[LIBYAREVIEW] Libyan political analyst, Ayoub al-Awjali, said that the Ottoman Turkish delegation’s visit to Tripoli ...a confusing city, one end of which is located in Lebanon and the other end of which is the capital of Libya. In press statements, al-Awjali, explained that the Ottoman Turkish delegation’s visit was focused on assessing the current situation, and gaining the support of some Libyan parties, especially with the approach of the parliament session to approve the interim Government of National Unity’s (GNU) budget and name the heads of sovereign positions in the country.
He pointed out that Turkey is seeking to prove its presence in Libya, stressing that the successive visits of many Ottoman Turkish officials to Libya aim to back its affiliated militia and the Moslem Brüderbund group. It is doing this in addition to legalizing the presence of its forces in Libya, despite the illegality of the maritime agreement signed between Turkey and the former Government of National Accord (GNA).
The Libyan analyst stressed that Turkey wants to send a message to the whole world that it is present in Libya upon a legitimate agreement, and that the Geneva Agreement, which stipulated the exit of all mercenaries and foreign forces from Libya, does not include the Ottoman Turkish forces.
To conclude, al-Awjali said the recent visit of the Ottoman Turkish Defence Minister to Tripoli sent negative messages to the Libyan people when the latter was received only by Ottoman Turkish soldiers on Libyan territory.

The Riyadh Agreement is a Saudi-sponsored conflict settlement that was cosigned by the internationally recognized government of Yemen and the Southern Transitional Council (STC).
"We are counting on everyone to put the interest of our fellow Yemeni people above all else," said al-Jaber in a tweet that urged expediting the return of elected Yemeni government officials to the interim capital, Aden.
According to al-Jaber, the return of ministers to the battle-weary country would better enable the government to perform its duties, especially on alleviating the suffering of Yemenis and completing the implementation of all aspects of the agreement.
Today, many Yemenis are raising their voices in demand for breaking the silence on who is standing in the way of realizing the Riyadh Agreement and exposing the parties blocking government efforts on ending the war, economic crisis and the Iran-backed Iran's Houthi sock puppets ...a Zaidi Shia insurgent group operating in Yemen. They have also been referred to as the Believing Youth. Hussein Badreddin al-Houthi is said to be the spiritual leader of the group and most of the military leaders are his relatives. The legitimate Yemeni government has accused the them of having ties to the Iranian government. Honest they did. The group has managed to gain control over all of Saada Governorate and parts of Amran, Al Jawf and Hajjah Governorates. Its slogan is God is Great, Death to America™, Death to Israel, a curse on the Jews They like shooting off... ummm... missiles that they would have us believe they make at home in their basements. On the plus side, they did murder Ali Abdullah Saleh, which was the only way the country was ever going to be rid of him... coup in Yemen.
Inked in August 2019, the deal offers a political umbrella for bridging the gap between the government and the STC. It includes political, security, military, economic and development agreements.
As the result of extensive shuttle diplomacy by Saudi Arabia, the agreement was signed and followed by a mechanism for speeding up its implementation.
The deal was deemed a success after producing a technocratic government that represents all parties to the Yemeni political spectrum involved in the Riyadh Agreement.
However, some people cause happiness wherever they go; others whenever they go... implementing the military and security aspects of the understanding has fallen short of expectations. Some provisions were met, while others remain pending.
"There are some parties who insist on obstruction to achieve personal goals that do not serve Yemeni citizens, the government, or the political spectrum," Yemeni activists who requested anonymity told Asharq al-Awsat.
They warned of what they labeled as a "gamble" taken by those blocking the full application of the agreement at a time when living conditions are hitting new lows in Yemen.
The activists explained that Houthis stand to gain the most from the stalled implementation.
As for al-Jaber’s remark on the need for state officials returning to Aden, activists noted that "shuffling the cards only serves enemies, and that those inhibiting the execution of the Riyadh Agreement must be exposed."

[LIBYAREVIEW] A court declined to grant the older brother of the Manchester Arena bomber immunity from prosecution if he testifies in front of a public inquiry, according to The Independent.
Ismail Abedi denies knowing about or being involved in the attack on May 22nd, 2017, but has so far refused to participate with the investigation, citing legal privilege against self-incrimination.
He may not have been directly involved in that attack, but he raised enough eyebrows in the local Muslim community that they reported him to the counter-terrorism unit even before Middle Bro went kaboom. Ismail Abedi requested that the public inquiry obtain assurance from the attorney general that any evidence he provides will not be used against him in future criminal cases.
In his ruling, Sir John said allowing immunity to get Abedi to co-operate did not outweigh the potential effects on the administration of justice.
"If as a result of an undertaking from the Attorney General, the applicant was to disclose material to the inquiry which provided evidence to justify charges of murder or conspiracy to murder, then he could avoid trial for 22 murders and causing serious injury to many more," he said.
"While less serious, if he were to disclose material... which evidenced a failure by him to disclose information to the authorities which could have prevented the bombing happening, a failure to prosecute would be considered by many to be a considerable affront to justice."
Abedi is expected to be served with a legal notice soon which will "require" his attendance in person at the inquiry and while he will be entitled not to answer questions on the grounds of self-incrimination, he will have to justify why and on what grounds he is refusing to answer.

