeals against the fine.

El-Adly and his co-defendants were originally accused by the prosecution of embezzling interior ministry funds amounting to EGP 2.38 billion. In 2017, he was convicted and sentenced to seven years in prison, but the Court of Cassation accepted the defendants’ appeal in 2018 and ordered a retrial.

El-Adly served as minister from 1997 until president Hosni Mubarak

was ousted in 2011.

After the revolution he was charged with the murder of protesters and the cutting off of telecommunications, but he was acquitted in all of the cases except the illicit gains case and another known in the local media as "the conscript enslavement case."

He was sentenced to three years in prison in 2013 for charges related to that case, a verdict and sentence which was upheld by the Court of Cassation in 2014.

Tunisia sentences woman to six months for Koranic Facebook joke

Court front man Mohsen Dali said the sentence was on charges of inciting hate between religions and races.

The case has brought criticism from rights groups.

Saying she was a victim of a "repressive law" that curtailed free speech, Amnesia Amnesty International said the prosecution did not allow Chargui's lawyer to accompany her to court, where she was asked about her religious beliefs and mental condition.

Turkey vows to stand with Azerbaijan against Armenia

The Ottoman Turkish statement came a day after festivities erupted between Azerbaijani and Armenian forces on the border between the two countries.

The Azerbaijani Ministry of Defense said that four of its soldiers were killed and five maimed, while the Ministry of Defense of Armenia reported that two of its soldiers were maimed.

The two sides exchanged accusations of violating a ceasefire and artillery fire.

For decades, the Azerbaijani-Armenian border has been strained by the conflict over the Nagorno-Karabakh region, a mountainous enclave located on the border between the two countries.

French court orders trial over brutal, alleged anti-Semitic murder of woman, 85
[IsraelTimes] Prosecutors say 2018 killing of Mireille Knoll was ’committed because of the victim’s religion,’ but lawyer for defendants denies motive.

French judges on Monday ordered two men to stand trial for the brutal 2018 killing of an elderly Jewish woman that prompted an outcry over a rise in anti-Semitic acts.

Mireille Knoll, 85 and suffering from Parkinson’s disease, was stabbed in her Gay Paree apartment by attackers who later set her body on fire, apparently to hide evidence of their crime.

She had escaped the mass deportation of Jews from La Belle France during World War II by fleeing abroad.

A longtime neighbor, Yacine Mihoub, and associate Alexandre Carrimbacus were later arrested on charges of murder and aggravated robbery, though prosecutors did not initially characterize the killing as anti-Semitic.

Under questioning, Carrimbacus accused Mihoub of yelling "Allahu Akbar" ("God is greatest" in Arabic) while stabbing Knoll, and of justifying the attack by saying "Jews have money."

The revelations outraged La Belle France’s Jewish community, which called it the latest in a series of increasingly brazen anti-Semitic acts, including violence and desecrations of Jewish cemeteries.

Thousands attended silent marches on the day of Knoll’s funeral, which was attended by President Emmanuel Macron.

Carrimbacus, an unemployed 21-year-old with a history of robberies, as well as psychiatric troubles, later walked back his testimony, casting doubt on the murder’s racist motive.

Mihoub’s mother was also ordered to stand trial on charges of destroying evidence after Sherlocks said she cleaned the knife used in the attack.

"As I’ve always maintained, Madame Knoll was killed both because she was an old person unable to defend herself, and because she inspired a particular hate because of her Jewish origins," Gilles-William Goldnadel, a lawyer for the Knoll family, told AFP.

But lawyers for Mihoub said the judges "were unable to resist the pressure of public opinion," adding that "except for the statements by Alexandre Carrimbacus, nothing justifies an anti-Semitic motive in this case."

An increase in anti-Jewish offenses in recent years — authorities reported a 74-percent jump in 2018 — has caused alarm in the country that is home to both the biggest Jewish and the biggest Moslem communities in Europe.

In December, the government announced the creation of a national police bureau charged with investigating hate crimes, after more than 100 graves were desecrated with swastikas at a Jewish cemetery in eastern La Belle France.

Did Paul Howard fraudulently issue grand jury subpoenas against the two officers in the Rayshard Brooks case — and touch off weeks of violence and "blue flu"? The local Fox News affiliate reported a few days ago that Georgia attorney general has asked the state’s Bureau of Investigation to find out how Howard managed to issue the subpoenas when the grand jury was not in session. The GBI had already opened a probe into Howard for an alleged kickback scheme with former mayor Kasim Reed, and it also adds to the tension between the Fulton County DA and the GBI:

    But, the I-Team has learned there was more to Howard’s investigation. We obtained a copy of a Grand Jury subpoena, sent from Howard’s office to the Atlanta Police department isntructing them to turn over its "open investigation regarding Garrett Rolfe and the use of force incident."

    The subpoena required that the documents be turned over for the "Grand Jury, June/July term on the of 14th day of July." Other grand jury subpoenas were issued for phone and surveillance camera videos.

    But there is a problem. How can the grand jury issue these subpoenas when there is no grand jury. It had been suspended on March 13 because of the COVID-19 pandemic. And, legal experts we’ve talked to say Howard’s grand jury subpoena with no grand jury in session could be an ethical or possibly criminal issue.

Don’t forget that Howard short-circuited the GBI in charging the two officers with homicide in the case. The GBI publicly objected to that move, announcing that their investigation into the Brooks shooting had not yet reached its conclusion. Howard’s decision to indict got widespread criticism as a rush to judgment for political purposes, and Atlanta police walked off the job in protest. There still is a lack of available officers, and crime has exploded in Atlanta in the meantime, with Gov. Brian Kemp calling up the National Guard to quell the violence.

The Fox affiliate first reported the new probe on Friday. By last night, Howard was on his third explanation of the subpoenas, all of which contradict each other:

Netanyahu ally says US not keen on annexation in West Bank right now — report
[IsraelTimes] Knesset Speaker Yariv Levin, a Likud party ally of Prime Minister Benjamin Netanyahu, has told associates the Trump administration isn’t interested in Israel moving forward with annexation of West Bank lands right now, according to Army Radio.

The reports says Netanyahu will not move forward without US backing and quotes Levin’s "circle" saying the premier and his allies have stressed from the get-go that the move must be supported by the White House. These sources add that Israel is now waiting for an answer.

*Bibi is the son of one of Israel's most prominent historians (and the only one not left-wing) and historically literate himself (one of the reasons he's so successful, IMO). He knows what usually happens when a country is hit with plague - no matter the facts, the leader at the time gets blamed and replaced.
**Incidentally, now that I think about it, this could explain some conservatives' irrational reaction to Covid 19. They are, subconsciously, aware of the above political rule and cope by denying pandemic's very existence.

Last September, Hamas publicly condemned Saudi Arabia for a series of arrests of Hamas-linked figures in the kingdom. #2  Trump had explicitly threatened Iran with retaliation in case of an attack on US forces.

When the Iranian attack happened the US stood down however, while Iran downed the Ukrainian plane.

If there had been any US military action in Iranian air space the blame would have fallen on the US, notwithstanding the facts.

New Quds Force commander threatens US, Israel: ‘The difficult days have not come yet’