[IsraelTimes] In recent weeks, dozens of family members of the victims of the massacre at the Badush prison have given blood samples, which will be compared to the DNA of the remains.
Iraqi authorities said on Sunday that the remains of 123 people killed by Islamic State ...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems.... jihadists had been removed from a mass grave in a bid to identify them.
The Badush prison massacre was one of the worst crimes IS carried out after it seized control of a third of Iraq in a lightning offensive in 2014.
In June that year, IS fighters attacked the northwestern prison, freeing Sunni Moslem inmates and forcing 583 mainly Shiite prisoners into a truck, before driving them to a ravine and shooting them.
In recent weeks, dozens of family members of the victims have given blood samples, which will be compared to the DNA of the remains, which were found in the mass graves in 2017.
"Thousands of families are waiting to know what happened to their relatives," Najm al-Jubburi, governor of the Nineveh province where the prison is located, told AFP.
The mass grave, discovered after Iraqi forces took control of the area in March 2017, is one of more than 200 the murderous Moslem group left behind in its rampage of brutality, according to the United Nations ...where theory meets practice and practice loses... The remains of up to 12,000 people are believed to be buried in these graves, the UN says, which has accused IS of having committed genocide in Iraq.
One of those waiting for closure in Iraq is Abbas Mohammed, whose son was tossed in the calaboose Yez got nuttin' on me, coppers! Nuttin'! at Badush following his arrest by US forces in 2005.
"After 17 years of not knowing whether my son is alive or dead, I need an answer," he told AFP.
Iraq has been struggling to identify remains of people from several violent mostly peaceful episodes in its recent history, and is still discovering mass graves from the regime of executed dictator Saddam Hussein.
The task has been challenging, as remains have often been burned or exposed to the elements over the years.
"Work conditions are difficult," Saleh Ahmed, a member of government commission tasked with identifying the "deaders," said at the site of the Badush mass grave.
"The heat is overwhelming. Some remains are entangled, and there are snakes and scorpions everywhere," he said, as 30 workers carried out the grim task of removing bodies from the grave.

[ENGLISH.AAWSAT] Iraqi Prime Minister Mustafa al-Kadhimi met Saturday with representatives of the protest movement and some of the families of the victims of protest violence during a visit to the southern Dhi Qar governorate. He also visited the family of a slain member of the Popular Mobilization Forces (PMF) and vowed to bring the murderers to justice.
Saturday’s visit was marked the second in less than a year, which reflects the federal government’s keenness to bring calm and stability to the governorate.
People have been taking to the streets of Dhi Qar for two years now to demand basic services, job opportunities and holding killers of protesters accountable.
During his visit, the premier met with representatives of the protesters and "listened to their demands and views regarding the situation in the governorate, as well as the overall political situation in the country," according to a statement by Kadhimi’s office.
"The government aims to achieve economic development that would provide job opportunities, decent living and social justice," Kadhimi stressed, noting that it is keen on holding early elections, which are set for October.
The PM met with the mother of protestor Omar Saadoun, one of dozens who were killed by a crackdown by security forces against rallies in the central Nasiriyah city in November 2019.
He also met with the father of a prominent Nasiriyah activist, Sajjad al-Iraqi, who was kidnapped by unknown button men in September and whose fate is still unknown.
He stressed that the state is determined to achieve justice according to the law.

[ENGLISH.AAWSAT] Iraqi President Barham Salih called on Saturday for establishing a capable state that can protect its citizens.
In a tweet on the anniversary of the Camp Speicher massacre, he said: "We must serve justice to the deaders and complete the victory against terrorism by consolidating a capable state that can protect its citizens and ensure that such tragedies are not repeated."
The Camp Speicher massacre took place on June 12, 2014, when ISIS Death Eaters killed at least 1,700 people in an attack on the camp in Tikrit ...birthplace of Saddam Hussein... Salih added that the 2019 law of Speicher Martyrs' Rights was the least the state could offer to the victims, vowing that the perpetrators will be brought to justice.
The law states that the victims of the Speicher crime are considered deaders, whether their remains have been found or not.
Iraqi deputy Aras Habib Kareem told Asharq al-Awsat that the authorities must provide justice in the case given the scale of the massacre and that trauma it has had on the Iraqi people.
The massacre will remain a shameful mark against everyone who was complicit with terrorism and who helped perpetrate the crime, he added, demanding the death penalty for those involved.

[ENGLISH.AAWSAT] Before signing a final deal on the Israeli government, which is set to be sworn in Sunday, leader of the Kahol Lavan party, Benny Gantz, and New Hope head Gideon Sa'ar agreed on the formation of a new body to oversee Paleostinian constructions in the West Bank’s Area C, Ynet news reported.
It said the agreement was part of the deal when New Hope party joined the new government.
The construction by Paleostinians in the West Bank’s Area C constitutes some 60 percent of the territory and is under full Israeli security and civil control.
The news website said that the agreement came after the two parties had disagreed on the issue, particularly when New Hope MK Ze’ev Elkin demanded that the body to oversee Paleostinian constructions in Area C be formed under the Ministry of Construction and Housing.
Elkin is nominated as housing minister in the proposed government.
However, today is that tomorrow you were thinking about yesterday... Gantz had objected to this demand, saying the matter is traditionally under his ministry’s Civil Administration.
Elkin is known for his hardline positions against Paleostinians. He believes Israel should extend illusory sovereignty throughout the West Bank.
Israel occasionally demolishes Paleostinian structures in Area C. It claims that such constructions lack the necessary permits. The Israeli demolitions frequently draw international condemnation.
The Oslo II Accord signed between the Paleostinians and Israel divided the West Bank into three administrative divisions: Areas A, B, and C.
On Saturday, the PLO’s National Bureau for Defending Land said that the parties forming the new coalition government agreed on the need to "strengthen settlement in Jerusalem and turn it into a dynamic and modern capital [of Israel], as well as to tighten control over Area C of the West Bank."
